Edwards Way-50 North 4`h Avenue, Canton, Illinois 61520. The motion carried by voice vote and was unanimous. COMM/TTEE REPORTS: FINANCE- ALDERMAN CRAIG WEST, CHAIRMAN PURCHASE OF BALLISTIC VESTS Chief Taylor respectfully requests authorization to purchase six (6) Paca Blue Steel Level IIA vests from the Ray O'Herron Company 3549 N. Vermilion Danville, Illinois. The total cost to the Department is $2,175.00. However, we need to pay the full amount ($4,350.00) up front and then submit for reimbursement from the Department of Justice. Motion and second were made by Aldermen West/Fritz to approve the request to purchase six Paca Blue Steel Level 11A vests from Ray O'Harron in the amount of $4,350.00. ROLL CALL Ves No Absent Alderman Pickel X Alderman Hartford X Alderman Schenck X Alderman Pasley X Alderman West X Alderman Fritz X Alderman Ellis X Alderman Nelson X The motion carried. 2 FIRE CHIEF VEHICLE The request from the fire department is to purchase a 2013 Ford Expedition in the amount of $28,114.00. $20,000.00 will come from the sale of squad one and the remainder would come from capital. The old expedition would be given to the WWTP. The WWTP previously budgeted for another vehicle so utilizing this vehicle would prevent the need for the WWTP to purchase another vehicle. Motion and second were made by Aldermen West/Pickel to approve the expenditure. D iscussion: Mayor Meade suggested looking at the entire fleet program within the fire department. Mayor Meade would like to hold this off until a fleet plan is developed. Alderman Fritz agrees that a fleet plan should be reviewed prior to purchasing a new vehicle. Further discussion took place regarding the need for a new vehicle for the Chief. Alderman Pasley explained that the funding plans are in place and feels the City should agree to purchase the new vehicle and give the current expedition to the WWTP-which would further eliminate the need to purchase a vehicle for that department. LOCAL DEBT RECOVERY PROGRAM City Treasurer Nicole Marter explained that the City of Canton is providing notice that the City is implementing the local debt recovery program with the State of Illinois Comptroller's Office. Outstanding water and sewer debts will be transmitted to the comptroller for further collection action. The comptroller can deduct the amount of the debt from any money due to the account holder from the State of Illinois, including income tax refunds, lottery winnings or payroll checks. If anyone has an outstanding bill that has been delinquent for more than 60 days, you may call the water department at 309-647-0288 to confirm your account information has been forwarded to the comptroller for further collection action. Notice has been posted in the water department, in the newspaper and the local channel 22. 3 LEGAL & ORDINANCE ALDERMAN JEFF FRITZ, CHAIRMAN COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERMAN JEREMY PASLEY, CHAIRMAN Alderman Pasley expressed sympathy to the friends and family of the individuals that was killed in today's automobile accident on Route 24. Alderman Pasley explained that it is urgent that the community leaders come together to work on plans to make improvements to the route. Mayor Meade explained that he is currently working with Senator Koehler on route 24 and 336. Too many fatalities have taken place on route 24 and this will be discussed in more detail at next month's planning session. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN DAVE PICKEL, CHAIRMAN COMMUNICATIONS FROM MAYOR MEADE: WATER QUALITY Mayor Meade said that he is getting comments from the public regarding the new water supply. One of the issues with the new water supply is the harder water. The hard water is causing some staining on sinks, toilets and dishes. The City is looking into this and talking to other communities for solutions. WTP Superintendent Greg Pollitt will be at next week's meeting for further discussion. OLD BUSINESS NEW BUSINESS AN ORDINANCE CREATING CHAPTER 23 (SEIZURE AND IMPOUNDMENT OF VEHICLES) OF SECTION 6 (POLICE REGULATIONS) OF THE CANTON MUNICIPAL CODE (isT READING) A RESOLUTION APPROVING AN AMENDMENT TO AGREEMENT FOR THE DISPOSAL OF RESIDENTIAL SOLID WASTE WITH WASTE MANAGEMENT OF ILLINOIS INC AND THE CITY OF CANTON AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON. # 4015 4 The City currently has an agreement with Waste Management to dispose of our solid waste at their Macomb landfill. Our current three year agreement with them expires on February 28, 2013. The price per ton of solid waste disposal for this last year of the agreement is $40 per ton. We have hauled 4250 tons at a cost of $168,500 over the last twelve months. Over the last several weeks the City has been in negotiations with representatives from Waste Management on a contract extension. During this process, research has been conducted on our cost versus other municipalities that still handle their solid waste disposal. The City also looked at the Peoria County Landfill as an alternative since they took our solid waste prior to the current three year agreement with Waste Management. Peoria County landfill rate is $51 perton. Jim Snider reported that he was able to negotiate a 14 month contract extension with Waste Management with no increase in cost. Jim Snider recommends accepting the contract extension from Waste Management. Motion and second were made by Aldermen Nelson/West to approve the resolution.
