ABSENT: None. APPROVED: ~--~, `Donald E. dwards, Mayor ATTEST: ~~ ~~~~ Nancy White City Clerk. Memorandum To: Alderman Nidiffer CC: Clark Wilson From: James J. Elson, Sr. Date: 6/20/00 Re: Clark Wilson and I recommend that a permit be required for erecting fences. Why? Isn't this more "Big Brother"? The reasons: 1. Most citizens will comply if they know what the rules require. 2. It is difficult if not next to impossible to have citizen cooperation to convect an illegal fence where it has been installed commercially and has cost a considerable amount. 3. Isn't necessary to have a fee involved although $10.00 would cover the cost of providing rules and a bit of Clark's time. 4. We consider chain link to be b`rnamental'~ut perhaps your committee might want to spell out the acceptability of a chain link fence. 1
