Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: PUBLIC SAFETY & TRAFFIC - ALDERMAN JIM HARTFORD, CHA/RMAN LAKE BUILD/NGS & GROUNDS - ALDERMAN ERIC SCHENCK CHAIRMAN PUBLIC WORKS, WATER & SEWER - ALDERMAN GERALD ELLIS, CHA/RMAN JUNIPER STREET SEWER RELOCATION This issue was brought up approximately one month ago about a storm sewer that is on a resident's property instead of in an easement. The old survey plats reveal that the storm sewer is not in the easement as it should be and the work originally took place in the 80's. The owner asked if the storm sewer could be relocated. The sewer currently goes under a retaining wall. A contractor estimated $15,000.00 to relocate the storm sewer. City Engineer Keith Plavec stated that with approval bids would be received for the project. This would be paid from the general fund dollars. Motion and second were made by Aldermen Ellis/Pickel to approve the Juniper Street Sewer relocation. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT FROM REYNOLDS FOR THE RADIAL COLLECTOR WELL The repair needed is on pump # 2 at the radial collector well. Layne was the authorized pump supplier. The invoice submitted was for $19,201.00 to repair the pump and reinstall the pump. Motion and second were made by Aldermen Ellis/Nelson to approve the application for payment from Reynolds for the radial collector well. WTP AUDIBLE ALARM IMPROVEMENTS FROM QUICK ELECTRIC Currently if the air compressor would shut down an audible alarm is not in place to alert the department of a problem. A screen would display a problem, but if an operator is not standing near the display screen it could go unnoticed. The request is to install an audible alarm. Advanced Electric did not submit a quote. 4uick submitted a quote in the amount of $3,200.00 to provide the materials and do the installation. WTP AUDIBLE ALARM IMPROVEMENTS FROM ENGINEER FLUID INC The request is for the components and installation of the audible alarm. Motion and second were made by Aldermen Ellis/Nelson to approve the request in the amount of $2,929.00. CANTON CROP SERVICE UTILITY REQUEST Canton Crop Service previously discussed with the Council a reduction in water rates. Discussion took place about charging only a water rate vs. a sewer rate for the water. The request is to have the City install a smaller meter to track the water and sewer usage for the portion of the building directly tied to the usage. The owner of the building pays for the meters and installation. Motion and second were made by Aldermen Fritz/West to approve having two separate meters. The commercial meter will only have charges for water only and not sewer. Alderman Ellis stated that he is concerned that this will open the doors to other businesses wanting the same agreement. Alderman Schenck suggested looking at a rate structure that relates to the volume of usage. Attorney Peterson stated that she feels it s critical to mention that in 2006 the City of Cuba asked for a discount on water rates from Canton. The City then said no. The City defended the position all the way to the appellate court. One of the reason's the City was successful in the courts was because the City did not have a bulk water rate and everyone was treated the same (with the exception of the four businesses already with prior agreements) City Administrator Jim Snider explained that impact on the water and sewer bonds. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE WATER QUALITY UPDATE Greg Pollitt explained that some positive progress has been made with the water treatment. The hardness level with the water has been brought down. The City continues to work and move forward with the issue. LOCAL DEBT RECOVERY UPDATE The City has collected $8,688.01 since the letter was sent out from the City notifying citizens of past due water bills. APPOINTMENT TO AUXILLARY POLICE Mayor Meade made the recommendation to appoint Keaton Canevit to the auxiliary police unit. Motion and second were made by Aldermen West/Pickel to approve the appointment. The motion carried by voice vote and was unanimous. PARKING LOT SIGNS Missy Towery explained that the Canton Main Street is proud to announce the City will receive over $400.00 for public parking lot signage. Part of the funds came from the glacial golf fundraiser. CHAMBER AWARD WINNERS Mayor Meade congratulated Kevin and Harriett Williams for business person of the year. Janice Sparhakel was congratulated for Educator of the year. Judy Anderson was congratulated for citizen of the year. BOYS BASKETBALL TEAM Thursday the boy's basketball team will be playing in the State Tournament in Normal Illinois. CITIZENS FOR ENVIRONMENTAL CONCERNS A group from "Citizens for Environment Concerns" is represented at tonight's meeting. The group has done a lot of work around the lake. A class action law suit started in 2004 about a chemical on farm ground getting into public water supplies. The City joined the law suit, and attorney Peterson found that the City was eligible to be in the suit. The chemical was found in the lake; however the amount of the chemical was never over the allowed limit. Although the City was not above the allowed limits, the City was still eligible to be included in the law suit. The law suit settled at 105 million dollars. The City received $72,316.39 from the lawsuit. Mayor Meade Congratulated Attorney Peterson and WTP Superintendent Greg Pollitt for the work they did with the lawsuit. Mayor Meade stated that the city will look at placing the funds into the lake improvement account. OLD BUSINE55 AN ORDINANCE CREATING CHAPTER 23 (SEIZURE AND IMPOUNDMENT OF VEHICLES) OF SECTION 6(POLICE REGULATIONS) OF THE CANTON MUNICIPAL CODE (2ND READING) # 3008 Motion and second were made by Aldermen Pickel/Hartford to approve the ordinance and place it on file. NEW BUSINESS: AN ORDINANCE AMENDING CHAPTER 10 (WATER AND SEWER SYSTEM RATES) OF TITLE 8 (PUBLIC WAYS AND PROPERTY) 15T READING A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND THOMAS L HICKS REGARDING THE DEMOLITION OF 323 10HNSON COURT IN THE CITY OF CANTON. #4016 This resolution creates an agreement where Thomas Hicks will be allowed to make payment arrangements back to the City for demolition at 323 Johnson Court. Motion and second were made by Aldermen Ellis/West to approve the resolution. ADJOURNMENT Motion and second was made by Aldermen Nelson/Ellis to adjourn into executive session for the purpose of personnel, police union negotiations, pending litigation and possible land acquisition.
