HomeMy WebLinkAboutOrdinance #1526ORDINANCE NO. 15 2 6 AN ORDINANCE AMENDING TITLE 6, CHAPTER 1, SECTION 1 OF THE CANTON MUNICIPAL CODE RELATING TO THE POLICE DEPARTMENT WHEREAS, the Legal and Ordinance Committee has determined that it is necessary and in the best interest of the City of Canton to amend Title 6, Chapter 1, Section 1 of the Canton Municipal Code; and, WHEREAS, the Canton City Council has made a similar determination. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, Illinois as follows: 1. That the City Council hereby finds the foregoing recitals to be fact. 2. That Title 6, Chapter 1, Section 1 shall be amended to read as follows: "6-1-1: DEPARTMENT CREATED; MEMBERS: There is hereby established an executive department of the City government which shall be known as the Police Department, and which shall consist of One Police Chief, three (3) police lieutenants, four (4) police sergeants, thirteen (13) patrolmen, one commissioned traffic control officer, one civilian administrative assistant, one non- commissioned code enforcement officer and one secretary- file clerk. When any member of the police department who occupies one of the foregoing positions becomes inactive such that it appears that a fizll-time appointment will be necessary so as to fill an ongoing vacancy and/or an anticipated requirement, then the Police & Fire Commission may, at its discretion, appoint an officer in a full-time capacity to fill such a vacancy. Part-time non-commissioned personnel may be used on an "as needed" basis to work as radio operators, but only to the extent that full-time commissioned officers are inadequate to meet such needs." 3. That this Ordinance shall be in full force and effect immediately upon its passage by the City Council of the City of Canton and approved by the Mayor thereof. The Corporate and Special Property Taxes extended for 1995 were $ 814,405. The proposed Corporate and Special Taxes for 1996 are $ 914,662. This represents a 12% increase over the previous year. The property Taxes extended for debt service for 1995 were $338,987. The Estimated property taxes to be levied for Debt Service for 1996 is $468,664. This represents an increase of 38% over last year. (~Ve will be abating some of this debt service, but for the notice you cannot count that.) The Total Property taxes extended for 1995 were X1,153,392. The estimated total property taxes to be levied for 1996 are fi1,383,326. This represents a 2D% increase over the previous year. For the purpose of determining whether a levy exeeds 1050 of the preceding tax extension, the corporate authorities should exclude amount which. represents extension for debt service. So i,t appears that we will have to have a Truth In Taxation Public hearing a,nd notice publ~,shed. To have the Public Hearing and the first reading on November 19, 1996, the notice must be published not later than November 12, 1996. Final passage would be December 3, 1996.
