ADOPTION OF ROBERTS RULES OF ORDER
Motion and second were made by Aldermen Nelson/Hartford to adopt The Roberts Rules of
order.
The motion carried by voice vote and was unanimous.

APPOINTMENTS FOR 2012-2013 FISCAL YEAR
Motion and second were made by Aldermen Hartford/Ellis to approve the appointments for
the 2012-2013 fiscal year.
Discussion:
Alderman Pasley asked to discuss the salaries of the department heads in executive session.
This item will be further discussed after executive session and voted on at the resolution below.

2012-2013 SEATING ARRANGEMENTS FOR ALDERMEN

NEW BUSINESS:
DISCUSS, CONSIDER AND VOTE ON THEATER PROJECT CONCEPT; ASSIGNMENT OF THEATER
PURCHASE OPTION FROM SRPED, THEATER PROJECT COSTS
Missy Tower exp~ained that the partnership is requesting financial support from the City for TIF
funds and a City loan. The fundraising is in the beginning phases but a resolution would provide
further direction for the partnership. The City would finance the project with $500,000.00 from
TIF funds and $500,000.00 from a loan. The balance of the project would be financed by
fundraising efforts. If a shortfall came in from the fundraising efforts the City would be
responsible for the difference. It was further explained that the city would own the building.
Missy Towery explained that the model used for the Canton Theater came from the theater
located in Chillicothe. The Chillicothe Theater is operated by a non-profit organization and any
profit raised would go to youth organizations.
This vote is for approval to move forward with the project. A resolution will be brought back in
two weeks with a contract for the project.
Motion and second were made by Aldermen Pickel/Pasley to approve the group to approve the
concept of the theater project.
