HomeMy WebLinkAboutOrdinance #442 -. - ., , � _ First reading 10/3/73 . �, . _ , • , . • . , / "4 ORDIN.ANCE N0. _� (AN ORDINANCE CREATING A COMMISSION FOR SENIOft CITIZENS FOR THE CITY OF CANTON, ILLINOIS� WHEREAS, the twentieth century has witnessed great advances in the progolongation of life, health and ability ; and, WHEREAS, a phenomena of the twentieth century has been the shortening of the working and professional life of the average citizens, thereby freeing great numbers of citizens over 60 years of age, hereinafter referred to as senior citizens , from routine daily tasks ; and, WHEREAS, senior citizens by virtue of their comparative freedom, their experiences and their wisdom in the affairs of life representing a great power for good in our nation, states and cities ; and, � WHEREAS, life is most meaningful and interesting when it is of service to one 's fellowman; and, WHER.EAS, there is a growing number of public and private institutions and organizations in the Greater Canton Community devoting time and attention to the affairs of citizens 60 years of age or older, hereinafter termed "Senior Citizens"; and there is a real need for a municipal commission co-ordinating the activities of these organizations as well as to help develop new ways to assist the elderly citizens of our community with their problems. NOW, THEREFORE, �E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS : SECTION 1. CREATION There is hereby created a Commission which shall be known as the 1°Senior Citizens ' Commission of Canton, Illinois". SECTION 2. COMPOSITION ; APPOIlVTMIIVT OF MII�IBERS ; SALARY; TERMS The Canton Senior Citizen� ' Commission created by SECTION 1 above shall consist of fifteen (15) persons appointed by the Mayor to serve without salary for four-year terms, except that of such members first appointed, six shall hold office for one year; three for two years ; three for three years ; and three for four years ; and until their respective successors are duly appointed and qualified. Commission members shall be bro�c�ly representative of the community and shall be individuals who, by background, experiEnce, training, profession, and/or age, shall have special interest and knowledge in the affairs and needs of persons 60 years or older. The Chairman of the Commission shal�. be elected from and by the Commission Members for a term of one calendar year. The Commission shall have the power to establish by-laws and rules in conformity with the authority granted herein or by statute, including the authority to elect or appoint such other officers as the Commission deems , necessary ; but the Chairman of the Commission or any such officer appointed or elected by the Commission, may be removed at any time by a majority of votes of the duly appointed members of the Commission. SECTION 3. PURPOSE; FUNCTION The purpose of the Senior Citizens ' Commission of Canton shall be to co-orainate the activities of public and private groups involving , . , . . ,'- , t _ • • ' ' •. the affairs of persons 60 years of age or older to the end that there shall be (a) adequate community and individual activities stimulating and maintaining the interests of Senior Citizens ; (b) adequate public and private services maintaining and improving the health and welfare of Senior Citizens ; and (c) adequate dissemination of information concerning the interests, problems and affairs of Senior Citizens. It shall also be the purpose of the Senior Citizens ' Commission of Ganton to advise the City Council of the City of Canton as to how Senior Citizens could assist and promote good works in the community. SECTION 4. The commission shall operate under such budget , if any, as may from time to time be established by the annual appropriation ordinance of the City of Canton but any expenditures therefrom, including employee salaries, shall be made only upon approval of the Mayor and in accordance with ordinance and statutory requirements. SECTION 5. This ordinance shall be in effect and full force from an� a er its passage according to law.
