Search Warrant 626 N. 6th Avenue (Indoor Grow) ? K-9 Demo at Bark in the Park Event (Wallace Park) ? Director's/Training Room Completed ? Discussion took place regarding the fines received from the Circuit Clerks Office that is reflected on this month's police report. The City receives a percentage of the fines. The possibility of an administration fee is currently being discussed. The percentage that the City receives varies depending on the type of the fine. FIRE REPORT The Canton Fire Department purchased a 1996 Pierce Sabre Fire Truck from Indiana in the amount of $42,000.00. TRICK OR TREAT FOR UNICEF This Friday from 5:00-7:OOpm the high school will be collecting for UNICEF at area homes. STREETS & GARBAGE ALDERMAN JUSTIN NELSON (Absent) Acting Chair-Alderman Jim Hartford REQUEST TO APPROVE THE SANTA HOUSE BETWEEN 10NES PARK AND ELM STREET A request was submitted by the Junior Women's Club to have the Santa House located in the parking lot between Jones Park and Elm Street. The event will be held between November 24- December 25, 2012. The request includes closure of 2-3 parking spaces at the northwest corner of the CEFCU parking lot. A certificate of insurance has not yet been received. Motion and second were made by Aldermen Hartford/Ellis to send the request to council for consideration pending proof of insurance. The motion carried by voice vote and was unanimous. REQUEST TO APPROVE THE CHRISTMAS PARADE FROM FIRST AVENUE TO EAST ELM TOWARD JONES PARK A request was submitted by the Canton Women's Club to hold a Christmas Parade on November 24, 2012 from 10:OOam-11:OOam. The event will take place on First Avenue (from Sycamore to Elm and then from Elm to First Avenue and back to White Court.) A resolution will be presented for the event at the next council meeting. Motion and second were made by Aldermen Hartford/Ellis to send the request to council for consideration. The motion carried by voice vote and was unanimous. LAKE, BUILDINGS & GROUNDS ALDERMAN ERIC SCHENCK, CHAIRMAN 2012 TAX LEVY Alderman Eric Schenck explained that previous discussion took place regarding the proposed 2012 tax levy. The proposal included a 2.0% increase to the tax levy to capture some identified increases. Alderman Schenck suggested raising the levy an additional 2.5% increase--- making the 2012 tax levy increase 4.5%. The proposed increase by Alderman Schenck would help create funds that could be used for street, sidewalk and alley improvements. Alderman Fritz expressed concerns about the City not doing anything with the tax increase for the last two years for pensions due to the department of insurance not doing the actuarial. Legislation states that the pension board shall perform one. Alderman Fritz is concerned that the City will fall behind since this has not been adjusted last year or this year. Mayor Meade explained that warning has been issued from the State that next year there will be a significant increase due to the pensions. The pension board calculates the figures and they tell the city what the levy amount needs to be. Alderman Fritz explained that the City could use the actuarial used by the pension board, or the City could retain our own. Alderman Fritz again explained that this should be done annually. The City has reminded the pension board of the responsibility to have the actuarial completed. The department of insurance is anticipating a report back by November 30, 2012. A report at that late of a date will not be of much help to the City for this year's levy. If the City raises the levy by more than 4.9% the City is required under state statute to provide a 20 day notice. Alderman Hartford explained that he would not be in favor of the additional increase proposed by Alderman Schenck with the 2012 tax levy. The proposed increase by Alderman Schenck did not generate any further support by the committee. This item will be brought back for further discussion. DISCUSS USE OF GROUNDS BY MOTORCYCLE CLUB A meeting is scheduled for October 24, 2012 to further discuss the use of grounds by the motorcycle club. Mayor Meade explained that some residents contacted him, however until a proposal is received from the motorcycle club, further discussion with surrounding homeowners must be delayed. FARM LEASE FOR CANTON LAKE Last year a decision was made to have the tenant farmer mow the land as in-kind services with the lease. Alderman Schenck explained that this lease will terminate the end of December and a new lease should be in place for next year. The City will need to decide if they want to continue to have the tenant farmer mow the land, or have the City mow the property and make other lease arrangements. Public works director Bill Terry explained that the mowing was done by the farmer who leased the property. The City does have the equipment to mow if needed. A determination has not yet been made on the amount of time it would take the City staff to mow the property. Further research will need to be performed to see if the mowing at the lake would be considered prevailing wage. Alderman Pickel asked to see a copy of the yield report for last year. Alderman Schenck would like to gather more information to make a determination on the new lease. Motion and second were made by Aldermen Schenck/Hartford to refer back to staff to investigate the prevailing wage issue and to work on developing a lease document The motion carried. EMERALD ASH BORER DISEASE The City has received numerous reports regarding emerald ash borer disease that could be potentially moving into our area within the next year. The City is trying to be proactive by identifying the trees in town that are healthy Ash trees. If the disease comes into the community treatment would be applied to the health ash trees. Trees are currently being marked (on the city right of ways) to make the treatment process easier if it is found to be necessary. PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHA/RMAN DISCUSS. CONSIDER AND VOTE ON A PRE-ANNEXATiON AGREEMENT BETWEEN THE CITY OF CANTON AND BRIAN BECKHAM A request was submitted for a pre-annexation agreement between the City of Canton and Brian Beckham at 2068 North Main Street, Canton Illinois. Motion and second were made by Aldermen Ellis/Hartford to send the request to council for consideration. The motion carried by voice vote and was unanimous. BID RESULTS FOR THE CITY OF CANTON SOUTH SIDE SEWAGE PUMPING STATION- ENGINE GENERATOR IMPROVEMENTS. A bid opening took place for the City of Canton South Side Sewage Pumping Station- Engine Generator Improvements on Friday, October 19, 2012 at 10:00 at the City Hall. The following submitted bids: Oberlander Electric Total Base Bid $136,875.00 Total Alternate Bid $120,875.00 Advanced Electric Co Total Base Bid $123,446.54 Total Alternate Bid $111,649.04 Quick Electrical Total Base Bid $120,352.00 Total Alternate Bid $107,000.00 Roy Keith Total Base Bid $119,835.00 Total Alternate Bid $99,535.00 The apparent low bidder was Roy Keith Electric Co. The WWTP supervisor recommends using the base bid in the amount of $119,835.00 from Roy Keith Electric Co. The funding will come from the water and sewer bond fund. Motion and second were made by Aldermen Ellis/Hartford to send the request to council for consideration to use the base bid in the amount of $119,835.00 from Roy Keith Electric Co. The motion carried by voice vote and was unanimous. INVOICE # 1901 FROM QUALITY BLACKTOP FOR FIRST AVENUE AND CHESTNUT STREET PUBLIC PARKING LOTS- TOP SEALER AND RESTRIPING PROIECT IN THE AMOUNT OF 10 295.00 An invoice was submitted from Quality Btacktop for the First Avenue Parking lot in the amount of $5,645.00 and the Chestnut Street Parking Lot for $4,650.00. The total invoice was for $10, 295.00 Motion and second were made by Aldermen Ellis/Hartford to send the request to council for consideration. The motion carried by voice vote and was unanimous. ANNOUNCEMENT ON UTILITY WORK Mayor Meade explained that work is currently being performed in the downtown area by Ameren. The crew is currently replacing gas mains around the square and the work should be completed within a few weeks. ADJOURNMENT Motion and second were made by Aldermen Hartford/Pickel to adjourn into executive session for police negotiations. The motion carried by voice vote and was unanimous.
