Attorney Peterson, City Clerk Diana Pavley, WWTP Supervisor Joseph Carruthers, John Froehling
from the Daily Ledger.
The public hearing was held for the prevention plan, CSO operation and maintenance plan, and
public notification program for CSO occurrences and impacts.
Trip Barton explained that the meeting is mandatory by the Illinois Environmental Protection
agency and comes from the clean water act for the NPDES permit processes. Canton has been
a part of NPDES since the beginning of the program. Under the current permit it is required to
update the current CSO and the pollution prevention plan. A notification process must take
place. CSO stands for combined sewer overflow. Combined sewer overflow occurs when
sewage mixed with storm water leaves the system. The different types of discharges to the
environment are fully treated discharge and treated CSO discharges. The discharges are CSO
and SSO. The S50 is the Sanitary Sewer Overflow.
Canton has two treated CSO's. One of the CSO's is located at the east plant and the other is
located at the west plant.
The NPDES permit is a five year renewal cycle. Part of the requirement for the renewal is the
requirement for the LTCP. The Long Term Control Plan is something that the city takes to
control combine overflows. A map is on file of the locations, sizes, material etc. The LTCP
includes the CSO, maintenance and pollution plan update and the notification to the public.
The documents are available for review at City Hall.
The CSO operation and maintenance plan has emergency response plans that deal with CSO
discharges.
The pollution prevention plan update is preventative plans that the city can do ahead of the
CSO such as street sweeping, public education, solid waste collection, product bans, illegal
dumping, hazardous waste collection. This document is available for review at city hall.
John Froehling asked how you would determine the undiscovered man holes. The City
purchased a televising truck to help. The camera can tell by the inside of the sewer where a
manhole would be located. The manholes once found can be put in the system as being
identified.
The purpose of a manhole is to clean the sewer system. Manholes are also used for direction
flow of the sewer system.
Permit number IL0027839 (NPDES NUMBER) effective 7-1-2011 and modified Feb 6, 2012. The
expiration date is 6-30-2016.
One true CSO at the west plant and two treated CSO's (one at each plant) All discharge points
are reported to the IEPA.
IF a CSO discharge notification is given on the city's website. Letters are also sent to
downstream property owners.
