HomeMy WebLinkAboutOrdinance # 19284/15/08 FINAL BUDGET ORDINANCE CITY OF CANTON Ordinance No. 1928 AN ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF CANTON, FULTON COUNTY, ILLINOIS, IN LIEU OF AN APPROPRIATION ORDINANCE, FOR THE FISCAL YEAR BEGINNING MAY 1, 2008 AND ENDING APRIL 30, 2009. BE IT ORDAINED by the Mayor and the City Council of the City of Canton, Fulton County, Illinois: SECTION 1: That the amount hereinafter set forth, or so much thereof as may be authorized by law, and as may be needed or deemed necessary to defray all expenses and liabilities of the municipality be and the same are hereby budgeted for the corporate purposes of the City of Canton, Fulton County, Illinois as hereinafter specified for the fiscal year beginning May 1, 2008, and ending April 30, 2009. SECTION 2: BUDGETING CONTROLS. The Budget Officer may transfer amounts between expenditure accounts within a departmental budget or expenditure accounts within a fund without departmental segregation without the approval of the City Council. The Mayor's approval is required to transfer amounts between expenditure accounts of different departments within the same fund without City Council approval. The City Council must approve by a majority vote of a quorum of the City Council any transfer of expenditure accounts between Funds on the Budget Ordinance. Contingency monies can be used to cover a shortage in any fund in the budget ordinance with approval by a majority vote of a quorum of the City Council. An amended budget is necessary if the entire expenditures for the fiscal year exceed the budget ordinance total expenses including the contingency fund. By a vote of two-thirds of the members of the corporate authorities then holding office, the annual budget for the municipality may be revised by deleting, adding to, changing or creating sub-classes within object classes and object classes themselves. No revision of the budget shall be made increasing the budget in the event funds are not available to effectuate the purpose of the revision. Section 6: That this ordinance shall be in full force and effect after its passage, approval, and publication, as provided by law.
