HomeMy WebLinkAbout09-13-1984 Special Council Minutes 145 A Special meeting of the Canton City Council was held on September 13th, 1984 in Council Chambers, PLEDGE OF ALLEGIANCE OPEEND THE MEETING, FOLLOWED BY THE TNVOCATTON GIVEN BY CITY CLERK NANCY 4~HITES. Mayor Edwards asked for roll call at 6:55 p.m. Present: Aldermen Kovachevich, Hai_ranond, Savill, Sarff, Workman, Carl, Ma.y, Horr, Absent: None. THE PURPOSE OF THE MEETING WAS READ AS FOLLOWS: a, To hold a Public Hearing concerning the City of Canton's Community Development Assistance program application. b. To consider and take final action on a resolution committing the City of Canton in its ap~lication to the State of Illinois for a Community Development Assistance Program Grant. ~ ~ c. To consider and take final action on a resolution N establishing policy guidelines relating to the capitalization of loans made from the HHS/OCS W Loan Fund, m Q d. To consider and take all action acncillary to or reasonably necessary to implement the will of the Canton City Council relative to the foregoing matters, Mayor Edwards said th.e policy guidelines relating to the loans made ~rom the HHS funds, late yesterday it was determined that HHS funds were no~ going to be available if we did not get the movement on it qui~ck, Dave Dorgan Community Development Direc- tor,Jim Malmgren City Attorney and Joe Driscoll of Empire Plow, are meeting in Washington D,C, today. Dave called late today, he did not know what the outcome was going to be, but felt they were making some head way with HHS, And they asked us to pass the Resolution Establishing Policy Guidelines relating to the capitalization of loans made from the HHS/OCS Loan Fund; and possibly the resolution will need some amending when Dav~ and Jim get back, Council recessed at 7:00 p.m, to hold a public hearing, PUBLIC HEARING - COMMUNITX DEVELOPMENT ASSISTANCE PROGRAM APPLICA- TION - 7:00 P.M. Mayor Edwards asked if anyone in the audience wanted to give input? There was know one present asking to speak on the Community Development Assistance Program Applica~ion. Council reconvened in regular session at 7:01 p.m. RESOLUTION - COMMITTING TH~ CITY OF CANTON IN ITS APPLICATION TO THE STATE OF ILLINOIS FOR A COMMUNITY DEVELOPMENT ASSISTANCE PRO- GRAM GRANT. First reading, read in its entirety. Motion by Ald- erman Savill, second by Alderman Sarff the resolution be adopted. Roll call, AYES: Aldermen Horr, r~ay, Carl, Workman, Sarff, Savill, Ha~mond, Kovachevich, NAYS: None. Motion carried. Resolution being ~~1048. I~ESOLUTION -ESTABLISHING POLICY GUIDELINES FOR THE SECURING OF LOAN FUNDS TO BE DISBURSED BY THE CITY OF CANTON F~.~M THE DEPART- MENT OF HEALTH AND HUMAN SERVICES/OFFICE OF COMMUNITY SERVICES $1,000,000.00 LOAN FUND. First reading, read in its entirety. Alderman Savill asked if this resolution will be amended? Mayor Edwards said its possible. Motion by Alderman Savill, second by Alderman May, the resolu~ion be adopted, Discussion. Alderman 146 CONTINUED SEPTEMBER 13TH, 1984 Horr asked if it would take 2/3rds vote to put it back on the floor? Mayor Edwards said we would just offer an amendment. Alderman Horr asked about ~he 133%. Mayor Edwards said he thought it was low for security, and asked Alderman Carl if it was, and Alderman Carl agreed that it was, Alderman Horr said he didn't want to hurt some little business, And he also asked if it could be amended? Mayor Edwards said he thinks they'll probably require we have the 133% in there. But the question certainly can be asked. Alderman Workman asked about the 133%, if Empire Plow will g3ve us something in th~ form of negotiable bonds, or, guarantee that it will amount to this much money? Ma.yor Edwards said i~ will be more then what they borrowed. Roll call, AYES: Aldermen Kovachevich, Hammond, Savill, Sarff, Workman, Carl, May, Horr. NAYS: None. Notion carried. Resolu- tion being ~k1049 , Mayor Edwards said ~hat 'd' to consider and take a11 action ancil- lary to or reasonably necessary to implement the will of the Canton City Council relative to the foregoing matters, would not be needed, AD.TOURNMENT: Motion by Alderman Savill, second by Ald~rman Sarff, to adjourn.
