HomeMy WebLinkAbout04-22-1980 Council Meeting Minutes 6 April 22nd, 1980 A Special Council meeting was held on April 22nd 1980 in Council Chambers. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED FAITH THE INVOCATION GIVEN BY ALDERMAN MELBA CHURCHILL. Mayor Crouch asked for roll call at 6:30 P.M. Present. Aldermen Kovachevich, Grant, Horr, Clarke, Danner, Churchill . Absent. Aldermen Williams, Mazza, Selfridge, Carl , Motsinger. Mayor Crouch stated that he had asked the news media to wait downstairs while Council reviewed a couple of items. Mayor Crouch reported that it is important that during our deliberations with the budget we have discussed our negotiating position relative to the union, and it is important to note that the cost-of- living as would normally be required by contract comes to $77,702.00 and is in these budget figures. There are two specific reductions in the police budget and are reflected in those figures, and that is the non-replacement of a retiring officer in August. And, the elimination of the parking enforcement officer position and moving him to radio-dispatcher, and replacing a radio-dispatcher who is there at this time. Gordon Braun then advised the news media the meeting was open. Alderman Carl reported to Council Chambers at 6:43 P.M. The City Clerk and Alderman Carl have been directed by Mayor Crouch to ask for insurance quotes identical to the coverage presently provided. Mayor Crouch requested that if all possible they be back by April 29th meeting at 5:00 P.M. Alderman Mazza reported to Council Chambers at 6:50 P.M. Mayor Crouch commended the department heads on their budgets , he stated that ' every year they do a better job. This year's budget is $42,300.00 less than, last year's proposed budget. City Adminstration budget is reduced some $35,000.00 reduction, which comes from advertising expenses. Fire Dept. has very little or no activities involved, which is in the field of training. Police dept. budget does not reflect tea► removal of one car to be given to John Scarbrough of the Waste Water Treatment Plant. Public Works Administration reflects a reduction in commodities. Maintenance is close to last year's. Mayor Crouch stated that we have no choice but to look at raising the water rates. The water plant needs a slaker, which costs $80,000.00. Street and Garbage Dept. is the combination of the two departments and what was budgeted last year. Mayor Crouch stated that council must agree to a budget that we assume will be a balance budget based upon revenue projections. 7 Continued April 22nd, 1980 Each budget of the Public Works Adminstration, Public Works Consolidated, Streets, Garbage, Fire, Maintenance was then reviewed individually. The Council meeting recessed at 7:50 P.M. Reconvened at 7:57 P.M. Discussed the fire department budget in depth. The next council meeting on April 29th, Council will review water distribution, Waste Water, Water Treatment, Police, City Adminstration. ADJOURNMENT: Motion by Alderman Kovachevich, second by Alderman Mazza to adjourn. Voice vote, motion carried. Council adjourned at 9:36 P.M. a Q CITY CLERK APPROVED. MAYOR
