HomeMy WebLinkAbout06-17-1980 Council Meeting Minutes 25 June 17th, 1980 A regular meeting of the Canton City Council was held on June 17th 1980 in Council Chambers. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY THE CITY CLERK. Nominations were asked for a Chairman Pro-Tem from the floor. Motion by Alderman Williams, second by Alderman Carl , that Alderman Kovachevich serve as Mayor Pro-Tem. Discussion. Alderman Williams called for parlimentary inquiry. The City Attorney John McCarthy explained the difference between a Mayor Pro-Tem and a Chairman Pro-Tem, as Alderman Mazza asked for the explanation of the two. The mover and second agreed to an amendment that a Mayor Pro-Tem chair the meeting tonight. Voice vote, motion defeated. Nominations were asked for again for a Chairman Pro-Tem. Motion by Alderman Churchill , second by Alderman Mazza, that Alderman Kovachevich serve as Chairman Pro-Tem of this Council meeting. Voice vote, 2 nays heard, motion carried. Chairman Pro-Tem Alderman Kovachevich took his seat, and then asked for roll (29 call . Present. Aldermen Kovachevich, Williams , Mazza, Selfridge, Carl , Grant, Q Danner, Churchill . Absent. Aldermen Horr, Clarke, Motsinger, Q Motion by Alderman Williams, second by Alderman Churchill , that title 1 , Chapter 6, Section 21 Rules & Order of Business Governing this Council be adopted. Voice vote, motion carried. MINUTES OF JUNE 3RD MEETING. Corrections to be made under Committee report of P. W. & Buildings council action. The Bids on the N. Main Project should reflect that they were by units, and should state what the bid was for. Also, under Mayor's Report- second line- title of the article- should read Tax Increment and not Tax Enforcement. Motion by Alderman Danner, second by Alderman Selfridge, the minutes of June 3rd be accepted and placed on file as corrected. Voice vote, motion carried. The same to be corrected. BILLS FOR MAY. Motion by Alderman Mazza, second by Alderman Grant the bills be approved. Roll call . AYES: Aldermen Churchill , Danner, Grant, Carl , Selfridge, Mazza, Williams, Kovachevich. NAYS: None. Motion by Alderman Mazza, second by Alderman Williams, the City Treasurer be directed that payment be withheld to Sherwood Forest for extended Sewer and Water Services. Voice vote, motion carried. Motion by Alderman Williams, second by Alderman Churchill , the low bid on the City Audit submitted by Clifton & Gunderson Co in the amount of $5,575.00 be accepted. Discussion. Roll call . Alderman Mazza wold like to discuss the current situations with the Municipal Workers Union in Executive Session after the agenda items are completed. Public Works. & Buildings. Council Action. Motion by Alderman Danner, second by Alderman Mazza the bid on the Grant & Oak St Hud Grant on Base Bid A the bid of Hoffman in the amount of $291 ,898.50; and Base Bid B of Hillyer Construction in the amount of $37,866.50 be accepted. ORDINANCE - AMENDING TITLE 4, CHAPTER 2 SECTION 6 (C) CONCERNING FEES FOR PLUMBING INSPECTION. Second reading, read by title only. Motion by Alderman Kovachevich, second by Alderman Danner, to amend the ordinance - under water rate schedule- add the words - except as otherwise provided by the City Council . Discussion. Second reading,read by title only. Motion by Alderman Williams second by Alderman Kovachevich, this ordinance be held over to the next Council meeting. Discussion. Alderman Churchill had ask John McCarthy if these changes came directly from the State Statutue? He replied that they did. Voice vote, motion carried. Alderman Williams brought up that the lights are out at night in the Fulton Square parking lot. Gordon Braun Public Works Director stated that he was not aware of this and state that it would be corrected as the City has a lease agreement with J. C. Penney for 25% of the lighting. NEW BUSINESS: PRE-ANNEXATION AGREEMENT - JOHN RUSSELL AND BILLIE RUSSELL. First reading, read by title only. Motion by Alderman Selfrdige, second by Alderman Mazza, the pre-annexation agreement be placed on its passage. Discussion. TAYLOR'S 2ND ADDITION. First reading, read by title only. Discussion. Alderman Carl asked if it required a public hearing? John McCarthy then replied that it did not. ORDINANCE - VACATING A PART OF AVENUE G. First reading, read by title only. Motion by Alderman Williams, second by Alderman Churchill . to amend - under the legal description - the Northwest should read - "Northeast" corner of said Lot y� 20. Voice vote, motion carried. Alderman Williams asked about the sale of the property known as Mac 's/Coleman Lot. He is asking that Community & Industrial Development put out for bids again. The City Attorney John McCarthy reported that Dr. Rushford is trying to find a buyer for the bonds. ADJOURNMENT. Motion by Alderman Churchill , second by Alderman Selfridge, to adjourn. Voice vote, motion carried. Council adjourned at 8:02 P.M. An executive session was held at 8:07 P.M. for the purpose of uddating Council on negotiations with Local 1372 of Municipal Workers.
