Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. Aldermen in attendance: Aldermen Eric Schenck, leff Fritz, Craig West, Dave Pickel, Gerald Ellis, Jim Hartford, Justin Nelson Aldermen absent: Aldermen Jeremy Pasley Staff in attendance: City Treasurer Nicole Marter, City Attorney Chrissie Peterson, City Administrator Jim Snider, City Clerk Diana Pavley, Comptroller Caty Campbell, Police Chief Dan Taylor, Fire Chief Keith Frank, City Engineer Interim Public Works Director Bill Terry Media in attendance: Daily Ledger- John Froehling, Fulton County Democrat Stacey Creasey Video Services by Joe Ginger Others in the audience: Phil Fleming, City Clerk Diana Pavley asked for nominations from the floor for Mayor Pro Tem for the absents of Mayor Kevin Meade. Motion and second were made by Aldermen Ellis/Nelson to nominate Alderman Craig West as Mayor Pro tem. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: PUBLIC SAFETV & TRAFFIC - ALDERMAN JIM HARTFORD, CHA/RMAN IN CAR VIDEO RECORDER Chief Taylor requested to purchase 1 DMV400 and 1 DMV100 for a total price of $4,025.00 from Digital Ally. One of the units will replace a unit in the K-9 car and the other will replace another vehicle recorder. Motion and second were made by Aldermen Hartford/Pickel to approve the purchase of two in car video recorders. STREETS AND GARBAGE- ALDERMAN JUSTIN NELSON. CHAIRMAN LINCOLN SCHOOL FUNDRAISER The Lincoln School Fundraiser will be held 5-5-2012. The insurance company will provide the certificate of insurance. Motion and second were made by Aldermen Nelson/Ellis to approve the Lincoln School Fundraiser pending receipt of proof of insurance. The motion carried by voice vote and was unanimous. FRAGILE X FUNDRAISER The fragile X fundraiser run/walk is scheduled for April 21, 2012. The insurance company will provide the certificate of insurance tomorrow. Motion and second were made by Aldermen Nelson/Hartford to approve the fragile X fundraiser pending receipt of insurance. The motion carried by voice vote and was unanimous. TRACTOR PURCHASE Interim Public Works Director Bill Terry explained that two tractors (used for mowing) will go to the street department, one for the WWTP and the other for the WTP. The tractors were leased in the past; however purchasing the tractors will save money. The total cost would be $70,400.00 from the water and sewer dept and $17,500 from the street department and $13,300.00 from the FY11 GF surplus purchased from Birkey's. Motion and second were made by Aldermen Nelson/Ellis to approve the tractor purchase. FOURTH AVENUE LIGHTING Keith Plavec explained that the area for new street lights is between Stone Gate and Pecan. The cost would be $16,100.00 for two lights. The price would include two poles and wiring. Motion and second were made by Aldermen Ellis/Pickel to approve the lighting on Fourth Avenue for public safety in the amount of $17,000.00. Further discussion took place regarding researching other options to try to lower the cost. The possibility of having another company install the poles will be researched for additional cost savings. Amended Motion and second were made by Aldermen Ellis/Pickel to bring back to the committee for further discussion. The motion carried by voice vote and was unanimous. LAKE, BUILD/NGS & GROUNDS - ALDERMAN ERIC SCHENCK, CHA/RMAN INSURANCE RENEWAL FOR THE CITY OF CANTON A proposal was submitted from Rick Semonis in the amount of $3,000.00 for negotiations for our group healthcare. Motion and second were made by Aldermen Schenck/Fritz to approve the contract with Rick Semonis. PUBLIC WORKS, WATER & SEWER - ALDERMAN GERALD ELLIS, CHAIRMAN BID RESULTS FOR FIRE DEPARTMENT TRAINING CENTER IMPROVEMENTS This item will be held over until next week's finance committee agenda. BID RESULTS FOR FORMER IH SITE CONCRETE CRUSHING Keith Plavec explained that the city advertised and received one bid from laverdiere Construction to crush the concrete on the former IH site. The bid package would have someone come in and crush the concrete and the city get a percentage of what was crushed at no cost to the city. An estimate of 4-5000 tons with a bid amount of 5% was made. The city would get approximately 200-250 tons of rock to be used for various projects. The request is to accept the bid from Laverdiere for 5% of the crushed material. The value would be between $2,000 and $2500.00 value to the City. Motion and second were made by Aldermen Ellis/Hartford to approve the bid from Laverdiere and send to Council for consideration. APPLICATION FOR PAYMENT NO 7 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF $607.475.36 Motion and second were made by Aldermen Nelson/Pickel to excuse Aldermen Ellis from voting due to his involvement with the project. The motion carried by voice vote and was unanimous. Keith Plavec explained that this project would be paid from the bond funds with a final completion date of May 1, 2012. Motion and second were made by Aldermen Nelson/Pickel to approve the application for payment no 7 from Leander Construction Inc for WWTP UV Disinfection project in the amount of $607,475.36. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE Reminder that Friday's garbage will be picked up next Monday due to the upcoming holiday. The City building will be closed on Friday. OLD BUSINESS NEW BUSINESS: AN ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF CANTON, FULTON COUNTY ILLINOIS IN LIEU OF AN APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING MAY 1, 2012 AND ENDING APRIL 30, 2013 (15T READING) A budget amendment ordinance for FY 2012 will be presented next week and will require a suspension of the rules to pass.
