Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. The motion carried by voice vote and was unanimous. COMM/TTEE REPORTS: Public Safetv & Traffic - Alderman Jim Hartford, Chairman Police Deaartment Staffin~- Reauest to hire two officers and make one temnorarv appointment Chief Taylor explained the need to hire two additional officers to bring the staff up to the 24 officers required by ordinance. Previous discussion took place about the staffing needs and the budget concerns. In 2010 approximately 105 arrests took place for possession of drug paraphernalia. Chief Taylor discussed the possibility of adopting an ordinance to have some of the funds from the arrests go into the police department budget. Chief Taylor requests the two additional officers be approved for the police department to bring the department up to the required 24 officers. Motion and second were made by Aldermen Hartford/Nelson to have the commission hire the two additional officers for the police department. Alderman Schenck asked if the budget would need to be amended to approve the additional officers for the department. City Administrator Jim Snider explained that the budget did provide for a contingency to hire additional officers. Further discussion took place regarding the financial impact of hiring the two new officers. Streets and Garba~e- Alderman Justin Nelson. Chairman Canton Football Fundraiser- Billv's Tap/Moore's Pub Motion and second were made by Aldermen Nelson/Ellis to approve the Canton Football Fundraiser with Billy's Tap and Moore's Pub and close down part of Elm and wrapping around to the beer garden by Billy's tap. The motion carried by voice vote and was unanimous. MFT Maintenance Pro~ram The maintenance program is divided into four separate forms by the Illinois Department of Transportation. Resolution for Maintenance of Streets and Hi~hwavs bv Municipalitv under the Illinois Hi~hwav Code in the amount of $380,000.00. Lake, euildinas & Grounds - Alderman Eric Schenck, Chairman Canton lake Bait Shop Proposal Alderman Schenck discussed some of the costs involved and made a few phone calls last week in regards to the proposed Bait Shop. Keith Plavec researched the cost to replace the roof, door and put in a security light to prevent vandalism. The City will later look at the water and sewer hookup. Motion and second were made by Aldermen Schenck/ Hartford to approve the Canton Lake Bait Shop Proposal and allow up to $1500.00 from the lake fund for repairs to the building and continue to look at the water and sewer hookup. Motion and second was made by Atdermen Ellis/Nelson to approve the application for payment from Leander Construction in the amount of $28,801.15. The motion carried. Chestnut Street extension aqplication for Pavment No. 2 from Otto Baum Inc. in the amount of $89,060.31 Motion and second were made by Aldermen Ellis/Nelson to approve the application for payment from Otto Baum Inc. in the amount of $89,060.31 Keith Plavec reported that the roadway will be paved on Thursday and Friday. The lighting is currently being reviewed for installation. The plan is to be completed within two weeks. Further discussion of the downtown parking will come to the next mechanical committee meeting. Citv Hall Generator wall Gate Keith Plavec explained the City received two proposals for the generator wall gate. The first estimate was in the amount of $3500.00. The second proposal was in the amount of $5,051.81. Motion and second were made by Aldermen Ellis/Hartford to approve the proposal for $5051.81 from Illinois Valley. The properties are located at: 129 East Ash 676 North 8th Avenue The invoices will be paid from the bond funds. Meade CHS STATE BASS FISHING CHAMPIONSHIPS Mayor Meade presented a proclamation to CHS for the bass fishing championships. Whereas, in 2009, the Illinois High School Association set a precedent for sports across the nation by sanctioning the first ever High School Bass Fishing Championship, and Whereas, this competition is attracting a diverse group of schools and students, from very urban to very rural, and Whereas, Canton High School competed in the Illinois State Bass Fishing finals held at Carlyle Lake on June 16-17 with team members of Denton Cox and David Weyers, under the direction of Coach Chuck Davis and Assistant Coach Jerry Welker, and Whereas, the fishing duo of Cox and Weyers landed a 2-day total of 5 fish with a combined total weight of 141bs, 6oz. to win the state title, and Whereas, this victory represents the first team-sport title in 83 years for Canton High School, Now, therefore, I, Kevin R. Meade, Mayor of the City of Canton, Illinois, so hereby proclaim July 6, 2011, as "Canton High School Bass Fishing State Champions Day" and encourage the community to observe their accomplishment BRIGHT SPOT AWARD- BRUCE AND SALLY HEBB Congratulations to the July 2011 Bright Spot award recipients Bruce and Sally Hebb of 356 S. Main Street, Canton, IL. The site features a beautiful, multi-colored display of annuals and perennials. Drive by and take a look. The Hebb home features luscious hanging baskets of pink impatiens on the front porch above large pots of purple petunias, red geraniums and peach verbena. These are surrounded by chrysanthemum plants that will add splendid color in the fall. Motion carried by voice vote and was unanimous. Fireworks Displav Mayor Meade reported that the firework display last night went very well. Parlin In~ersoll librarv Annual Report Mayor Meade explained that the annual report will be on file for anyone that would like to review the report. Mayor Meade further discussed the asset Canton has with Parlin Ingersoll Library and the staff. The library is supported by the Ingersoll Trust and encourages citizens to visit the library.
