CONSENT AGENDA Minutes of Council meetin~ held June 19, 2012 Minutes of Mechanical Committee meetin~ held lune 26, 2012 Motion and second was made by Aldermen Hartford/Ellis to accept the minutes as presented and be placed on file. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: PUBLIC SAFETY & TRAFF/C - ALDERMAN JIM HARTFORD, CHA/RMAN FIRE DEPARTMENT PURCHASE OF AIR BOTTLES Last year the City budgeted in the capital budget the replacement of some air bottles. The total cost is $640.00 per tank. The City purchased ten tanks last year. The City is requesting to purchase the additional two tanks, which will bring the final total for all twelve tanks to $ 7, 680.00 Motion and second were made by Aldermen Hartford/West to approve the purchase of the air bottles. STREETS AND GARBAGE- ALDERMAN JUSTIN NELSON. CHAIRMAN JAMMIN FOR JUDE ROAD CLOSURE REQUEST The Jammin for Jude event will be held on August 25, 2012 in Canton. Event organizer Scott Stockman explained last week that closure of the following streets are being requested. East Elm Street from Main to 15t Avenue. East Side Square to Chestnut Street. East Chestnut Street from 15t Avenue to Main Street. The St. Jude Run will be in the following designated streets. Starting on the west side of the square going west on Chestnut, back to Avenue D, west on Walnut to Van Winkle Drive, north on Avenue F, East on Walnut, South to Maple and up Fulton to Avenue B, north to Pine Street, West to Avenue B, north to Elm Street, back to White Court, north to Chestnut, then ending in front of Good Will. The event will start at 9:OOam with sign up at 7:30am. Two disclaimers will need to be signed by the participants. Water stations will be at Wallace Park and at the Fulton County Rehabilitation Center. People can sign up at Lakeland Park from 9:00-1:OOpm on July 28, 2012. Motion and second were made by Aldermen Nelson/Ellis to approve the special event request. The motion carried by voice vote and was unanimous. PUBLIC PARKING Keith Plavec will bring back additional information at the next committee meeting for further discussion. LAKE, BUILD/NGS & GROUNDS - ALDERMAN ER/C SCHENCK, CHAIRMAN PUBL/C WORKS, WATER & SEWER - ALDERMAN GERALD ELL/S, CHA/RMAN APPLICATION FOR PAYMENT NO 10 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF $27,283.61 The City is currently working with Leander Construction toward a July 1, 2012 completion date. A few punch list items currently remain. The equipment is currently running and the process is going well. The project is paid from the bond fund. Motion and second were made by Aldermen Ellis/Nelson to approve the application for payment in the amount of $27,283.61. APPLICATION FOR PAYMENT NO 1 AND FINAL FROM PROFESSIONAL CONTRACTING SERVICES FOR THE SOUTH BOAT RAMP IMPRVOEMENTS AT CANTON LAKE IN THE AMOUNT OF $20,340.03. The original bid for the project was $19,792.54. An addition of $547.49 was due to the need of additional aggregate toward the water area. The total price after the adjustment would be $20,340.03 from the Lake Fund. Keith explained that future projects will need to be completed to finalize the boat ramp improvements. City Engineer Keith Plavec named the following streets as part of the 2012 MFT agreement. The streets included are as follow: Cherry Main to 15t Maple Street- Main to 2"d Locust street- 5tn_8cn Walnut Street Main Street (St. Joseph Cemetery) Vine Street-sections White Court- Parking lots (TIF Funding) $50.000.00 cost estimate Included in the 2012 MFT are the cemetery roads. This item will be presented below as a resolution. MSI PROPOSAL FOR CANTON LAKE DAM EMERGENCY ACTION PLAN UPDATE-ESTIMATED FEE $4300.00 City has an annual inspection of the dam due to the classification. This year the City received a letter from IDNR stating the emergency action plan was being updated. The document was last done in 1999 and will need to be updated. The inspection on the dam was completed, but the emergency action plan needs to be updated and submitted to IDNR. Correspondence will take place with Fulton County ESDA. This item will be presented below as a resolution. INVOICE # 2390 FROM QUICK ELECTRICAL CONTRACTORS FOR THE 4T" AVENUE STREET LIGHTING PROJECT IN THE AMOUNT OF $10,369.00 The project was to install lighting between Pecan Street and Stonegate. The invoice covers the charges associated with the lighting project. Three lights were installed between the two streets. This will be paid from the general fund. Motion and second were made by Aldermen Ellis/Hartford to approve the invoice. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE APPOINTMENT - POLICE PENSION BOARD Mayor Meade asked for approval to appoint Ben Johnson to the police pension board. Motion and second were made by Aldermen Nelson/Ellis to approve the appointment. The motion carried by voice vote and was unanimous. ST. MARY'S FESTIVAL St. Mary's Church will hold their annual festival on August 18, 2012 from 5:00-11:OOpm. The event this year will be held inside the parking area of the church. Street closures are not being requested this year. FIRE WORKS Mayor Meade explained that the fireworks will be held tomorrow evening at dusk at the Memorial Stadium. Hy-Vee will be holding a cookout from 6-9:OOpm. Part of the proceeds will go to the fireworks fund. Hy-Vee will be setup at the carwash parking lot directly across the street from the store. Mid America National Bank donated $3,500.00 to the fireworks fund. Appreciation was extended to everyone that volunteered at the bank. LAKE WATER SUPPLY The City is now running off of the aquifer for the city water supply. The city will continue to bring water in from the aquifer especially while the lake levels are low. The pumps are running well and treatment is going well. OLD BUSINESS AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A REDEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON AND IPAVA STATE BANK. ~2ND READING) # 2089 Motion and second were made by Aldermen Hartford/Fritz to approve the ordinance and place it on record. NEW BUSINESS: AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO CREATE LIVING QUARTERS IN ONE HALF OF THE BUILDING LOCATED AT 1719 EAST WALNUT STREET, CANTON, ILLINOIS (1sT READING) AN ORDINANCE AMENDING SECTION 9-5-17 (TRUCK PARKING AND REFRIGERATED TRUCK CONTROL) OF THE CANTON ILLINOIS MUNICPAL CODE. (1ST READING) A RESOLUTION APPROVING A PROPOSAL FOR PROFESSIONAL SERVICES BY AND BETWEEN MAURER AND STUTZ INC AND THE CITY OF CANTON AND DIRECTING THE MAYOR TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON ILLINOIS. #3994 Motion and second were made by Aldermen Ellis/Nelson to approve the ordinance and place it on record.
