HomeMy WebLinkAboutResolution #3428RESOLUTION NO. 3428 A RESOLUTION IN SUPPORT OF EFFORTS TO BUILD AFOUR-LANE HIGHWAY BETWEEN PEORIA AND MACOMB THROUGH FULTON COUNTY WHEREAS, the economic development of West-Central Illinois is hampered due to limited access to a four-lane highway; and, WHEREAS, afour-lane highway is viewed as an essential resource in attracting new business and industry to the area; and, WHEREAS, major four-lane highway expansions are being planned and constructed in the area including the heart of Illinois Expressway between Peoria and Chicago and Route 336 between Macomb and Quincy; and, WHERF,AS, linking these projects with the continuation of Route 335 as a four- lane highway through Fulton County would serve as a "Gateway to Western Illinois." NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCII. OF THE CITY OF CANTON, Fulton County, goes on record in support of efforts to build a four-lane highway between Peoria and Macomb through Fulton County. BE IT FURTHER RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF CANTON, Fulton County, Illinois wishes to 1Din in the "336 Coalition" to support the construction of this highway. BE IT FURTHER RESOLVED, that a copy of this resolution be directed to the Governor of the StatE of Illinois, the Secretary of the Illinois Department ~f Transportation, and the members of the state and federal legislative delegations representing the area. PASSED by the City Council of the City of Canton, Fulton County, Illinois, at a regular meeting this 21st riay of July, 1998, upon a roll call vote as follows: AYES• Aldermen Shores, May, Nidiffer, Meade, Sarff, Nblleck, Hart- • ford. To Whom It May Concern: Be it resolved, that the Board of Directors of the Fulton County Farm Bureau, after lengthy and detailed discussions, has taken a position in support of investigation and pursuit of a 4-lane expressway in Fulton County. 'Farm Bureau has traditionally been against the conversion of prime farmland, and we continue to be so. It is our hope and desire that when a corridor is proposed, planners will take into consideration the ramifications of the loss of farms and crop ground to Fulton County, and will choose a route of least disruption to farmsteads and croplands. We also remain opposed to a limited access highway system for this project. Limited access points create a hardship for farmers and cause serious complications in logistics when farms are bisected by inaccessible highways. We also remain opposed to the use of Eminent Domain, the granting of quick-take powers to economic development authorities, and involuntary net loss of pnvate property ownership. We support the utilization of existing rights of way for a new highway to the maximum extent feasible in order to minimize ~~ccgqwsition of new lands for highway purposes; utilization of marginal or. poorer grades of fa~rmlaiid for highway projects where feasible in order to preserve tillable farmland; and efforts to ensure that highway construction does not cause serious, adverse impact to drainage nor cause erosion on adjacent land. We realize the importance of an adequate transportation system to the development of our rural communities and our entire County. The creation of a 4-lane highway will provide the opportunity to entice business and industry to our County that would otherwise not consider this area, due to lack of adequate transportation. We view the creation of this highway system as a link to surrounding industries in neighboring counties and envision sigtificant benefits to our residents and established businesses.
