AN ORDINANCE AMENDING SECTION 1-8-7 OF THE CANTON CITY
CODE APPOINTIVE POSITION OF ECONOMIC DEVELOPMENT
DIRECTOR
WHEREAS, the City of Canton for a number of years has had an unemployment rate
higher than the state and national averages;
WHEREAS, for many years the enrollment at Canton schools has been declining and the
population of Fulton County has not increased;
WHEREAS, the City of Canton has a unique opportunity for economic growth and
development through its many attractive assets including an able work force, an outstanding park
system, a local airport, a broad based hospital and medical community, a strong school system, a
diversified community college and numerous other assets;
WHEREAS, the City of Canton is at a time of new opportunities with the clean-up of the
International Harvester site, the development of state and national wildlife and recreational areas,
and the substantial improvement of its water system;
WHEREAS, based upon these factors, it has been determined that it is in the best interest
of the City of Canton to create an appointive position of economic development director to be filled
by the Mayor with concurrence of the City Council.
WHEREAS, the Canton City Council has made a similar determination.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS:
Section 1-8-7 is hereby amended to add the position of economic development
director to Section A thereof.
2. The duties of economic development director shall be set forth in a job description
which will be promulgated for the position.
3. The position shall be full time.
4. The annual salary shall be a competitive salary based upon the candidate's
qualifications, established by the Mayor with the concurrence of the City Council of the City of
Canton.
5. This Ordinance shall be in full force and effect immediately upon its passage by
the City Council of the City of Canton and approved by the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton County, Illinois at a regular
meeting this 18 day of September, 2001, upon a roll call vote as follows:
AYES: Aldermen. Fillingham, Shores, Meade, Nidiffer, West, Sarff,
Hartford, Molleck,
NAYS: None.

POSITION OBJECTIVE
Will be responsible for preparing, recommending and managing a comprehensive economic
development effort for Canton.
PRINCIPAL ACCOUNTABILITY
Accountable for all duties of the Economic Development Director assigned by the Mayor, with the
consent of City Council.
RESPONSIBILITIES
Responsible for providing leadership for economic development for the Canton Area through the
Canton Community Revitalization, Inc., a citizen and government based organization.
Responsible for recommending and implementing economic programs that will advance
comprehensive planning, economic development, tourism and main street business concepts.
Responsible for researching and maintaining updated community profile data to be used in attracting
new business and in measuring the performance of economic development opportunities,
maintaining working relationships with Canton Community Revitalization's action teams, local
governments, Canton Chamber of Commerce, current businesses and industry, local developers and
other partners in economic development.
Reports to City Council monthly or upon City Council/Committee's request.
