Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. Peterson Health Care is the largest provider of long term care services in the State of Illinois. With the State budget problems and sporadic Medicaid payment problems, Aaron explained that he wanted to raise awareness about the need for changes in the program. Courtyard Estates is available to help people in the community that are not in need of full nursing home assistance, but yet needs some daily assistance. Courtyard Estates utilizes local vendors for needs ranging from florists to heating and air conditioning repairs. The lack in Medicaid payments makes it difficult for the facility to budget for these expenditures. The following letter will be sent to Governor Pat Quinn: Dear Governor Quinn: Please accept this letter as an expression of the City of Canton's support for Petersen Healthcare. PHC operates both a supportive living facility and a skilled nursing facility in our community. Between these two facilities, PHC employs over 100 hard-working Illinoisans in our community. While we support Petersen Healthcare as an integral part of our community, we are concerned that the State of Illinois' current practice of sporadic and unpredictable Medicaid Program reimbursement poses a significant threat to our local economy as a whole. PHC utilizes many of our local vendors for services necessary for its facilities to do business. Therefore, many of our small businesses depend on revenue from Petersen Healthcare to survive and flourish. In short, the lack of predictability in our Medicaid Program reimbursement causes a negative trickle-down effect in our local economy. Furthermore, PHC pays a significant amount in property, sales, income, and payroll taxes. We as representatives of the citizens of Canton cannot stress enough the importance of reform in Medicaid payment procedures to our local economy. We at the City of Canton urge you to make the necessary changes to promote predictability and schedule Medicaid payments to promote the long term viability of Petersen Healthcare as well as Canton's local economy. The motion carried by voice vote and was unanimous. Alderman Fritz explained that corrections needed to be made in the committee reports under finance. Alderman Craig West and Alderman Jeff Fritz were listed as chairmen of the finance committee. This correction will be made. The minutes on page 6(Hotel/Motel Tax) reflect 3 yes votes and 5 no votes. The motion did not carry. This will be corrected. Amended Motion and second were made by Aldermen Fritz/Hartford to approve the minutes as amended. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: PUBLIC SAFETY & TRAFFIC - ALDERMAN JIM HARTFORD, CHAIRMAN SPECIAL EVENT PERMIT- ART OF MAIN An application was submitted from Canton Main Street for the Art on Main. The event will be held on June 1-2, 2013 in Jones Park. The goal is to bring as many artists to Jones Park as possible. The setup will begin on May 31, 2013. The committee is working in advance on this event to allow sufficient time to recruit artists. Motion and second were made by Aldermen Hartford/Nelson to approve the special event. The request includes the need for the parking lot south of Jones Park. The lane closure will be for May 31, 2012 from 6:OOpm -June 3, 2013 at 4:OOpm. The motion carried by voice vote and was unanimous. SPECIAL EVENT PERMIT- OUR TOWN HISTORIC TOUR An application was submitted from Jenny Beal from the Spoon River Reads and Canton Main Street. The event will be held on October 13, 2012 from 2:00-3:30pm. The event will be for a historic home walking tour in the west end of Canton. The event will be held on Canton's West end including Elm and Chestnut Street between Avenue A and Avenue D. The request is to close the road to allow people to walk in the roadway to avoid the brick sidewalks that are uneven in several areas. Motion and second were made by Aldermen Hartford/Pickel to approve the special event. The motion carried by voice vote and was unanimous. SPECIAL EVENT PERMIT- BILLY'S TAP FRAGILE X BENEFIT An application was submitted from Billy's Tap for a special event to be held on September 29, 2012 from 2:00-11:OOpm. The event will be for Fragile X benefit and bags tournament. The request includes closing 2"d Avenue directly next to Billy's Tap. A certificate of insurance was submitted for the event Motion and second were made by Aldermen Hartford/Pickel to approve the special event. The Motion Carried by voice vote and was unanimous. STREETS AND GARBAGE- ALDERMAN JUSTIN NELSON CHAIRMAN MILLING OF CITY PARKING LOTS Keith Plavec explained that the milling of the parking lots will be on both sides of White Court between Elm and Pine Street. The milling will take place tomorrow afternoon and Thursday morning. Discussion took place regarding moving the dumpsters during the construction, however consideration is being taken regarding having the dumpsters removed without being placed back on the lots. Keith Plavec and Bill Terry met with business owners regarding the removal of the dumpsters. Keith asked for the Council's decision on how to work with the business owners on the removal of the dumpsters. Further discussion took place regarding the maintenance of the lots. The dumpsters and trucks could cause damage to the lots once the milling is completed. Keith discussed the possibility of moving the dumpsters to the alley. Some local business owners did express some concerns over placing dumpsters in the alley. Keith Plavec will provide additional information for next week's committee meeting. LAKE, BUILDINGS & GROUNDS - ALDERMAN ERIC SCHENCK, CHA/RMAN No items for council action. PUBLIC WORKS, WATER & SEWER - ALDERMAN GERALD ELLIS, CHA/RMAN(Absent) Alderman Nelson- Actina Chair APPLICATION FOR PAYMENT NO. 3 FROM ALL SERVICE CONTRACTING FOR THE WTP FILTERS NO. 1& 3 REHAB PROJECT IN THE AMOUNT OF $10,928.70 Keith Plavec explained that he wanted to give an update with the other filter associated with this project. A report was received with a recommendation to take this down like the first filter and completely take out the under drain system and start from scratch. This will be brought back next week to the finance committee for further discussion. A change order would be presented to have the last filter completely removed. Motion and second were made by Aldermen Nelson/West to approve the application for payment no. 3 from All Service Contracting in the amount of $10,928.70. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE BRIGHT SPOT AWARD September's bright spot award goes to Cliff and Bernice McGinnis at 854 East Maple, Canton Illinois. The award is for the dazzling display of many shades of pink impatients and other annuals. COOK RIBBON CUTTING Mayor Meade explained that the Cook Polymer ribbon cutting that took place on Friday, August 31, 2012 was very successful. The attendance of Senator Durbin, Senator Koehler, Congressman Schilling and Representative Mike Unes was appreciated. JONES PARK AWARD An award will be given at the Master Gardeners Conference near Crystal Lake for the work done by Carol Koehler and the Master Gardeners at Jones Park. Carol Koehler is the park custodian and has put in a great amount of effort to make the improvements in Jones Park. FARMERS MARKET This Saturday will be the last farmers market for the year. PETITIONS FOR ELECTED OFFICES Petitions for elected offices are available in the City Clerk's office. The offices up for election are Mayor, Treasurer, Clerk and Alderman (One alderman for each ward, along with ward 4 that has a two year or four year term. PERSONNEL MATTERS IN OPEN SESSION Mayor Meade explained that he received an anonymous letter in the mail regarding personnel matters. Personnel matters are not discussed in open session, but will be discussed in executive session. Anyone sending anonymous letters should call the Mayor's office to make an appointment to visit with him to have issues addressed. FIRE HYDRANT TESTING Chief Frank explained that the fire hydrant testing will be taking place. The testing can lead to some discoloration during the testing period. The discoloration is a mineral build up from the lack of movement in the pipes, but can be cleared by running the water until the discoloration discontinues. FIRE ENGINE 2 Chief Frank explained that an offer was received to purchase engine 2 for the amount of $62,000.00. Keith Frank will look for a suitable replacement for the vehicle. OLD BUSINESS NEW BUSINESS: A RESOLUTION APPROVING A PURCHASE AGREEMENT BETWEEN THE CITY OF CANTON AND CANTON CROP SERVICES INC. RESOLUTION # 4000 Motion and second were made by Aldermen Nelson/Fritz to approve the resolution and place it on record.
