HomeMy WebLinkAbout09-27-2011 Mechanical Minutes I THE CITY OF CANTON Mechanical Committee Meeting September 27, 2011 6:30 pm Historic Depot, 50 North Fourth Avenue Donald E Edwards Way Canton IL 61520 Aldermen in attendance: Aldermen Hartford, Pickel, Fritz, Ellis, Nelson, and Schenck Absent: Aldermen Pasley and West Staff in attendance: Mayor Kevin Meade, City Attorney Chrissie Peterson, City Administrator Jim Snider, City Comptroller Caty Campbell, Fire Chief Keith Frank, Police Chief Dan Taylor, City Engineer Keith Plavec Others in audience: Phil Fleming, Dan Oaks, Kevin Stephenson, Cindy Lewis, George Hall Media in attendance: John Froehling, Canton Daily Ledger Public Safety & Traffic Alderman Jim Hartford, Chairman Police Report - New officers lan McDowell and Darren Donald began at the Police Training Institute in Springfield this week. Proiect BeStow - This is a wellness program for the police department, standing for Beyond Survival For Officer Wellness. This program is tailored more to the specific needs of their officers._They have named 15 department members to their wellness team. They are looking for council approval to replace the City's wellness program with this BeStow program. Motion and Second by Aldermen Hartford/Nelson to sent to council for consideration. All Ayes, Motion carried. Hotel/Motel Tax Request for Northwestern Universitv School of Staff and Command -This training will begin October 17th and continue for 10 weeks alternating on and off, and will be held at the Harvester Inn. Chief Taylor is asking for the final $1,090 to be paid from the hotel/motel tax fund. He said the attendees will be staying/eating/shopping and buying gas in our city. Alderman Fritz stated that while he was in favor of the training, he was not sure this was an appropriate use of money from this fund. Motion and Second by Aldermen Hartford/Ellis to sent to council for consideration. All Ayes, Motion carried. Bail Processin~ Fee - Chief Taylor explained that the Sheriff's Department charges a fee of $7 to process offenders, so many will come to the Canton Police Department to be processed since there is no charge. H61339 now allows municipalities to charge up to a$20 fee. Any new fee charged could now be put back into a fund to offset correctional procedure costs involved. ! Motion and Second by Aldermen Hartford/Ellis to have Attorney Peterson draft a resolution instituting a fee of $10. Motion and Second by Aldermen Nelson/Hartford to amend original motion to have Attorney Peterson draft a resolution instituting the maximum fee of $20. All Ayes, Motion carried. Fire Report -Chief Frank reported that the Fire Safety House is being repaired by the CHS Building Trades class. Ashwood's Pool Hall building at 42 W. Chestnut was deemed not fit for occupancy. Firefighter Blake Flickinger has completed and will graduate from the Fire Academy. The Public Safety & Traffic Committee adjourned at 6:50p.m. Streets & Garbage Alderman lustin Nelson, Chairman Ameren Franchise A~reement Ne~otiations - Jim Snider reported that the 50 year franchise agreement with Ameren expires in October. His report enclosed in the agenda packet provides a summary of what Ameren is offering and how it compares to other cities. Negotiations will be ongoing. The Streets & Garbage Committee adjourned at 6:52pm. lake, Buildings & Grounds Alderman Eric Schenck, Chairman Hanson Trail Presentation - Ms. Cindy Loos of Hanson Professional Services presented the plan for an 8-mile trail to be built for the park district, linking Wallace Park to Lakeland Park and eventually to Fourth Avenue. Hopes are to start design work next year. She will present the plan again at the Canton Park District monthly meeting on 9-28-11. Camp~round Improvements and Beach Area - Improvements, including a new roof, have been made to the beach house. Alderman Ellis would like to take more action now at the end of the season to get work done while campers are not present, such as leveling and enlarging sites, improving showers, improving landscaping. Water Superintendent Greg Pollitt will speak with the campground hostess to compile a list of needed improvements. IDNR funding opportunities were mentioned as a way to improve or design a bath house/recreation /social center. Moving of the disposal site was also mentioned. Unauthorized Boat Docks - Several docks have been constructed, some appearing to be not very safe or secure. There is a need for a public boat dock facility that is safe and of good quality. At this time, the focus is on removal of unauthorized docks in the campground area, not the entire lake. Motion and Second by Aldermen Schenck/Hartford to ask owners of these unauthorized docks to remove them from the campground area in anticipation of building a new public dock. All Ayes, Motion carried. Keith Plavec gave a quick report of where the City stands with the water line project from the Illinois River. The City is under contract with Leander Construction, who is waiting for a 14" valve. The project 1 should be completed in about 30 days after receipt of this valve. In early November, the City should be able to bring water in and begin processing. The Lake, Buildings & Grounds Committee adjourned at 7:20p.m. Public Works, Water & Sewer Alderman Gerald Ellis, Chairman Application for Pavment No. 3& Final for Enterprise Drive Culvert Replacement proiect from Otto Baum in the amount of $10,913. Motion and second were made by Aldermen Ellis/Nelson to send to Council for consideration. All Ayes, Motion carried. Application for Pavment No. 1& Final for Chestnut Street Retainin~ Wall proiect from Otto Baum in the amount of $9,600.00. _Motion and second were made by Aldermen Ellis/Schenck to send to Council for consideration. All Ayes, Motion carried. Application for Pavment No. 5& Final alon~ with Final Chan~e Order for Chestnut Street Extension proiect from Otto Baum in the amount of 516,795.58, with extended completion date. Motion and second were made by Aldermen Ellis/Schenck to send to Council for consideration. All Ayes, Motion carried. Application for Pavment No. 2 and Final for Citv Hall Generator Wall proiect from Otto Baum in the amount of 512.997.10. Motion and second were made by Aldermen Ellis/Hartford to send to Council for consideration. All Ayes, motion carried. Application for Pavment No. 1 for WWTP UV Disinfection proiect from Leander Construction in the amount of $58, 405.05. Motion and second were made by Aldermen Ellis/Schenck to send to Council for consideration. All Ayes, motion carried. MFT Paperwork (Maintenance En~ineerin~ to be performed bv a consultin~ En~ineer & Municipal estimate to maintenance costs. Motion and second were made by Aldermen Ellis/Schenck to send to Council for consideration. All Ayes, motion carried. Alderman Schenck asked how to go about identifying, prioritizing, and funding additional sidewalk projects. Keith Plavec said he and Bill Terry had decided that the steps should be to first create an inventory of the sidewalks, then examine sidewalks around the schools, nursing homes, downtown, etc. Then the City should look to additional funding sources like the Safe Routes to School grants. Proposal for Ash Street Improvements & Written Approval of the Proiect to Proceed with de minimis Processin~ & Findin~. Keith Plavec reported that the drainage at 20t" Avenue on the south side was a huge issue, discharging onto park district property. The City has to go through a de minimis process to develop a public project on park district property. As part of the process, the City needs to obtain a permit and must replace any qualifying trees that have to be removed. Emer~encv Repairs to WWTP - Jarvis welding was called in to repair corroded troughs at a cost of $5,010.00. t' Illinois River Correctional Center Utilitv Bill - With the State of Illinois in a deficit, the water bill for the IRCC is always delinquent, usually to the amount of around $70,000 to $80,000 per month. Currently, their balance stands at $233,000. This is not unusual as compared to other cities in Illinois. This was just an informational item and the council will be kept informed. Alderman Schenck requested an update on the Streetscape plan. Keith Plavec reported that some new lighting has been installed, and that he just received a revised plan from Teska & Associates which calls for bid letting in January or February followed by final design action. IDOT has asked to expand the project intersections and may be willing to work with the City regarding the additional costs that would be incurred.
