Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. Aldermen in attendance: Craig West, Tad Putrich, Jim Nelson, Dave Pickel, Gerald Ellis, John Lovell, Jeremy Pasley, Justin Nelson Aldermen absent: Staff in attendance: Mayor Jeff Fritz, City Treasurer Kathy Luker, City Attorney Nancy Rabel, City Clerk Diana Pavley-Rock, Community Service Director Jason Strandberg, Fire Chief Tom Shubert, Police Chief Kent McDowell Media in attendance: Daily Ledger, Fulton County Democrat Video Services by Joe Ginger Audience: Leonard Barnard ----------------------------------------------------------------------------------------------------------- PLEDGE OF ALLEGIANCE OPENED THE MEETING PUBLIC PARTICIPATION- Leonard Barnard spoke to the Council regarding the one cent sales tax that will be on the upcoming ballot. Leonard is currently a school board member in Canton. The money used to promote the one cent school tax is being raised by donations. It will appear on the ballot as follows "Shall the retailers occupation tax and service occupation tax commonly referred to as the sales tax be imposed in the County of Fulton Illinois at a rate of 1.0%to be used exclusively for school facility purposes?" Yes or No Leonard explained that you do not have to declare a party to vote. This can only be used for buildings, renovation, building improvements etc. Canton would like to remodel the science lab. Lincoln School upgrades are being planned as well as an auditorium upgrade. The request is to have the application for Payment No 7 for the True Value Garden Center Improvements from Otto Baum Company Inc for $4,339.70 moved to Lakes, Bldg & Grounds agenda. This item is a TIF expense and Alderman Putrich would be exempt from voting on this one item. The motion carried by voice vote and was unanimous. Motion and second were made by Aldermen Jim Nelson/Pickel to approve the consent agenda. FOR$4.339.70 Motion and second were made by Aldermen Justin Nelson/Ellis to excuse Alderman Putrich from voting. The motion carried by voice vote and was unanimous. Motion and second were made by Aldermen Lovell/West to approve the application for payment No 7 for the True Value Garden Center Improvements from Otto Baum Company Inc for the $4,339.70. PUBLIC WORKS, WATER&SEWER ALDERMAN GERALD ELLIS, CHAIRMAN CHANGE ORDER NO 1 FOR THE WWTP EAST PLANT PUMP IMPROVEMENTS FROM LEANDER CONSTRUCTION INC. Motion and second were made by Aldermen Ellis/Justin Nelson to approve the change order No 1 from Leander Construction in the amount of$16,860.29 from the bond fund. COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ RECOGNITION OF PUBLIC WORKS EMPLOYEES Mayor Fritz explained that the City had one of the worst winters in many years. The public works employees have done an outstanding job on the streets. OLD BUSINESS AN ORDINANCE DECLARING SURPLUS REVENUE IN THE CANTON 2 RT 9/CHESTNUT STREET TIF DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS REVENUE TO THE FULTON COUNTY TREASURER FOR DISTRIBUTION TO THE AFFECTED TAXING DISTRICTS ON A PRO RATA BASIS. (2ND READING) #3055 Motion and second were made by Aldermen Pickel/West to approve the ordinance and place it on record.
