ORDINANCE NO. 1697
AN ORDINANCE FOR ADOPTION OF
THE INTERNATIONAL BUILDING CODE,
AMENDING CHAPTER 4-1-1 OF THE BUILDING CODE
AND AMENDING 5-2-12 OF THE FIRE CODE
WHEREAS, it has been determined that it is necessary, desirable and in the best interest
of the City of Canton to amend an ordinance establishing the minimum regulations governing the
conditions and maintenance of all property, buildings and structures: by providing the standards for
supplied utilities and facilities and other physical things and conditions essential to ensure that
structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and
structures unfit for human occupancy and use and the demolition of such structures, known as the
Building Code.
WHEREAS, the Canton City Council has made a similar determination.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS:
1. That a certain document, three (3) copies of which are on file in the office of the
City Clerk of the City of Canton, the Zoning Office of the City of Canton and the Fire Department
of the City of Canton, being marked and designated as the International Building Code 2000.
2. That the following codes are hereby adopted:
2000 International Building Code
2000 International Fire Code
2000 International Residential Code
2000 International Mechanical Code
2000 International Plumbing Code & Illinois State Plumbing Code of 1998
2000 International Private Sewage Disposal Code
2000 International Fuel Gas Code
2000 International Energy Conservation Code
2000 International Property Maintenance Code

2000 International Zoning Code
2000 ICC Electrical Code
3. The Building Code, Chapter 4-1-1 is amended herewith, and the Fire Code
provision, 5-2-12, is also amended herewith.
4. The nothing in this ordinance or in the Building Code hereby adopted shall be
construed to affect any suit or proceeding impending in any court, or any rights acquired, or
liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance
hereby repealed as cited in paragraph 3 of this ordinance; nor shall any just or legal right or remedy
of any character be lost, impaired or affected by this ordinance.
5. That the City Clerk shall certify to the adoption of this ordinance, and cause the
same to be published as required by law; and this ordinance shall take effect and be in force from
and after its approval by law, amending the building codes adopted to read as follows:
4-1-1: CODES ADOPTED:
(A) Building Code: The 2000 International Building Code be, and the same is hereby
adopted as the Building code of the City.
(B) Building Permit Fee Schedule: In accordance with section 114.31.1, Fee Schedule,
contained in the BOCA National Building Code, the following fee schedule
shall be inserted and hereby adopted as the fee schedule for building
permits:
$ 1.00 to $ 500.00 $10.00
$ 501.00 to $ 2,500.00 $10.00 for the first $500.00
plus $1.50 for each additional

and including $2,000.00
$ 2,001.00 to $ 25,000.00 $32.50 for the first $2,000.00

(C) 2000 International Fire Code: The 2000 International Fire Code be, and the
same is hereby adopted as the Fire Code of the City.
(D) 2000 International Mechanical Code: The 2000 International Mechanical
Code be, and the same is hereby adopted as the Mechanical Code of the
City.
(E) 2000 International Plumbing Code: The 2000 International Plumbing Code
and the Illinois State Plumbing Code of 1998 be, and the same are hereby
adopted as the Plumbing Code of the City.
(F) 2000 International Private Sewage Disposal Code: The 2000 International
Private Sewage Disposal Code be, and the same is hereby adopted as the
Private Sewage Disposal Code of the City.
(G) 2000 Internal Fuel Gas Code: The 2000 Internal Fuel Gas Code be, and the
same is hereby adopted as the Fuel Gas Code of the City.
(H) 2000 International Energy Conservation Code: The 2000 International
Energy Conservation Code be, and the same is hereby adopted as the
Energy Conservation Code of the City.
(I) 2000 Property Maintenance Code: The 2000 Property Maintenance Code
be, and the same is hereby adopted as the Property Maintenance Code of the
City.
(J) 2000 International Zoning Code: The 2000 International Zoning Code be,
and the same is hereby adopted as the Zoning Code of the City.
(K) 2000 ICC Electrical Code: The 2000 ICC Electrical Code be, and the same
is hereby adopted as the Zoning Code of the City.
(L) Code Variances: Variances from specific provisions of the codes herein
adopted may be permitted on appeal to the Appeals Committee appointed
by the City Council should such committee, after hearing, determine that a
variance is necessary to alleviate undue hardship and will not adversely
affect the health, safety or welfare of the occupant of the applicable
building or of any other person.

Building Code: The 2000 International Building Code be, and the same is hereby
adopted as the Building code of the City.
(B) Building Permit Fee Schedule: In accordance with section 114.31.1, Fee Schedule,

(C) 2000 International Fire Code: The 2000 International Fire Code be, and the same
is hereby adopted as the Fire Code of the City.
(D) 2000 International Mechanical Code: The 2000 International Mechanical Code be,
and the same is hereby adopted as the Mechanical Code of the City.

5-2-12: 2000 INTERNATIONAL FIRE CODE APPLICATION: The City reemphasizes
those provisions of the 2000 INTERNATIONAL FIRE CODE pertaining to
installation of combustion devices and other instrumentalities capable of
initiating combustion by contact. The City has previously adopted the 2000
INTERNATIONAL FIRE CODE. The Fire Department shall have the
authority to enforce the 2000 INTERNATIONAL FIRE CODE. Further,
storage of combustible or flammable material shall be in accordance with
said Code. Any person violating any 2000 INTERNATIONAL FIRE CODE
provisions of this nature shall be fined not less than seventy-five ($75.00)
dollars nor more than five hundred ($500.00) dollars.

(M) Codes Adopted and Published: The various codes herein adopted and as
they now exist in book or printed form are hereby declared published for
purposes of this Chapter and shall be placed permanently on file with the
City Clerk of the City and are available for public use, inspection and
