Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. This includes all funds, but a significant portion of the funds are restricted. The schedule of investments reflects the total investments at the end of the month were 5.6 million dollars. Motion and second were made by Aldermen West/Nelson to accept the minutes, bills and treasurer's report and minutes as presented and place them on record. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: Finance- Alderman Craig West, Chairman APPLE IPAD PURCHASE City Administrator Jim Snider explained that he has obtained quotes for the purchase of 16 IPADs for the aldermen and department supervisors A budgeted amount of $21,000.00 for the purchase of the IPAD's and the software required is being suggested by City Administrator Jim Snider. A report will be prepared on who is purchasing their own IPAD's. Attorney Peterson wil) prepare a waiver for those wishing to purchase the IPAD's. A decision would need to be made on if the purchase will be for an IPAD2 or the IPAD3. Discussion took place regarding the difference between the two versions of the IPAD. One of the most significant differences is the resolution on the camera and on the screen. For the purpose of the City Council it was determined that the IPAD2 would be sufficient. Further discussion took place regarding creating a hotspot at the depot for the use of the IPAD's and the required software needed for the IPAD's. FY 2011 surplus will be used for the purchase of the IPAD's. The specific changes involve insurance for various events. A certificate of insurance would be required for items listed on the last page. Motion and second were made by Aldermen Fritz/Nelson to adopt the form. The motion carried by voice vote and was unanimous. Community & Industrial Development- Alderman leremy Pasley , Chairman BLACK CROW CANDLE FACADE REQUEST Alderman Pasley recommended holding this item for future discussion. 3 Negotiations, Grievance & Personnel- Alderman Dave Pickel, Chairman Nothing for Council Action COMMUNICATIONS FROM MAYOR: JONES PARK CLEAN UP DAY Mayor Meade explained that the clean- up day in Jones Park is this Saturday at 9:OOam. Individuals will need to bring their own tools and rakes. A prep day will be held on April 21 starting at 8:OOam with a planting day of May 5, 2012 at 8:OOam. PUBLIC HEARING/ CITY'S POLLUTION PREVENTION PLAN (PPO) THE COMBINED SEWER OVERFLOW (C501 SET FOR MARCH 22, 2012 AT 5:30 PM A public hearing for the City's pollution prevention plan will be held March 22, 2012 at 5:30pm at the historic depot. EMERGING TRENDS A presentation will be held on March 26, 2012 at 7:00-8:30pm at the Donaldson Center about the new synthetic Drug Ordinance and information pertaining to the drug. KIOSK Construction for the kiosk is scheduled to begin tomorrow. BURNING CAUTION Chief Frank reminded everyone to use caution when burning outside. LIQUOR LICENSE COMPLAINCE CHECK Mayor Meade indicated that a liquor compliance check took place yesterday and all but one passed. This compliance check was much better than the last check. 4 OLD BUSINESS NEW BUSINESS AN ORDINANCE AMENDING TITLE 10 ZONING REGULATIONS, CHAPTER 15 (GENERAL PROVISION, SECTION 10-15-24) SIGNS OF THE CANTON MUNICIPAL CODE (1sT READING) AN ORDINANCE DELETING CHAPTER 3(MISDEMEANORS) OF TITLE 6(POLICE REGULATIONS) AND AMENDING CHAPTER 1(NUISANCES) OF TITLE 7(HEALTH AND SANITATION) OF THE CANTON MUNICIPAL CODE (15T READING) A RESOLUTION APPROVING AN ECONOMIC DEVELOPMENT SERVICES AGREEMENT BETWEEN THE SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVEIOPMENT AND THE CITY OF CANTON AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON, ILLINOIS # 3979 Motion and second were made by Aldermen Hartford/Pickel to approve the resolution and place it on file.
