The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE- ALDERMAN CRAIG WEST, CHAIRMAN Alderman Fritz POLICE DEPARTMENT REQUEST FOR HIRING ADDITIONAL OFFICER A retirement letter was submitted from Officer pon Taylor. Don will be retiring from the City on August 18, 2012 after 25 years of service. Authorization is also being requested to replace the position of Don Taylor from the currently eligibility list with the Police and Fire Commission. Motion and second were made by Aldermen Nelson/West to approve request for the fire training facility. POLICE DEPARTMENT TRAINING ROOM RENOVATION REPORT Keith has provided the following report and attachments in regard to our request for bids to renovate the Police Department Training Room/Director's Room. Summary of Bids (see attached for originals): Reduced Scope of Work: Mills Construction = $8,674.00 Jon Newburn Construction = $9,286.21 2 Full Scope of Work: Jon Newburn Construction = $18,774.68 Mills Construction = $18,889.00 The bids for the larger scope of work are very close and comparable to what Chief Taylor obtained in 2010 from another contractor who was also around $18,000. The City previously budgeted $25,000.00 and would like to be able to purchase furniture and equipment. Recommendation was to accept Jon Newburn's bid in the amount of $18,774.68 and allow up to $25,000.00 for purchasing furniture and equipment. Motion and second were made by Aldermen West/Nelson to approve request for the police department training room renovation. Motion and second were made by Aldermen West/Nelson to approve request for the payment in the amount of $40,511.25. ROLL CALL Yes No Absent Alderman Pickel x Alderman Hartford x Alderman Schenck x Alderman Pasley x Alderman West x Alderman Fritz x Alderman Ellis x Alderman Nelson x The motion carried. 4 LEGAL & ORDINANCE- ALDERMAN JEFF FRITZ, CHAIRMAN BACK TO SCHOOL BASH-COVENANT COMMUNITY CHURCH Seven local churches in Canton will be holding the Back to School Bash. The event took place last year and was very successful. This year the East Side of the square and the North Side of the square will be closed for the event. Free food and other items including backpacks will be given away. A certificate of insurance was provided but needs to be amending naming the city as additional insured. The event will be held on August 3, 2012 from 5:00-7:OOpm Motion and second were made by Aldermen West/Nelson to approve the special event with the amended certificate of insurance naming the City as additional insured. The motion carried by voice vote and was unanimous. 5 SISTERS TRAILER PARK Eleven families are currently living at the trailer park with limited income. More time (30 days) is currently being requested to allow people to find adequate living arrangements. Attorney Peterson stated that an ongoing issue is being addressed regarding the water bills at 205 North Avenue I(Previously called Five Sisters Trailer Park. When a water bill for a multi tenant facility becomes delinquent the City is required under the renters act issue appropriate notices. The City believes the water services were terminated. Another connection was placed and tapped into with a garden hose to provide water to the residents. Once the City became aware corrective action was taken. With no water, there is no sewer for the families. Other code situations also need to be addressed. The property owner was issued a two week notice to have the situation corrected. Attorney Peterson stated that "thousands" of dollars is currently owed to the City and a payment plan has not been requested to date. Mayor Meade explained that he understands the difficulty of finding another place to live and would agree with a 30 day time frame for the residents. Additional communication was sent to the council regarding the status of the property from Chief Frank. The City has worked on the code enforcement issues. Fire Lt. Roos and John Knuski went to the trailer park and found open wiring lying on the ground. The doors had been boarded shut on some of the trailers. Several trailers had doors wide open with windows broken. The situation has not been resolved that would 5 eliminate the life safety issues. Chief Frank made a visit last year based upon a complaint regarding the electrical wiring. A mother with two children were living in below adequate conditions. One sink with only one functioning tap was available to be used for washing dishes as well as bathing. Chief Frank at that time explained to the tenant that it was not proper living conditions for the mother and children. The woman took the Chief's advice and found other living arrangements. Attorney Peterson explained that the mobile home park must be licensed thru the Illinois Department of Public Health. This past spring the inspector pointed out that he would like to see two trailers removed, so two demolition permits were issued. The trailers would need to be removed to keep the license from the State. The inspector was going back to see what the status was of the state license since the demolitions were not complete. Attorney Peterson is waiting to receive a response from the inspector. Alderman Schenck explained that issues at the trailer park have been addressed over six years ago on the council floor. The City needs to be firm in the decision to take care of the trailer park and help the residence relocate and have other community organizations work with the residence. John Knuski has been making contact with social service agencies to help the families in their relocation process. A number of the residence have either relocated or they are proactive in their relocation efforts. Mayor Meade explained that a situation exists that is not good. The City would assume some liability if they decide to extend the timeframe for the residence to vacate their property to August 17, 2012. Some compassion needs to be considered in the decision and he would recommend giving the 30 days for the residence to relocate. Motion and second were made by Aldermen Ellis/Pasley to give the residence until August 17, 2012 to vacate their property. The water/sewer services will be terminated on the same date. The motion carried by voice vote and was unanimous. 6 COMMUNITY & INDUSTRIAL DEVELOPMENT- ALDERMAN 1EREMY PASLEY, CHAIRMAN UPDATE FROM MISSY TOWERY SRPED EXECUTIVE DIRECTOR ~ Canton Main Street had a very successful Kid's Fest this past weekend. • The tourism website target date of completion is August 15, 2012. • The celebration of the Kiosk will be on July 23, 2012 at 11:30. NEGOTIATIONS, GRIEVANCE & PERSONNEL- ALDERMAN DAVE PICKEL, CHAIRMAN Nothing for Council Action COMMUNICATIONS FROM MAYOR MEADE: PANHANDLE EASTERN GAS PIPELINE TESTING Panhandle Eastern Pipe Line Company will be conducting a pipeline integrity test known as a hydrostatic test on two sections of its natural gas pipeline known as the Canton 100 line. The tests are scheduled to occur for a period of time beginning July 23 through August 24, 2012. In accordance with the company standard operating procedures regarding safety during hydrostatic tests no persons should be within 100 feet of the pipeline. Due to the need for clear visibility and access to any and all areas of the pipeline right of way Panhandle will require all encroachments (sheds, swing set etc.) be relocated to an area 25 feet from Panhandle's said line prior to the commencement of the referenced test. The testing takes place approximately every ten years. BURN BAN The City of Canton has a burn ban in effect until further notice. No burning is allowed inside the City. 7 BRIGHT SPOT The July bright spot award goes to Larry and Carolyn Hobbs of 15 Winegar Drive, Canton. Amidst the area drought are pockets of green and color for all to enjoy. The Hobb's home landscape is a fine example of well-maintained plants thriving because of adequate water and TLC. Canton residents can walk or drive by and enjoy the home landscape highlighted by color cascading from window boxes overflowing with Proven Winners Pink Giant Petunias. SPOON RIVER PARTNERSHIP DIRECTOR Missy Towery was named as the Spoon River Partnership Executive Director. Missy's first day in the new position will be August 1, 2012. Missy previously served as the Chamber Director. The search for a new Chamber director will begin. JONES PARK EVENTS Mayor Meade explained that the park is being utilized to bring people to the downtown area. The park hosts music in the park during the summer, along with various events including a farmer's market. KIOSK A dedication for the Kiosk will take place on Monday, July 23, 2012 at 11:30am in Jones Park. NEW POLICE OFFICER Candi Arnold has lived in Canton for the last 10 years with her husband Eric. Candi started in the police department on Monday, July 16, 2012 and will be sworn in next Tuesday. Candi is the first female officer for the City of Canton. Candi previously worked in the Tazewell County probations/patrol department. The City tries to become more diverse in the employment processes. The police and fire commission hires from an eligibility list. 8 OLD BUSINESS AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO CREATE LIVING QUARTERS IN ONE HALF OF THE BUILDING LOCATED AT 1719 EAST WALNUT STREET, CANTON ILLINOIS (2ND READING) # 2091 Motion and second were made by Aldermen Hartford/Pickel to approve the ordinance and place it on file. AN ORDINANCE AMENDING SECTION 9-5-17 (TRUCK PARKING AND REFRIGERATED TRUCK CONTROL) OF THE CANTON MUNICIPAL CODE (2ND READING) # 2092 Motion and second were made by Aldermen Hartford/Pickel to approve the ordinance and place it on file. Ellis explained that he feels that everyone at Enterprise Drive should have the same parking privileges and not offer special parking to just own owner. Alderman Fritz agreed with the suggestion to offer parking to the other businesses at Enterprise Drive. NEW BUSINESS AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF THE FIRST AMENDMENT TO A TIF REEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANOTN, FULTON COUNTY, ILLINOIS AND JON M. AND KIMBERLY A. NEWBURN. (1sT READING) AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS AND CANTON CROP SERVICES (1ST READING) # 2093 City administrator Jim Snider explained that the City has been working with the sale of lot 18 and lot 19 with negotiations taking place between the City and Canton Crop Services. The City has a redevelopment agreement prepared for consideration. Ken Barker- Canton Crop Services initiated the process several weeks ago and is currently working on the financing of the project. Final approval should be complete within the next two - three weeks. They intend to follow the cropping seasons and be up and running by the fall season. The focus will be fall application for fertilizer. Four full time positions will be in place immediately. Seasonal help will be in place as the seasons dictates. Ken explained that he anticipates growing quickly and hiring additional people. Attorney Peterson explained that the total purchase price is $41,115.00 for lot 18 and 19 at $5,000/acre subject to the financing with basic conditions on closing. The agreement will be brought back in two weeks; however this will be executed tonight as part of the TIF agreement. Craig Holthaus is planning on doing zero setback lots where they are right up against each other with the property line. Certain setbacks are being requested.
