Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: Public Safetv & Traffic - Alderman !im Hartford, Chairman 1. REQUEST TO ADOPT PROJECT BESTOW AS THE POLICE DEPARTMENTS WELLNESS PROGRAM The wellness program will become part of the department's incentive program. Currently $7,000.00 is budgeted for the wellness program. Motion and second were made by Aldermen Hartford/Nelson to adopt project BeStow as the police departments wellness program. HOTEL/MOTEL TAX FUND REQUEST FOR NORTHWESTERN UNIVERSITY SCHOOL OF STAFF AND COMMAND. The Canton Police Department will be hosting the school of staff and command on October 17, 2011. The training is a 10 week course for upper management training. The event will be held at the new Harvester Inn. A fee of $3,000.00 will be charged for the event. Chief Taylor secured $2000.00 for the training, but requested $1000.00 from the hotel/motel tax fund. Motion and second were made by Aldermen Hartford/Pickel to approve the hotel/motel tax fund request in the amount of $1000.00 for the Northwestern University School of Staff and Command. Alderman Fritz explained that he is not comfortable with the request. The City went to the hotel back in April and secured the hotel and does not feel that the City should try to scramble to come up with funds and take the funds from the hotel/motel tax fund. Alderman Fritz would like to amend the motion to take the funds from the general fund. A RESOLUTION IMPOSING A MUNICIPAL BOND FEE FOR THE CITY OF CANTON Previously only the sheriff dept could impose a bail bond fee for processing. On August 15, 2011 house bil) 1339 passed to allow municipalities to charge up to a$20.00 bail bond processing fee. The fee would be imposed to help offset fees assessed to the city. Motion and second were made by Aldermen Hartford/Nelson to approve the resolution imposing a municipal bond fee for the City of Canton. Chairman Lake, Buildinqs & Grounds - A/derman Eric Schenck, Chairman 1. UNAUTHORIZED BOAT DOCKS AT CANTON LAKE Previous discussion took place regarding a public boat dock at the Canton campground area of the lake. Motion and second were made by Aldermen Schenck/Pickel to have the public works staff contact the people who currently have boat docks at the campground area and inform them of the intent of putting in a public boat dock. The people with current boat docks would be notified to remove their boat docks in a timely fashion. The motion carried by voice vote. Public Works, Water & Sewer - Alderman Gerald Ellis, Chairman 1. AMEREN EASEMENT FOR ELECTRICAL SWITCH CABINET- COOK POLYMER Motion and second were made by Aldermen Ellis/Pickel to allow the Ameren easement. The motion carried by voice vote 2. APPLICATION FOR PAYMENT NO 3& FINAL FOR ENTERPRISE DRIVE CULVERT REPLACEMENT PROJECT FROM OTTO BAUM IN THE AMOUNT OF $10,913.00 Motion and second were made by Aldermen Ellis/Nelson to approve the application for payment from Otto Baum in the amount of $10,913.29. APPLICATION FOR PAYMENT NO 1& FINAL FOR CHESTNUT STREET RETAINING WALL PROJECT FROM OTTO BAUM IN THE AMOUNT OF $9,600.00 Motion and second were made by Aldermen Ellis/Pickel to adopt approve the application for payment for the Chestnut Street retaining wall project from Otto Baum in the amount of $9,600.00. APPLICATION FOR PAYMENT NO 5& FINAL ALONG WITH FINAL CHANGE ORDER FOR CHESTNUT STREET EXTENSION PROJECT FROM O1T0 BAUM IN THE AMOUNT OF 516,795.58 WITH EXTENDED COMPLETION DATE. Keith Plavec explained that the total dollar amount of the request is $68,508.08. The change order is $16,795.58. The final contact price is $285,510.08. Motion and second were made by Aldermen Ellis/Pickel to approve the application for payment no 5& final along with final change order for Chestnut Street Extension project from Otto Baum in the amount of $69,508.08. APPLICATION FOR PAYMENT NO 1 FOR WWTP UV DISINFECTION PROJECT FROM LEANDER CONSTRUCTION IN THE AMOUNT OF 558.405.05. Motion and second were made by Aldermen Ellis/Hartford to approve the application for payment No 1 for WWTP UV Disinfection project from Leander Construction in the amount of $58,405.05 from bond funds. MFT PAPERWORK (MAINTENANCE ENGINEERING TO BE PERFORMED BY A CONSULTING ENGINEER & MUNICIPAL ESTIMATE TO MAINTENANCE COSTS. Keith Plavec explained that this is a contract with Maurer and Stutz to help with the with construction services for the pavement and the sidewalk. The fee was based on a percentage. The total cost is $12,096.02. Motion and second were made by Aldermen Ellis/Nelson to approve the MFT paperwork not to exceed $12,096.02. PROPOSAL FOR ASH STREET IMPROVEMENTS & WRITTEN APPROVAL OF THE PROJECT TO PROCEED WITH DE MINIMIS PROCESSING & FINDING. Keith Plavec explained that the Ash street project is being proposed along 16t" and 20th Avenue. The storm water will be heading towards 20t" Avenue going north and then discharging across the park district property. Keith further explained that when improvements are done across the park district property the de minimis processing must take place. Keith completed the period to receive comments and the park district has signed off on the paperwork. The City is now required to give their final sign off. The City of Canton will provide funding to purchase root production method trees to be planted at selected areas to replace any impacted trees at a 1/1 ratio. Some tree removal is being considered to install a pipe. Motion and second were made by Aldermen Ellis/West to approve the proposal for Ash Street Improvements & written approval of the project to proceed with De Minimis processing & finding. Meade Appointment- Plannin~ and 2onin~ Mayor Meade appointed Ed Patton to the planning and zoning committee. Motion and second were made by Aldermen Hartford/Nelson to approve the appointment. The motion carried by voice vote and was unanimous. Appointment- Police Auxillarv Officer Mayor Meade appointed Kelly Kenser as a police auxiliary officer. Motion and second were made by Aldermen Nelson/Ellis to approve the appointment. The motion carried by voice vote and was unanimous. Appointment- Citv Treasurer Mayor Meade appointed Nicole Marter to the position of City Treasurer. City Administrator Jim Snider reported that Nicole is a native of Canton and holds a bachelors degree in accounting. Nicole has worked six years at Caterpillar in the parts department. Nicole seems interested in a career in Canton and her qualifications are strong. One of the candidates interviewed made too much money to accept the treasurer's position. Nichole will be starting October 17, 2011 at a salary of $34,174.67. Motion and second were made by Aldermen Ellis/Pickel to accept the appointment of Nichole Marter as the City Treasurer. The motion carried by voice vote and was unanimous. Grand Openin~- Harvester Inn The grand opening for the Harvester Inn/Chestnut Street opening will be held on October 21, 2011 at 11:00 am. The public is invited. Special Event License Mayor Meade explained that some road closures have taken place without the consent of the council during recent special events. Attorney Peterson sent a letter out to all of the bar owners reminding them that city council approval is needed to close a road. Today the owner of Billy's requested a special event for this coming weekend. This request did not come in time for the agenda, but a general opinion could be gathered to allow the event for the weekend. The Mayor would allow the event this time for Billy's but going forward all establishments would need council approval for street closures. The building permit process is separate from the special use permit that allows the operation of a daycare. The comptroller brought to the cities attention that the check was canceled so no building permit is opened.
