Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE Attorney Nancy Rabel, Mayor Jeffrey Fritz, City Clerk Diana Pavley-Rock, Treasurer Kathy Luker, Police Chief Kent McDowell, Community Service Director Jason Strandberg OTHERS IN THE AUDIENCE: Julie Reed (Circle K), Nina Tompkins (Casey's) Tom Benoit (Hy-Vee), Eric Schoolcraft (CVS), Angela Davis (Aldi's), Mike Noonan (Wal-Mart), Harlan Powell (Wal-Mart) MEDIA IN ATTENDANCE: Daily Ledger Video Services by Joe Ginger City Clerk Diana Pavley-Rock called the meeting to order at 6:30pm. Mayor Fritz was absent so she asked if there was a nomination from the floor for a Mayor Pro-Tem. Motion and second were made by Aldermen Jim Nelson/Putrich to nominate Alderman Craig West as Mayor Pro-Tem. The motion carried by voice vote and was unanimous. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE-ALDERMAN JUSTIN NELSON, CHAIRMAN LEGAL& ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH, CHAIRMAN NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JEREMY PASLEY, CHAIRMAN COMMUNICATIONS FROM MAYOR FRITZ: OLD BUSINESS AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO THE RE-DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND COOK CANTON REAL ESTATE LLC (2ND READING) #3050 Motion and second were made by Aldermen Ellis/Pickel to approve the ordinance and place it on record. NEW BUSINESS AN ORDINANCE AMENDING ORDINANCE 3000 ESTABLISHING SALARIES FOR ELECTED OFFICIALS WHO ASSUME OFFICE MAY 7, 2013. (157 READING) DISCUSS, CONSIDER AND VOTE ON LIQUOR LICENSE APPLICANTS FOR THE CLASS H LIQUOR LICENSE FOR THE FOLLOWING Hy-Vee, Kroger, Wal-Mart, CVS Pharmacy, Casey's (three locations) Circle K,Aldi Motion and second were made by Aldermen Jim Nelson/Pickel to approve all of the above for a class H liquor license. Discussion: Alderman Ellis explained that these have been to our liquor commission (January 16, 2014) and it was the recommendation of the commission to send to Council. All of the required certificates of insurance have been submitted. DISCU55, CONSIDER AND VOTE ON LETTER OF UNDERSTANDING FOR SERVICES TO BE PROVIDED TO THE CITY OF CANTON BY SEMONIS INSURANCE GROUP INC DBA 5B51 SEMONIS IN THE AMOUNT OF$3,000.00. Motion and second were made by Aldermen Ellis/Lovell to approve the letter of understanding by Semonis Insurance Group. Discussion: Alderman 1im Nelson explained that he has concerns with paying an outside company for services that could be done with the insurance company. Treasurer Kathy Luker explained that the City does not have an agent on record (which saves the City a considerable amount of money) Rick Semonis provides the services and does an outstanding job for the City and would recommend using him again this year. City Clerk Diana Pavley-Rock agreed with Treasurer Luker. DISCUSS, CONSIDER AND VOTE ON AN EMPLOYEE OPT-OUT PROVISION FOR GROUP HEALTH INSURANCE. Motion and second were made by Aldermen Ellis/Pasley to approve the employee opt-out provision for group health insurance. It was the recommendation of the insurance committee that met last week to send this to Council. This incentive saves the City a considerable amount of money when they opt out of the insurance coverage. OTHER BUSINESS: Alderman Ellis recognized Public Works DirectorBill Terry and Street Superintendent Dan Dare in the public works department for the work that the City has done this year on cleaning the streets with all of the snow and cold temperatures.
