Edwards Way -50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE City Clerk Diana Pavley -Rock, Fire Chief Tom Shubert, Deputy Police Chief Rick Nichols, Community Service Director Jason Strandberg, Comptroller Caty Campbell MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER MAYOR PRO TEM Motion and second were made by Aldermen Ellis /Justin Nelson to name Alderman Craig West as Mayor Pro tem in the absence of Mayor Fritz. The motion carried by voice vote and was unanimous. PLEDGE OF ALLEGIANCE OPENED THE MEETING BY THE GIRL SCOUTS INVOCATION- Rev. Alderman West asked that the proclamation for the girl scouts be moved to the first item on the agenda. Motion and second were made by Aldermen Pickel /Jim Nelson to move the request items listed on the agenda. The motion carried by voice vote and was unanimous. GIRL SCOUT WEEK 2015 PROCLAMATION WHEREAS, March 12, 2015, marks the 103rd anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and, WHEREAS, throughout its distinguished history, Girl Scouting has inspired millions of girls and women with the highest ideals of courage, confidence, and character; and, WHEREAS, girls discover, connect and take action to make their local communities and the world a better place; and, WHEREAS, more than 3.2 million current Girl Scout members nationwide will be celebrating 102 years of this American tradition, with 59 million women who are former Girl Scouts and living proof of the impact of this amazing Movement; NOW, THEREFORE, I, Jeffrey Fritz, by virtue of the authority vested in me as Mayor of the city of Canton, Illinois, do hereby applaud the commitment Girl Scouting has made to America's girls and proudly proclaim the weekend of February 27 -March 1, 2015 as Girl Scout Cookie Weekend in the City of Canton. The girl scouts present at the meeting are from troop 5372 and troop 5374. CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD FEBRUARY 3.2015 POLICE REPORT FIRE REPORT TREASURER'S REPORT The general fund reflects a MTD gain in the amount of $89,000.00. The YTD loss is in the amount of $92,000.00. The water and sewer fund reflects a MTD loss in the operating fund in the amount of $40,000.00. The YTD loss is in the amount of $684,000.00. BILL LIST The total amount reflected on the revised bill list is in the amount of 1.2 million dollars. This includes a payment ( the third of four quarterly payments) to the Spoon River Partnership in the amount of $14,050.00. A sludge removal bill ($149,000.00) was included in the bill list. PURCHASE OF HYDRANTS IDOT RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE- ASH STREET & 20TH AVENUE. #5001 IDOT REQUEST FOR EXPENDITURE /AUTHORIZATION OF MOTOR FUEL TAX- ASH STREET & 20TH AVENUE. IDOT PRELIMINARY /CONSTRUCTION ENGINEERING SERVICES AGREEMENT FOR MOTOR FUEL TAX FUNDS- ASH STREET & 20TH AVENUE. IDOT RESOLUTION FOR IMPROVEMENT BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE- ROUTE 78 SIDWALK CLOSEOUT. #5002 Motion and second were made by Aldermen Justin Nelson /Hale to approve the consent agenda and place the information on file. COMMITTEE REPORTS: FINANCE ALDERMAN JUSTIN NELSON REQUEST FOR PROPOSALS (RFP) FOR COLLECTION SERVICES FOR CITY'S DELINQUENT DEBT A draft request for the proposal was presented for approval. The request is to authorize the City to publish the RFP in the newspaper and send the proposal out to various companies that could provide the collection services for the City. The City would utilize the collection services for utility debt as well as mowing and grass liens and other ordinance violations. The proposals are due back by the end of March 2015. The collections would then start with the new fiscal year. Motion and second were made by Aldermen Justin Nelson /Ellis to approve the request for RFP's for collection services for the City's delinquent debt. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST AN ORDINANCE APPROVING THE PURCHASE AGREEMENT FOR PROPERTY LOCATED AT 629 VAN WINKLE. UST READING) #3092 An offer was made on the property located at 629 Van Winkle. The agreement states that the property must be demolished. Motion and second were made by Aldermen Justin Nelson /Picket to suspend the rules for a second reading. COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH SPECIAL EVENT REQUEST FOR THE CANTON CRUISE IN TO BE HELD JUNE 19, 2015. The event is expected to bring approximately 6000 people to our downtown area on June 19, 2015. The request includes street closures. A certificate of insurance was submitted for the event but it expires before the event. Motion and second were made by Aldermen Putrich /Jim Nelson to approve the special event request subject to the renewal of the insurance. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERWOMAN HALE PUBLIC SAFETY & TRAFFIC ALDERMAN JIM NELSON, CHAIRMAN STREETS AND GARBAGE ALDERMAN DAVE PICKEL, CHAIRMAN LAKE, BUILDINGS & GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHAIRMAN DISCUSS, CONSIDER AND VOTE ON A UTILITY BILLING POLICY FOR THE CITY OF CANTON. This policy will create a uniform method for utility billing for the City. Once the policy is approved, any ordinance that would need to be amended will be brought to Council for consideration. The policy would not become effective until the amended ordinances are approved. This will be the first step in moving toward monthly billing and collections of past due accounts. Motion and second were made by Aldermen Ellis / Putrich to approve the utility billing policy for the City of Canton. COMMUNICATIONS FROM MAYOR JEFFREY FRITZ BIG TOOT The big toot whistle was moved to the Cook building. The first sounding of the whistle at the Cook location will be held on March 2, 2015 at noon.
