Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. This is the third meeting of the new trial period to hold meetings twice per month instead of the first four Tuesday's of each month. This trial period will be during the months of June and July 2014. APPROVAL OF THE COUNCIL MEETING MINUTES HELD JUNE 17, 2014. Motion and second were made by Aldermen Pickel/Jim Nelson to approve the consent agenda. COMITTEE REPORTS: PUBLIC SAFETY&TRAFFIC ALDERMAN JIM NELSON, CHAIRMAN DISCU55. CONSIDER AND VOTE ON FIRE APPARATUS Chief Shubert explained that he traveled last week to Arlington County Virginia to look at four engines (2006 E-1) that are being released from a lease program. One was sold upon arrival so the remaining three were looked at. Some of the major things that were being taken under consideration when looking at the engines were the engine, transmission, rails and pump. The particular engine that was selected out of the three has 58,000 miles on it. The asking price was$195,000.00. Chief Shubert offered $150,000.00 and they came back with a counter offer in the amount of$155,000.00. They will pay for the shipping and will also include a one year warranty with the purchase. Currently the City of Canton's newest engine is 13 years old with 110,000.00 mile on it. The total cost to rebuild an engine with the specks on the engine they looked at would be$380,000.00 so this purchase wou�d be a significant savings to the City. Chief Shubert requested the approval of$175,000.00 for the purchase of the 2006 E01 engine. This would allow some additional funds to be used for repair and painting/lettering once the engine is received. Motion and second were made by Aldermen Jim Nelson/Putrich to allow up to$175,000.00 from the depreciation from the capital outlay account for the purchase of the apparatus. The City plans on selling one of the departments current engines once this apparatus is received and the work is completed. Discussion: Chief Shubert explained that the ladder truck has been out of service for the past month due to transmission problems. The transmission needs to be replaced at an estimated cost of $20,000.00 After additional evaluation it was discovered that it is an electrical problem in the transmission. A shifting box inside the cab also needed to be repaired which would be better than replacing the entire transmission. The total cost or the overall repairs will be approximately $7,000.00- which is much better than the original quote of$20,000.00 for a new transmission. STREETS AND GARBAGE ALDERMAN DAVE PICKEL, CHAIRMAN EASTSIDE SQUARE CROSSWALK AND SIDEWALK REMOVAL AND REPLACEMENT FOR ADA ACCESS ACROSS FROM OPERA HOUSE ALLEY. City Engineer Keith Plavec explained that the Council wants to move forward with repairs of the crosswalk. Four concrete panels would be replaced and the work would be completed by the City Crew. The estimated cost would be $1,200.00. Two parking spaces would be eliminated on the west side once the work is completed. Some discussion took place regarding signs for pedestrian walking. It would take additional funds if signs are installed. Motion and second were made by Aldermen Pickel/Lovell to approve the project and use funds from the gaming fund for the project. Discussion: Alderman lustin Nelson explained that he would be against using the gaming fund and thinks it would be more appropriate to use TIF funds. Amended Motion and second were made by Aldermen Pickel/Lovell to use TIF funds for the concrete work and signage (yield to pedestrian). Mayor Fritz suggested holding a strategic planning meeting either on August 16 or August 23, 2014. The streetscape would be discussed during this meeting. LAKE, BUILDINGS&GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN PUBLIC WORKS, WATER&SEWER ALDERMAN GERALD ELLIS, CHAIRMAN DRAINAGE ON 4T"AVENUE AND CYPRESS STREET Keith Plavec explained that he reached out to BNSF Railway regarding drainage on 4th Avenue and Cypress. A representative from BNSF was in town last week and discussion took place on the issue. They would be willing to work with the City to look at options to put in a culvert. The hydraulic requirements will be submitted for review. Keith Plavec will continue to work with BNSF Railway and the drainage issues at 4th Avenue and Cypress. Some options will be brought back for further discussion. FINANCE ALDERMAN JUSTIN NELSON 2014 WWTP&WTP MISC IMPROVEMENTS PROJECT BID RESULTS AND AWARDS At the last meeting it was determined that the Council would not be in favor of financing projects for the WWTP &WTP improvements. City Engineer Keith Plavec developed a list of items to be completed for$750,000.00 (using money that is left from the bond funds). The purchase of a lime slaker would be approximately$350,000.00. This will be further discussed below with the Leander Construction Bid. FINANCING FOR THE 2014 WWTP&WTP MISC IMPROVEMENTS The Council is not in favor of financing the projects. BUTENAL PLANT WATER RATES This will be placed on the next agenda for further discussion. 2014 MFT PROGRAM City Engineer Keith Plavec explained that the 2014 Maintenance program was reviewed. The following work will be included in the 2014 maintenance program. Remove and Replace Wearing Surface on Avenue F Bridge - $3,314 ■ Spray Patch Streets (Spot Repairs and Streets to be Seal Coated) - $20,000 ■ Seal Coat Roads as follows - $39,110: • 4th Avenue—Ash to Locust (east side of tracks) • Avenue B—Cedar to City Limits • Avenue D—Maple to RR Tracks • Avenue F—IL 9 to Chestnut • Avenue H —IL 9 to Old Locust • Avenue I - IL 9 to Old Locust • Buckeye— Beginning of roadway after curb and gutter to 4tn Avenue • Liberty—Alley between Chestnut and Locust (after 11th Avenue) • Oak—Avenue B to End • Avenue C—Oak to Hickory • Seal Coat Cemetery—$10,000 • Mill and Resurface Martin —Maple to Walnut - $18,000 • Update ADA Ramps Martin (4 locations) -$30,000 (this work must be completed due to mill and overlay of this street) o As a side note, in two weeks, our team would like to bring another group of items for Council consideration. We are looking at milling and overlaying First Avenue from Spruce Street to Sycamore Street. With new rules on ADA, the City will need to bring ADA ramps up to current code when completing mill and overlay operations. Upgrade of ramps is not required if seal coating roadways. This project is too expensive for what is being budgeted each year. We are proposing to complete the ADA ramp upgrades this year and then next year complete the mill and overlay. 2014 MFT MAINTENANCE PROGRAM- REQUEST FOR EXPENDITURES The maintenance engineering cost is $12,834.40. The total cost for maintenance is $125,917.00. The total request for expenditures is in the amount of$138,751.40. CANTON WWTP 2014 IMPROVEMENTS BID RESULTS- LEANDER CONSTRUCTION BID RESULTS BASED ON REVISED PROJECT SCOPE A list of items was brought forward and prioritized based upon necessity and focusing on the treatment aspect. City Engineer Keith Plavec recommends awarding the project to Leander Construction in the amount of$750,000.00. The request would also include allowing the Mayor to sign the notice of award. The overall bid aflowed for adjustments to the projects. LEGAL&ORDINANCE ALDERMAN CRAIG WEST COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH UPDATE FROM MISSY TOWERY-SRPED GENERAL ECONOMIC DEVELOPMENT POINTS RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT Met with a firm representative for a company looking to build private pay assisted living facilities in Illinois. Gave him a tour of Canton and discussed possible sites. Followed up with Attorney Rabel concerning his interest in the IH Site. We will know more about their further interest in October. They are currently looking at 30 sites in Illinois. Met with Keith Plavec and Albert Martos from Dynegy to discuss their property boundaries in the current Enterprise Zone. Prepared for, attended and helped facilitate the Enterprise Zone Committee meeting. Made follow up phone calls and e-mails that were tasks from the meeting. Phone calls and e-mails to continue work on potential development deal. Sent a letter of congratulations and a suggestion to meet with the new IDOT Interim Deputy Director of Highways Region Three Engineer from SRPED Transportation Committee. Research on Technology Incubators for Recruitment of Business Committee BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT Attended University of Illinois' Department of Urban and Regional Planning's final presentation for Canton Main Street&the City of Canton. Met with person interested in buying a local business. We discussed potential locations and I provided a referral to the Illinois Small Business Development Center. Phone call from person interested in buying a business in the Industrial Park. Contacted qualifying businesses for the "Buy Illinois Challenge" sponsored by the Illinois Department of Agriculture and Illinois Main Street. Worked with Brian Baggett of InLine to schedule a lunch and learn regarding their fiber network and what they already have in Canton. Contacted a business who is looking for training space in Canton. An application was submitted by Canton Main Street for The National Night Out event to be held on August 5, 2014 from 4:00-7:OOpm. This is a family event focused on safety. The request includes closure of the CEFCU parking lot. The Canton Police/Fire department along with the Fulton County Ambulance will be participating in the program. PROVIDING FUNDS FROM LIQUOR LICENSES TO SUPPORT SCHOOL DRUG/ALCOHOL AWARENESS PROGRAMS. Mayor Fritz explained that Lee Puleo suggested using some of the revenue generated from the expansion of the liquor license as a donation to the school for a drug/alcohol awareness program. Superintendent Roy Webb previously said that the middle schools and elementary schools were also in need of drug/alcohol awareness and prevention. Mayor Fritz recommended giving a grant from the City to the school with parameters set for use on drug and alcohol awareness and prevention. The school could then come back to the City with a quarterly report on how the funds have been used. Alderman Putrich said he would be in favor of a 50% donation to the school district from the expanded licenses revenue. Motion and second were made by Aldermen Jim Nelson/Putrich to use 50% (grant from the City) from the expanded liquor license to go to the school drug and alcohol awareness program to be used as a grant program with a report sent to the City on how funds are used. Discussion: Mayor Fritz asked for some clarification on what funds would be designated as a donation to the City. Currently the City is in the second year of having funds collected from the expansion of the liquor license. Alderman Fritz asked if the Council would be using only this current year's fees collected. It was determined that the donation would only come from the funds collected this year. RESIDENTIAL CLEAN UP WEEK In lieu of gabby days Canton will hold a Clean Up Week between July 14-July 19, 2014. The hours/location will be: West Locust and Avenue F (City Garage) 7:30am to 3:OOpm Monday to Friday. 8:OOam to 6:OOpm Saturday. Identification will be required to make sure you are a Canton resident. Electronics,tires, paint and batteries will not be accepted. GARBAGE TOTES The City is currently taking orders for anyone interested in purchasing garbage totes. The different sizes are available and on display at City Hall. The City will continue taking orders until July 15, 2014. FOUTH OF JULY FIREWORKS The Fourth of July fireworks will be held July 4th at dusk at the Canton Memorial Stadium. Mayor Fritz thanked MidAmerica National Bank for their 4th of July fundraiser. A check was presented to the Mayor in the amount of$3,255.22 for the fireworks display. Police Chief McDowell and Fire Chief Tom Shubert wanted to remind everyone of fireworks safety. Anything that explodes is illegal in the State of Illinois. OLD BUSINESS NEW BUSINESS DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE APPROVING A RE-DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND SUBWAY INC AND SCOTT W LUCAS tll.#3071 This ordinance is being brought back as a 3rd reading to be reconsidered. Alderman Jim Nelson explained that he was originally against the agreement but has since reconsidered the agreement. The agreement is just for a rebate of 25%a of his paid real estate taxes.
