Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. The other two items on the Mayor communication will go under new business. The executive session will be held after the appointment of the new alderman. Motion and second were made by Alderman Jim Nelson/Pasley to amend the agenda. The motion carried by voice vote and was unanimous. The motion carried by voice vote and was unanimous. APPOINTMENT OF ALDERMAN FOR WARD 2 Mayor Fritz announced that Tad Putrich is being appointed to the vacant position of Alderman for Ward 2. Motion and second were made by Alderman West/Jim Nelson to approve the appointment. Mayor Fritz reconvened the regular Council Meeting after executive session at 7:50pm. COMMITTEE REPORTS: PUBLIC SAFETY & TRAFFIC ALDERMAN JIM NELSON, CHAIRMAN POLICE REPORT Motion and second was made by Aldermen Jim Nelson/Pickel to approve the police report and place it on file. The motion carried by voice vote and was unanimous. FIRE REPORT Motion and second was made by Aldermen 1im Nelson/lustin Nelson to approve the fire report and place it on file. The motion carried by voice vote and was unanimous. DISCUSS, CONSIDER AND VOTE ON CONFLICT WAIVER AGREEMENT Last week Attorney Bruce Beal explained that he is asking that the City consider waiving a possible conflict of interest that his office has. Bruce Beal currently represents the interest of the City in matters that comes up before the Council. Bruce Beal's office also has an attorney that works with the public defender's office through Fulton County. The duty of that attorney would be to defend, represent and citation things that are issued by our police officers. Since the City currently has Bruce Beal as the Interim Attorney and Curtis Lane as the public defender operating on the other side this creates a potential conflict. The conflict would be if Curtis is ever assigned to a case where a ticket is written by one of our police officers. REPAIRS FOR ENGINE 1 Chief Frank explained that engine 1 needs repairs to the steering box and the AC compressor. The recommendation is to have the repairs performed by CIT Group. Motion and second were made by Aldermen Jim Nelson/Pickel to approve the repairs for engine 1 by CIT Group. REQUEST FOR PURCHASE OF RUBBER FLOORING FOR THE POLICE DEPARTMENT The Canton Police Department operates one of two PSAPS (Public Safety Answering Points) in Fulton County. This 911 dispatch center handles all radio traffic and calls for the Canton Police Department, Canton Fire Department, Canton Park District Police, and Fulton County EMS. The Fulton County Emergency Telephone System Board is in the process of replacing your dispatch consoles with the new IP based 911 consoles at a price of approximately $375,000. The City already paid Crawford's Home Furnishings to replace the dispatch center carpeting when they replaced the rest of the carpeting in the Police Department this past year. The department has been waiting on the new consoles before replacing the carpeting. Chief Taylor explained that they are now being told that with the new IP based 911 consoles that we would benefit from a rubber type floor versus a carpeted floor due to possible static electricity problems. Chief Taylor contacted Crawford's and the owner is recommending a 12 X 12 inch rubber tile for this job. He is quoting the City a price of $2714.80 installed with credit being given for the carpet we already paid for. The Police Department came in $6093 under what was budgeted for our squad cars. It would be Chief Taylor's recommendation that we pay for the rubber tile using some of this unused capital money. We do not have an exact install date on the consoles just yet but it could be within the next month or so. We need to be ready with the flooring at the time of the console installation and Chief Taylor therefore asking for Council approval to purchase the rubber tile flooring for the price of $2714.80 using capital money from 503 of the Police Budget. Mayor Fritz explained that he authorized the expenditure since this was within his spending authority and the need to get the flooring order placed. This was provided for informational purpose only. STREETS AND GARBAGE ALDERMAN DAVE PICKEL, CHAIRMAN Nothing for Council action. LAKE, BUILDINGS & GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN DISCUSS CONSIDER AND VOTE ON OBTAINING BIDS FOR THE IMPROVEMENTS TO PAVILION AT CANTON LAKE CAMPGROUND. The improvements to the Canton Lake Campground were discussed last week. The recommendation is to allow the City to obtain bids to construct the pavilion. The pavilion will have electrical services. Discussion: Alderman Ellis suggested speeding up the improvements so people can enjoy it this season. CANTON LAKE DAM ANNUAL INSPECTION - MSI PROPOSAL Keith Plavec explained that this is an annual inspection performed at the Canton Lake Dam by Maurer and Stutz Inc. at an estimated fee of $1800.00. Motion and second was made by Aldermen Lovell/Justin Nelson to approve the MSI proposal for the Canton Lake Dam inspection. Alderman Pasley explained that he received information about outsourcing yard/lawn maintenance. The Peoria Journal Star reported that The City of Pekin was considering outsourcing their yard maintenance and the savings that it would create for the City. Additional information will be provided for review. PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHAIRMAN PURCHASE OF TWO MOWER DECKS Public Works Director Bill Terry received one quote last week and the second quote this week from Birkey Farm Store in the amount of $3200.00. Birkey's Farm Store was the low bidder. Public Works Director Bill Terry recommended purchasing the two mower decks from Birkey's Farm Store in the amount of $3200.00 which is under the budgeted amount. REQUEST TO OBTAIN BIDS FOR MODIFICATIONS TO THE BAR SCREEN AT THE WWTP City Engineer Keith Plavec explained that the current bar screen at the WWTP is too slow. This results in a backup of the overflow. The estimate for material and installation is $90,000- $100,000.00. COMMUNICATIONS FROM MAYOR JEFFREY A FRITZ APPOINTMENT OF DIRECTOR OF PUBLIC SAFETY Mayor Fritz recommended Jim Kuchenbecker for the position of the Public Safety Director contingent upon a ratified employment agreement. APPOINTMENT OF SPECIAL COUNSEL FOR NAVISTAR RELATED LITIGATION Mayor Fritz recommended Chrissie Peterson be appointed to the special counsel for the Navistar related litigation. The event brought in 21 exhibitors. The group plans on doing the event again next year. Mayor Fritz expressed a thank you to everyone involved. Discussion: Alderman Ellis stated that he received phone calls from people in the community asking if Canton is the size of community to have this position and if it creates too much change too fast. Alderman Pasley explained that as long as you manage change it will be ok. As you progress and grow, you will always have change that will need to be managed.
