Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. The motion carried by voice vote and was unanimous. BILLS Motion and second were made by Aldermen West/Nelson to accept and pay the bills as presented. The Water and Sewer fund had a gain of $229,331.00. Motion and second were made by Alderman Ellis/Nelson to accept the Treasurer's report as presented. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: FINANCE- ALDERMAN CRAIG WEST, CHAIRMAN PURCHASE OF NEW DETECTIVE VEHICLE Chief Taylor reported that he is requesting the purchase of a new detective vehicle. The state bid was received in the amount of $18,400.00 from Green Chevrolet. Art Hossler will match the state bid and Davis Ford would offer the $24,000.00 with a$2,000 rebate and a$4,000.00 trade. The final price would be $18,376.00 Motion and second were made by Aldermen West/Nelson to approve the purchase from Davis Ford in the amount of $18,376.00. The purchase price of a scanner is $995.00. The desktop deposit currently being used for Wells Fargo may work with the system but the price of the new scanner was obtained in the event that the current scanner would not work with the new system. A one- time installation fee and monthly charge of $50.00 and a five cent per check fee for each check scanned would be charged. PURCHASE OF NEW DOORS FOR STREET DEPARTMENT The low bid for the street department doors was obtained from Wayne Dalton in the amount of $10,149.00. LEGAL & ORDINANCE- ALDERMAN JEFF FRITZ, CHAIRMAN ANIMAL CONTROL AGREEMENT The City Administrator and the County Administrator will be meeting with the States Attorney John Clark to discuss an agreement on January 6, 2011. Additional information will be presented for further discussion. ONE WAY ALLEY The recommendation is to have an alley at Locust to Liberty Place one way going south. PUBLIC PARTICIPATION AT COUNCIL MEETINGS Last week Alderman Fritz raised the point that agendas are often not completed until the end of the day of Friday, past the deadline for someone to request public participation. However a citizen may need to view the agenda first in order to determine if they want to comment at the next meeting. As the majority of action items come from committee, you could leave the current rules in place. Although a citizen may not view the actual agenda until past the deadline to request participation, the items that are passed from committee to council give an accurate view of what will be discussed. The suggestion is moving the deadline for written request from Friday at noon to Monday at 5:OOpm. If submitted on Monday, then the speaker's names 5 wouldn't be on the agenda, but they could still be identified to the council and media prior to the meeting. The agenda would still list public participation as a general category and up to 5 speakers would still be allowed to speak. Since no action is taken on the matters mentioned by the public, unless separately listed on the agenda, you would not be in violation of the open meetings act. COMMUNITY & INDUSTRIAL DEVELOPMENT- ALDERMAN 1EREMY PASLEY, CHAIRMAN Nothing for Council Action NEGOTIATIONS, GRIEVANCE & PERSONNEL- ALDERMAN DAVE PICKEL, CHAIRMAN Nothing for Council Action COMMUNICATIONS FROM MAYOR: COMPUTER AND ELECTRONIC RECYCLING The state of Illinois changed the laws for computer and household recycling effective January 1, 2012. The following electronic devices are banned from landfills. • Televisions • Converter Boxes • Scanners • Computers • Electronic Key Boards • Monitors • Satellite Receivers • Faxes/Printers 6 • Video Games • DVD Players • Music players Currently the health department is a registered drop off site for electronics. Eagle Recycling will take electronics at their Galva Illinois location. The Salvation Army accepts computer related electronics. HOLIDAY UPDATE City Hall will be closed on the Monday after Christmas and the Monday after New Years. The mechanical committee meeting originally scheduled for December 27, 2011 will take place after tonight's Council meeting. No meeting will be held on December 27, 2011. Jim Elson is proposing the subdivision into two lots. Brinshore would purchase the east property. The planning and zoning committee approved the proposal and Maurer and Stutz is in approval.
