Motion and second were made by Aldermen Ellis/Pickel to accept the consent agenda as presented. Alderman Jim Nelson asked for the following corrections to be made to the April 22, 2014 Mechanical Committee meeting minutes. 1. In the section of the minutes regarding the trial period of the meeting dates Alderman Ellis voted no. The minutes should be changed to remove that the motion carried by voice vote and was "unanimous "since Alderman Ellis voted no. 2. The section of the minutes referring to the agenda being available for public viewing should be changed to reflect 48 hours instead of the 24 hours stated in the minutes. Motion and second were made by Aldermen Ellis/Pickel to accept the consent agenda as amended. COMMITTEE REPORTS: PUBLIC SAFETY&TRAFFIC ALDERMAN JIM NELSON, CHAIRMAN HIRING OF A FIREFIGHTER Motion and second were made by Aldermen Jim Nelson/Putrich to allow the police and fire commission to move forward with the hiring of a firefighter to fill a vacancy. TRIAL PERIOD DURING THE MONTHS OF JUNE/JULY FOR CITY MEETINGS TO BE HELD ON THE iST AND 3RD TUESDAY-ELIMINATING THE MEETINGS HELD ON THE 2ND AND THE 4T"TUESDAY. Motion and second were made by Aldermen Jim Nelson/Pickel to approve the trial period for the meetings during the month of June and July. Discussion: Alderman Ellis asked if any ordinance would need to be amended to change the committee meeting dates. Mayor Fritz said there will not need to be any amendments. A sample agenda will be distributed for review. APPROVAL OF CITATION TICKET FORM Motion and second were made by Aldermen 1im Nelson/West to approve the citation ticket form. Discussion: Attorney Rabel thanked Chief McDowell and Deputy Chief Rick Nichols for their work on creating the form and distributing it to the officers for review. STREETS AND GARBAGE ALDERMAN DAVE PICKEL, CHAIRMAN LAKE, BUILDINGS& GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN PUBLIC WORKS, WATER&SEWER ALDERMAN GERALD ELLIS, CHAIRMAN COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ MUNICIPAL CLERK'S WEEK(MAY 4-MAY 10. 2014) Mayor Fritz presented a proctamation to City Clerk Diana Pavley-Rock recognizing the week of May 4, 2014-May 10, 2014 as Municipal Clerk's Week. A plaque was presented at the meeting that will be on display at City Hall with the proclamation engraved on the plaque. The plaque also has all of the former City Clerks listed with the dates they served. Former City Clerk Nancy Whites and daughter (Toby McCamey) of former City Clerk Nellie Crawford was present for the proclamation and presentation of the plaque. RECOGNITION OF FORMER ESDA DIRECTOR Mayor Fritz recognized former ESDA Director Kim Scott for the efforts that she contributed to the City for her services from 1997-2009. INVOCATION Mayor Fritz said that when he became Mayor he temporarily suspended the invocation at City Council meetings based on a federal court ruling. At that time the court was pending on the matter. Yesterday the Supreme Court ruled that prayer at meetings did not violate the constitution and prayer could take place at the meetings. Mayor Fritz will immediately bring the invocation back to the City Council meetings. All community religious leaders are invited to deliver the invocation at future City Council meetings. IF anyone is interested they are encourage to contact City Hall. GRASS CLIPPINGS Reminders: the City of Canton does not allow grass clippings or leaves on City streets per ordinance #3017. Violators of this ordinance will be fined between $25.00-$100.00. TALL WEEDS AND GRASS Property owners are required to maintain their grass. If it exceeds eight inches in height will result in a warning and citation plus court costs. If the City mows the lawn a lien will be placed on the property. Weeds and grass mowing cost $200.00 per hour per worker plus $60.00 filing fees costs. FENCES AND POOLS Most pools require fencing around them. More information regarding the permits can be obtained in the public works department. VEHICLE BURGLARIES Chief McDowell explained that in the last few weeks there has been approximately 20 car burglaries. Three to Four suspects have been arrested. People are urged to lock their vehicles. RECOGNITION OF BOY SCOUT TROOP Mayor Fritz recognized the boy scout troop that was present at the meeting. The boy scouts are currently working at earning their merit badge. OLD BUSINESS AN ORDINANCE AMENDING TITLE 7, CHAPTER 3, SECTION 3 OF THE CANTON MUNICIPAL CODE RELATING TO GARBAGE DISPOSAL SYSTEMS. (2ND READING) Motion and second were made by Aldermen Pickel/Ellis to approve the ordinance and place it on record. Aiderman Putrich brought up several areas of concerns regarding mandatory totes and explained that he would not support the City making it mandatory for citizens to purchase totes. AN ORDINANCE RENUMBERING TITLE 8, CHAPTER 18 AND AMENDING THE GARBAGE SERVICE CHARGE. (2ND READING)#3059 Motion and second were made by Aldermen West/Pickel to approve the ordinance and place it on record. Discussion: Alderman Justin Nelson said that the City should define "containers" as currently stated in the ordinance. Attorney Rabel said by code you can have six containers up to sixty pounds. This is defined in the previous section. Once this renumbered section is passed it will all be placed together in the code. Attorney Rabel said that containers are defined as flatted cartons and boxes. All garbage shatl be placed in containers, cans and bags approved by the street committee. It must be drained of all liquid and deposited in a water tight container with a tight fitting cover. Alderman Justin Nelson said he again thinks this should be defined better. Mayor Fritz suggested moving forward with the ordinance. The $10.00 sticker fee will not be enforced until the container issue is revisited in committee.
