SECTION 2. That the City Council shall , at any time after the first half of the Fiscal year, by a two-thirds vote of the membership, make a transfer within any department or other separate agency of the City Government, of sums of money appropriated for one corporate object or purpose to another corporate object or purpose, but no appropriation f or any object or purpose shall thereby be reduced below any amount sufficient to cover all obligations incurred or to be incurred 'against such appropriation. SECTION 3. This Ordinance shall �e known as the ".Annual Appropriation Ordinance" of the City of Canton, Illinois. SECTION 4. This Ordinance shall be in effect ten days after its passage by the City Council, approval of the Mayor and publication according to law.
