Edwards Way Historic Depot 50 N. 4th Avenue Canton Il 61520 Aldermen in attendance: Schenck, Fritz, Nelson, Ellis, Pickel, Hartford Aldermen Absent: Aldermen Craig West, Jeremy Pasley Staff in attendance: Mayor Kevin Meade, City Attorney Chrissie Peterson, City Administrator Jim Snider, Comptroller Caty Campbell, Treasurer Nicole Marter, Fire Chief Keith Frank, Police Chief Dan Taylor, City Engineer Keith Plavec Others in attendance: Phil Fleming, Julie Reeder, Holly Roos, Tony Sohne, Deputy Police Chief Rick Nichols, Jennifer Nichols Media in attendance: The Daily Ledger John Froehling Video Services by: Joe Ginger Mayor Meade called the meeting to order at 7:20 p.m. PUBLIC SAFETY & TRAFFIC ALDERMAN JIM HARTFORD, CHAIRMAN ' POLICE REPORT Chief Taylor explained that the department is currently working with a federal meth case and was approached by the US attorney's office. The department is working with the US attorney's office, Fulton County Sheriff department, Mason County and West Central Illinois Drug Force. There has been an increase in meth drug busts by the department. The P2D2 collection container is completed and it was on display last night at the town hall meeting. The department will be adding three additional officers to the bicycle program. The funds will be paid from the DUI funds. The program was very successful last year during the downtown events. The three individuals will be trained on April 3 in Canton. 2011 ANNUAL UCR Chief Taylor explained that the overall crime rate decreased 6.8% from 2010. The officers arrested 1459 people for criminal and ordinance violations. Chief Taylor thanked the Mayor and the council for the resources to serve and protect the community. The Uniform Crime Report is administered by the Illinois State Police. The program tracks index crimes. IN CAR VIDEO RECORDER Chief Taylor explained that he is requesting to purchase 1 DVM400 digital recorder for the price of $2400.00. Chief Taylor would also like to purchase 1 DVM100 digital recorder for the price of $1595.00. One of the units will replace one of the older K-9 recorders that no longer work. The in car recorders are very important to the department. Deputy Chief Nichols was able to negotiate a better price that would allow the department to purchase both of the recorders for a lower cost. Chief Taylor would like to request to purchase both recorders for a total price of $4025.00 that includes shipping charges. This purchase would come from the budgeted line item of 01-51- 468. Motion and second were made by Aldermen Hartford/Ellis to send the request to council for approval. The motion carried by voice vote and was unanimous. POLICE DEPARTMENT COMMUNITY SURVEY Deputy Chief Rick Nichols explained that several months ago he requested the council approve a community survey. Deputy Chief Nichols explained that he is not aware of any previous surveys conducted by the police department. Deputy Chief Rick Nichols attended the Northwestern Public Safety Command Class. Deputy Chief Nichols prepared the survey that was sent out in September through the water bill. 200 surveys were sent out in four different quadrants. Approximately 25% of the surveys were returned. The survey asked the question of what citizen's think the biggest problem is in their neighborhood was. Nuisance in property was the number one response. The second response was drug and alcohol related issues. The survey asked if the citizens felt safe in the community. The response was that 59% of the people were not fearful while 37.1% were somewhat fearful. The survey touched on how citizens were treated by officers. The survey showed that most were pleased with the experience. Deputy Chief Nichols stated that he felt the department could do better with the follow up portion. This section shows a little improvement could take place in the follow up of cases. The department was happy with the overall experience of the police department. The survey shows that people in the community feels the department is doing a good job. The survey also asked questions about how people feel about the public service program such as Dare, Santa cops, etc. The survey reported that 75% felt the programs were good and or very good. One of the last questions was to rate the overall service the police department provides. 83.3% reported good to very good. 95% of the citizens reported the department is providing good services to the community. Concerns about the drug problem and what else could be done was reported in the survey. The response time for calls made to the department is an area to be reviewed. The survey showed that people in the community views the police department as friendly, professional and approachable. Positive comments were made regarding Officer Boggs, the Eddie Eagle Program and the Dare Program. The next survey will be conducted within a year to see if improvement was made within the department or to see if any new issues need addressed. Deputy Chief Nichols graduated from the class and served as class president. Deputy Chief Nichols received many positive comments from other class attendees on the hotel, restaurants and the community. Alderman Hartford complimented Deputy Chief Nichols on the job he did with the survey and his graduation from the Northwestern Public Safety Class. FIRE REPORT Chief Frank explained that the Canton Fire Department responded to 169 calls last month. The Public Safety & Traffic Committee adjourned at 8: 24 pm. STREETS & GARBAGE ALDERMAN JUSTIN NELSON, CHAIRMAN LINCOLN SCHOOL FUNDRAISER Lincoln school is planning a 5-5-5-K superhero dash at Wallace Park on May 5, 2012 at 7:OOam- 10:30am. A map of the route was distributed for review. The route will come up to Jones Park and go down Chestnut and then down Elm. A request for right of way closure and a certificate of insurance was submitted. The City needs to be names as an additional insured on the insurance certificate. The purpose of the fundraiser is to raise funds for Lincoln School for a track that could be used by the students and citizens in the community. Motion and second were made by Aldermen Nelson/Ellis to approve the Lincoln School fundraiser with the additional information provided naming the city as an additional insured on the certificate of insurance. The motion carried by voice vote and was unanimous. FRAGILE X FUNDRAISER Holly Roos requested approval for a 5-K fragile X walk starting at Wallace Park then going to South Park then up by the hospital and back to Wallace Park. This is the 9th annual walk for fragile X that should bring in approximately 300 people. A map of the route was attached for review. Motion and second were made by Aldermen Nelson/Ellis to approve the request pending proof of insurance. The motion carried by voice vote and was unanimous. GARBAGE FEES City Administrator Jim Snider explained that by ordinance residents are restricted to 6 bags of garbage per pickup. The City has looked at other options. Residents will be notified that bags in excess of 6 will not be picked up or possibly reducing the number. Some cities currently restrict the number to two bags and if residents go over this amount they can purchase a sticker to place on the bag. This creates a concept that if you use it you pay for it, but if you don't use it you would not pay for it. If the city would change it would create a new fee structure. Mayor Meade explained that the city needs to look at all of the options to see what would be best for the community. Further discussion took place about contacting Eagle Recycling about creating an electronic device pickup day at a central location. Alderman Nelson explained that if a per bag fee would begin the city would still need to have a flat service fee to help cover the cost of the garbage pickup. The best option according to Nelson would be to promote the recycling and possibly discount those that are using the recycling program. The cost for stickers would be researched to see what other communities are charging. Alderman Schenck explained that he likes the idea of using a sticker program for additional bags. Motion and second were made by Aldermen Schenck/ to research the sticker program and bring back to the next mechanical committee for further discussion. GABBY DAYS Aldermen Nelson asked if the city wanted to hold gabby days this year. Discussion about holding an electronic day prior to Gabby days or following gabby days took place. Alderman Hartford explained that some of the residents might not be able to take items to a central location for pickup and it would be more convenient for residents to place the items on their terrace as done in the past for gabby days. Aldermen Schenck explained that he wants to find a way to provide the service to the community but look at a way that would be more efficient for the city. The city will need to schedule a date within the next few weeks for gabby days. Alderman Nelson stated that the gabby day is a needed service for the community. Interim Public Works Director Bill Terry will bring back additional information. PARKING AT THE INDUSTRIAL PARK This will be moved to the next legal and ordinance committee. TRACTOR PURCHASE Interim Public Works Director Bill Terry prepared a memo regarding a tractor purchase. The city received three quotes and the recommendation is to go with the low quote that offers a longer warranty. Purchasing the tractor rather than leasing the tractor will save the city money over the long term. The FY 2012 budget in the street department has $17,500.00 in the budget for lease. The FY 2013 budget has $13,300 for a lease. $3300.00 from the FY 2011 surplus money to offset the purchase. The water department has $18,500.00 budgeted for FY2012. The expense for their tractor is $15,400.00 that is already in the budget. The sewer budget has $30,000.00 budgeted in the current year. If the city would purchase the tractor for him it would be a$9,900.00 that would need to be expensed out in FY 2013 through an accounting function. The total expenses would be $70,400.00 from water and sewer and $30,800.00 from the street department. Motion and second were made by Aldermen Nelson/Ellis to send to council for approval. The motion carried by voice vote and was unanimous. 4T"AVENUE LIGHTING Discussion took place regarding the lighting along 4th Avenue specifically at Stonegate and Pecan Street. The city looked at this area and contacted Ameren about getting two lights in the area and see what the additional cost would be. Additional information will be brought forward for further discussion. The Streets & Garbage Committee adjourned. IAKE, BUILDINGS & GROUNDS ALDERMAN ERIC SCHENCK, CHAIRMAN(Absent) Alderman Nelson (temporary ChairJ INSURANCE RENEWAL FOR THE CITY OF CANTON City Administrator Jim Snider explained that the renewal is for Rick Semonis for our health care insurance negotiations. The cost is $3000.00 for a contract for his services. Motion and second were made by Aldermen Ellis/Hartford to send the request to council for approval. The motion carried by voice vote and was unanimous. The Lakes Building and Grounds Committee adjourn at 8:28pm PUBLIC WORKS, WATER & SEWER ALDERMAN GERALD ELLIS, CHA/RMAN BID RESULTS FOR FIRE DEPARTMENT TRAINING CENTER IMPROVEMENTS This item will be held over until next month to wait on possible funding sources. BID RESULTS FOR FORMER IH SITE CONCRETE CRUSHING Laverdiere submitted a bid of 5%. The estimate would be 4000-5000 tons of rock. The city would get 200-250- tons. Motion and second were made by Aldermen Ellis/Hartford to send to council for approval. The motion carried by voice vote and was unanimous. APPLICATION FOR PAYMENT NO 7 FROM LEANDER CONSTRUCTION INC FOR WWTP UV DISINFECTION PROJECT IN THE AMOUNT OF 5607.475.36 City Engineer Keith Plavec explained that the project is 85% complete. April 1, 2012 is the substantial completion date with May 1, 2012 as the final completion date. The project will be paid from bond funds. Motion and second were made by Aldermen Ellis/Nelson to send to council for approval. The motion carried by voice vote and was unanimous. DISCUSS CANTON WATER PLANT FILTER REPAIRS Keith Plavec is requesting that this item be placed out for bid. Motion and second were made by Aldermen Ellis/Schenck to send to council for consideration.
