"1(3-14-4: The Enforcin� ��'#'icer s�iaal not issue ��ny �ermi.ts
to construct any i�uildin�;s or structures u�on �roperty in
l)istricts in res�ect to tJI]1CY1 -��e �'lat��:in� �omtnission, a
zonin� commi�ttee, or a comm:il;tee of t�1e City �Cou�ncil is st;�dy-
ing the revision of zor.in� orc�in�lnces� w��ich revision may
contain �rovisions wY�ic?� �aould proh��it the use o�' tl�e �rope�ty
�s �roposed in the �pplication �'or the �aermit. �'d�is ;nro�ri-
bition shall ap�ly only �or a �er�oc? o�' 180 days a�ter such
study is referred to the �'latnnin� �ot?mmiss3on, the aonin� comm-
ittee, or a committee of the City i,ounci�., by tile City �ouncil.
