The motion carried by voice vote and was unanimous. COMM/TTEE REPORTS: FINANCE- ALDERMAN CRAIG WEST, CHAIRMAN Application for navment No 5 from all Services Contractin¢ for the WTP filters No 1& 3 rehab nroiect in the amount of 510.928.70 This will finish up the original contract and will be paid from the bond funds. Motion and second were made by Aldermen West/Ellis to approve the request from All Service Contracting the WTP filters No 1 and 3 in the amount of $10,928.70. GASB 43/45 Healthcare Actuarial Valuation Our last valuation was completed as of 12/31/2010. This valuation is required every three years for financial statement disclosure purposes. It is referenced in footnote 13 in our FY2012 audit. This valuation provides the liability for our post-employment health care benefits for all City retirees. The City provides post-retirement hospital, health, life, and dental coverage in accordance with the applicable personnel policy or union contract. The amount paid varies per employee depending whether the employee was union or nonunion, the contract in effect at the date of retirement and the retiree's length of employment with the City. The retirees are covered under the City's insurance policies until they reach age 65 and are Medicare eligible. The cost is between $3500.00 and $4,000.00 with Maracon LLC and would be split between the general fund and the water and sewer fund. Motion and second were made by Aldermen West/Ellis to allow up to $4,000.00 to Maracon LLC for the valuation. Waste Manaeement Contract This will be carried over to the next committee meeting for discussion. 4 Replace furnace in the meter department- Season All Services Inc 51510.00 A low bid was received from Season All Services in the amount of $1510.00. Research was conducted on getting a higher efficiency furnace. The bid that was received was for an 80% efficiency furnace. This furnace was found to meet the required codes. The 90% furnace that was looked into would cost approximately $2200.00 more. It was found that the due to the size of the space to put the furnace in and the higher cost would not make the higher efficiency furnace practical. Motion and second were made by Aldermen West/Ellis to approve the low bid from Season All Service in the amount of $1510.00. LEGAL & ORDINANCE ALDERMAN JEFF FRITZ, CHAIRMAN EMPLOYEE EVALUATIONS The municipal code (Title 1, Chapter 8 of the City Personnel Section) was found to be outdated, and has not been updated since 1978. The only part up to date of the ordinance is the department head spending limit section. (This section was changed earlier this year.) The entire section of the code should be repealed and will be updated in the personnel policy. 5 COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERMAN JEREMY PASLEY, CHAIRMAN NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN DAVE PICKEL, CHAIRMAN POLICE DEPARTMENT STAFFING Motion and second were made by Aldermen Pickel Hartford to allow the police and fire commission to select the next name from the eligibility list. Discussion: Alderman Schenck asked for clarification. Would this be for one person or two people for the January police academy? Chief Taylor stated that this would be to replace Office Hitchcock who resigned in November. The Council previously voted to replace Officer Taylor and that person will be attending the January academy. Alderman Schenck stated that the City already has one person that will be going to the police academy in lanuary, but the motion is to add a second person to go to the academy in January. Alderman Schenck explained that he will not vote in favor of the motion. The City should hold off at approving another officer to attend the January academy and wait until after the Council has an opportunity to look at next year's budget. ROLL CALL Yes No Absent Alderman Pickel X Alderman Hartford X Alderman Schenck X X Alderman Pasley Alderman West X Alderman Fritz X Alderman Ellis X Alderman Nelson X The motion carried. 6 COMMUNICATIONS FROM MAYOR MEADE: WATER TREATMENT PLANT REPORT Greg Pollitt reported that earlier this year the proper operating permits were received to put the collector well system online. As of June 20, 2012 the City switched over to using the new system. The City stopped treating the lake water at that time. The biggest problem that is observed is the hardness issue of the water and iron. The City treats/examines and tests the water daily. The City has brought in different chemists to treat the water. The City finds a good balance of keeping the biological side in check so the water is safe to drink. The bacterial levels and chlorine levels are checked. The removal of iron and manganese is performed. When the City changed the source we knew there would be some changes. The City feeds a chemical that helps remove the iron and manganese that is in the water. During this process it is removed at the treatment plant. Some people are currently experiencing some problems with staining especially in the toilets. This is not uncommon, but the City continues to work on this issue. The hardness level with the water is about double where it was when the City was using water from the lake. Additional monitoring is currently taking place at the water plant lab. FIRE PENSION BOARD APPOINTMENT Mayor Meade would like to submit the name of Ron Graves for the fire pension board. Motion and second were made by Aldermen West/ELLIS to approve the appointment of Ron Graves to the fire pension board. The motion carried by voice vote and was unanimous. HOLIDAY COUNCIL MEETING DATES Mayor Meade announced that due to the holidays the mechanical committee meeting will be held tonight immediately following the Council meeting. No meeting will take place next week on December 25, 2012. No meeting will take place on Tuesday,lanuary 1, 2013, but instead the Council meeting will be held on Wednesday,lanuary 2, 2013 at 6:30PM. 7 OLD BUSINESS AN ORDINANCE ABATING ALL OF THE BOND LEVY FOR THE 2012-2013 FISCAL YEAR ($26,430,000) PRINCIPAL AMOUNT ALTERNATE REVENUE BONDS, SERIES 2005. (2ND READING) #3006 Motion and second were made by Aldermen Hartford/Pickel to approve the ordinance and place it on file. AN ORDINANCE LEVYING AND ACCESSING TAXES FOR CORPORATE PURPOSE FOR THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2012 AND ENDING APRIL 30, 2013 (2ND READING) #3007 Motion and second were made by Aldermen Schenck/West to approve the ordinance and place it on file. ROLL CALL Yes No Absent Alderman Pickel X Alderman Hartford X Alderman Schenck X Alderman Pasley X Alderman West X Alderman Fritz X Alderman Ellis X Alderman Nelson X The motion carried. 8 Discussion: Alderman Schenck explained that the largest amount of the increase in the levy is meeting the obligations in the fire pensions. Alderman Schenck asked the Council to look at the corporate levy amount and thinking about holding aside money for a capital budget. The funds could be used for streets, sidewalks and curb improvements. It would be a good idea to have funds going into the capital budget for long term types of investments and needs. Mayor Meade stated that the pension costs can't be controlled locally. It was significant that the City refinanced the bonds and saved the City a significant amount of money and the credit rating went up. This is a positive sign that the Council is doing everything possible to save money and keep taxes down. The State of Illinois will need to change laws regarding pensions. A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE ILLINOIS OFFICE OF THE COMPTROLLER AND THE CITY OF CANTON REGARDING ACCESS TO THE COMPTROLLER'S LOCAL DEBT RECOVERY PROGRAM. #4013 Motion and second were made by Aldermen Ellis/Fritz to approve the resolution and place it on file. The local debt recovery is a program designed by the comptroller's office to help municipalities collect debt that has not been collected before. Nicole Marter explained that the City will collect $200,000 + uncollected debt once the system goes live with the State of Illinois. There is no cost for the City, but rather just time involved in collecting the debt.
