A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT
BETWEEN THE FULTON COUNTY DEPARTMENT OF PUBLIC WORKS &
HIGHWAYS AND THE CITY OF CANTON FOR THE BRIDGE INSPECTION
INTERGOVERNMENTAL COOPERATION AGREEMENT DIRECTING THE
MAYOR AND CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON
BEHALF OF THE CITY OF CANTON, ILLINOIS.
WHEREAS, the Legal and Ordinance Committee of the City of Canton has determined
that it is necessary and in the best interest of the City to enter into an Agreement with THE
Fulton County Department of Public Works & Highways, as to the inspection of bridges within
the City of Canton, as set forth in Exhibit A, attached hereto and incorporated herein; and
WHEREAS, the City Council of the City of Canton has made a similar determination.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF CANTON, ILLINOIS, AS FOLLOWS:
1. That the Agreement attached hereto and incorporated herein as Exhibit "A" is hereby
approved by the Canton City Council.
2. That the Mayor, or his designee, and the City Clerk of the City of Canton, Illinois, are
hereby authorized and directed to execute said Agreement on behalf of the City of
Canton.
3. That this Resolution shall be in full force and effect immediately upon its passage by
the City Council of the City of Canton, Illinois, and approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Illinois, at a regular meeting this 2nd day of
December, 2014, upon a roll call vote as follows:

BRIDGE INSPECTION INTERGOVERMENTAL COOPERATION AGREEMENT
In the interest of intergovernmental cooperation as allowed by 5 ILCS 22013, the City of Canton, a
governmental entity, and Fulton County Department of Public Works and Highways, a local government
agency, wish to enter into an agreement bridge inspections services required by the National Bridge
Inspection Standards.

The City of Canton currently has tiff" % bridges that require inspection to comply with National
Bridge Inspection Standards.
Nicole Grube, the County Engineer of Fulton County, will be listed as your Program Manager in
accordance with the statement below:
According to the Illinois Department of Transportation's Bureau of Local Roads and Streets Manual,
"...the department delegates the responsibility for applying the National Bridge Inspection
Standards (NBIS) requirements to the individual Local Public Agency (LPA). All LPAs with
jurisdiction of a structure in the National Bridge Inventory (NBI) must designate a Program
Manager to ensure compliance with the NBIS, and provide guidance and management of their
bridge inventory." (BLRS 6-1)
Ms. Grube, as program Manager, will direct and oversee all bridge inspections for the City as per the
Illinois Department of Transportation dictates. The cost of said bridge inspections will be at a fee set by
the Fulton County Board (see attached Resolution 14 -006 for costs).
Further, the Program Manager will report inspection findings and make suggestions to the City for any
recommended corrective actions. However, the Program Manager will not be responsible for the repair
work.
The term of this intergovernmental agreement will be in effect from the date of signature, and continue
until notice in writing is given by either local government agency to cancel said intergovernmental
agreemenkQ upon a change in the office of County Engineer.

RESOLUTION UPDATING AND ESTABLISHING ADMINISTRATIVE AND ENGINEERING FEES
WHEREAS, Fulton County, via the Department of Public Works and Highways, under the direction of the County
Engineer, performs accounting and engineering services for the various road districts and municipalities within Fulton
County;
WHEREAS, 605 ILCS 5/6 -701.3 allows for a County to be paid administrative and engineering cost for Road District Motor
Fuel Tax (MFT) construction and maintenance;
WHEREAS, rates were set January 13, 1976 and last updated March 11, 2003 for engineering services and October 14,
2008 for Bridge Inspections;
THEREFORE, BE IT RESOLVED by the Fulton County Board that the Fulton County Department of Public Works and
Highways is hereby authorized to charge for administrative and engineering activities from this date forward according
to the following schedl.le:
Description Fee
Maintenance
Road District MFT Maintenance- Administration & Preliminary Engineering 5% of Total Maintenance Operation
Road District MFT Maintenance- Engineering Inspection 5% of Total Maintenance Operation
Municipality Maintenance $1,250 + 755 of Total Maint. Operation
Construction (MFT, TBP, or Local Tax monies)
Road District Construction- Project Administration Fee (Not included 3% of Total Project Costs, but not to
in Project Cost & charged regardless of consultant or in -house work) exceed $50,000
Road District Construction- Preliminary Engineering (by Highway Dept.) $1,000 + 7% of Total Construction Cost
Road District Construction - Construction Engineering (by Highway Dept.) 7% of Total Construction Cost
Project Cost = Preliminary Engineering + Construction + Construction Engineering
Bridge Inspections (As mandated by FHWA, IDOT, ur NBIS)
Standard Inspection
$100 /inspection
Special Inspection
$150 /inspection
Fracture Critical Inspection $500 /inspection
BE IT FURTHER RESOLVED, that the County Clerk is directed to submit two (2) certified originals of this resolution to
Joseph E. Crowe, the Region 3 Engineer of the Illinois Department of Transportation in Peoria, IL.
