That Article IX, Section 9.04 of Ordinance No. 117 of the City of Canton, Illinois , effective November 5, 1964, ;�s amended, be and the same is hereby further amended to read as follows : "Section 9.04. PARKING VIOLATION. Any person accused : of parking in a metered area without putting a coin in , the meter to cover the required time may settle and � compromise the claim against him or her for the first violation of such illegal parking by placing the sum , of fifty cents in an envelope and deposit ing same in boxes placed on certain parking meters ; and any person accused of a violation of an Ordinance prohibiting parking a vehicle in a designated area, or restricting the length of time a vehicle may there be parked, or for a second and subsequent violation of parking in the same metered area without putting a coin in the meter to cover the required time may settle and compromise the claim against him or her for such illegal parking by paying to the City the sum of One Dollar (�1.00) , provided, however, a claim not settled and compromised within seven days foll�owing the occurrence giving rise to such claim may thereafter only be settled and compromised by paying to the City the sum of �ao Dollars and Fifty Cents (�2.50) ; such payments may be made at the Police Station, and a receipt shall be issued for all money so received, and such money shall be promptly turned over to the Treasurer of the City of Canton to be credited to the parking meter fund. The members of the Police Department are hereby authorized to refrain from instituting a prosecution for the alleged offense involved. Provided that this section shall not apply to persons parking a vehicle so as to obstruct the entrance or exit of any place where police or fire department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance in a hospital. Nor shall this section apply to any person charged with r parking a vehicle so as to entirely obstruct traffic ` in any stre�t or alley, or parking in such a way as to ' reduce traffic on an arterial street to one way traffic � only ; nor to any person who refuses to move a vehicle illegally parked at the request of any member of the police department . " SECTION 2.
