Motion and second was made by Aldermen Hartford/Pickel to accept the minutes as presented
and be placed on file.
The motion carried by voice vote and was unanimous.
COMMITTEE REPORTS:
PUBLIC SAFETY & TRAFFIC - ALDERMAN JIM HARTFORD, CHAIRMAN
Engine 2 in the fire department is in service. The Havana engine that was loaned to the City of
Canton will be returned tomorrow morning.

Application for payment No 8 from All Services Contracting Corp for WTP filter rehab project in
the amount of $21,099.60.
Motion and second were made by Aldermen Ellis/Nelson to approve the payment application
from All Service Contracting from the bond funds.

COMMUNICATIONS FROM MAYOR KEVIN R. MEADE
TRUE VALUE HARDWARE GRAND OPENING
The True Value Hardware store grand opening will be held in June. The soft opening took place
yesterday (April 1, 2013)
PURCHASE OF PROPERTY AT THE INDUSTRIAL PARK
The Industrial Park map was distributed for review. Lavadier Construction would like to
purchase 12.8 acres at a cost of $64,000.00. The plan is to have a ready mix asphalt plant
located on the purchased property. Lavadier expects to bring 6-8 jobs to the community. A
purchase agreement will be brought forward next week for review. Two lots will be left at the
industrial park. Currently the City is in negotiations with another company to sell the remaining
two lots. If these two lots are sold the Industrial park will be completely filled up.
CHANGE IN MEETING DATE
Next week's meeting will be held on Wednesday, April 10, 2013 due to the local election on
Tuesday, April 9, 2013. A public hearing on the budget will be held at 6:OOpm next Wednesday.
BOY SCOUTS TROOP 104
Boys Scouts troop # 104 is at the meeting tonight to complete part of their merit badge
program.

NEW BUSINESS:
AN ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS IN LIEU OF AN APPROPRIATION ORDIANNCE FOR THE
FISCAL YEAR BEGINNING MAY 1, 2013 AND ENDING APRIL 30, 2014. (15t Reading)
Alderman Schenck requested to have the Spoon River Partnership budget line item reviewed at
the next meeting.
SEMONIS SERVICES
An agreement in the amount of $3,000.00 from Semonis Service was presented for review. Rick
Semonis not only works on a report to the health insurance committee and council on this
process, he also does a superb job of negotiating a lower rate for us off of the initial proposal
from BCBS. The decision by Council to utilize Rick's services the last few years has netted the
City a 12% cumulative savings on our health care costs with BCBS. It is recommended by City
Administrator Jim Snider to approve the agreement.
