gutter and applying necessary pavement markings.

The City has identified Chestnut Street from 11 "' Avenue to 20"' Avenue as the improvement
they desire to request the Illinois Department of Transportation to include in their Fiscal Year
2004 Federal Program. Surface Transportation Urban (STU) Funds will be used to resurface
Chestnut Street utilizing a procedure called Local Agency Pavement Preservation Program
(LAPP). The City will use Motor Fuel Tax for the design and construction engineering and for
the City's share of construction costs. The preliminary cost opinion to complete this project is a
total construction cost of $437,500.00.
The City's share of the construction cost would be $87,500.00 (20%). The estimated
engineering cost is $21,875.00 (Design 5%) and $52,500.00 (Construction oversight 12%).
Total engineering would be $74,375.00.
We are enclosing the following documents for consideration by the City at the, September 24,
2002, Mechanical Committee Meeting and further action at the October 1, 2002, City Council
Meeting: k

Funds" - BLR4303 - MFT Section 02-00092-01-EG -five copies.
2. "Resolution for Improvement by Municipality Under the Illinois Highway Code" -
BLR4103 -three copies for Section 02-00092-01-EG appropriating $74,500.00 of
Motor Fuel Tax Funds for design engineering and construction oversight -two
copies.
3. "Resolution for Improvement by Municipality Under the Illinois Highway Code" -
BLR4103 -three copies for Section 02-00092-00-RS appropriating $87,500.00 of
Motor Fuel Tax Funds for the City's share of the construction costs -two copies.

4. "Request for Expenditure/Authorization of Motor Fuel Tax Funds", BLR4201 -for
the engineering -two copies.
You and the Council should take action to approve the Engineering Agreement; the two (2)
resolutions appropriating the Motor Fuel Tax for engineering and construction and the request
for expenditure/authorization of the Motor Fuel Tax Funds.
We are doing this now in hopes that the Department of Transportation will note the effort being
made to prepare plans for this improvement. If we desire to be included in their Fiscal Year
2004 Federal Program, we should submit plans to them by March of 2003.
If everything is found satisfactory, I will get with you and the Clerk for the necessary signatures
and sealing. Once that is completed we will submit the documents to the Illinois Department of
Transportation (IDOT) at the Peoria district office for their processing and approval. IDOT will
send approved copies of the engineering agreement and the resolutions to the City.
