Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Mayor Jeffrey Fritz, Attorney Nancy Rabel, Treasurer Kathy Luker, City Clerk Diana Pavley-Rock, Fire Chief Tom Shubert, Police Chief Rick Nichols, Community Service Director Jason Strandberg, Comptroller Caty Campbell, WTP Superintendent Greg Pollitt, Public Works Director Bill Terry MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER OATH OF OFFICE City Clerk Diana Pavley-Rock administered the oath of office to Alderman Elect Ryan Mayhew, Alderman Putrich, Alderman Justin Nelson, Alderwoman Hale ADOPTION OF ROBERTS RULES OF ORDER Motion and second were made by Aldermen West/Putrich to adopt Roberts Rules of Order. The motion carried by voice vote and was unanimous. COMMUNICATIONS FROM MAYOR JEFFREY FRITZ APPOINTMENTS FOR THE 2015-2016 FISCAL YEAR The list of appointments were presented in the packet for review. Motion and second were made by Aldermen West/Justin Nelson to approve the appointments. LIBRARY APPOINTMENTS Mayor Fritz announced the following individuals to the Parlin Ingersoll Library Board for a three yearterm. COMMITTEE REPORTS: FINANCE ALDERMAN JIM NELSON CHAIRMAN (ABSENT) ALDERMAN JUSTIN NELSON (ACTING CHAIR) REVIEW OF REVENUES/EXPENDITURES Mayor Fritz explained that this item will be placed on every finance committee agenda moving forward. During the budget process it was suggested that revenues and expenditures be closely reviewed and monitored at every meeting. Governor Rauner proposed a reduction to municipalities that would have a drastic impact on the City of Canton if the reduction is approved. Mayor Fritz and City Clerk Diana Pavley-Rock attended the Illinois Municipal League lobby day on April 29, 2015 in Springfield. Governor Rauner addressed the group regarding his proposed reduction to municipalities. The Illinois Municipal League strongly opposes the reduction and continues to work with legislatures to protect the interest of municipalities. During the day Mayor Fritz and City Clerk Diana Pavley- Rock met with Senator Dave Koehler to express concerns over the proposed reduction. The reduction did not take place during the State's 2015 fiscal year; however they are still looking at the proposed reduction for 2016. The new fiscal year for the State begins July 1. A RESOLUTION ESTABLISHING COMPENSATION FOR CITY EMPLOYEES FOR FY 2015-2016 #5013 Motion and second were made by Aldermen Putrich/Lovell to approve the proposed salaries with an amendment to the comptroller's Salary. The comptrollers salary will be raised to $55,000.00 annually. Discussion: Alderman Justin Nelson asked what percentage of a salary increase is reflected in the resolution. Mayor Fritz explained that the increase is at 2.75%. Alderman Justin Nelson said that since the City has eliminated two positions, he would not vote in favor of an increase. He would like to see a freeze in administrative pay. Mayor Fritz explained that it is important to retain quality people in the department head positions. The City would not want to let the differential between department head's and staff become close. If the salaries get too close- staff will not want to move up into department head positions. Alderman Justin Nelson explained that if the City does not have money to pay them- there won't be any positions to be filled. LEGAL&ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN COMMUNITY& INDUSTRIA DEVELOPMENT ALDERMAN TAD PUTRICH, CHAIRMAN NEGOTIATIONS, GRIEVANCE AND PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN PUBLIC SAFETY&TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN Alderman Ellis said he received a phone call regarding a complaint on a dog attack made towards another dog over the weekend. The code enforcement officer went to the property; however the owner was not home. Alderman Ellis wanted to be certain that people were aware of the situation. The property is at the 700 block of West Walnut. Chief Nichols said he was aware of the case and the department is following up on it.
