A regular meeting of the Canton City Council was held on December
17th in Council Chambers.

P~ayor Edwards asked for roll call at 6:30 p.m. Present: Aldermen
Kovachevich, Zilly, Falcone, Sarff, Bohler, May. Absent: Aldermen
Workman, Chapman. (Alderman Ulorkman was ill and Alderman Chapman
had another meeting).

BILLS FOR NOVEMBER. Motion by Alderman Kovachevich, second by Alderman
May, all bills be paid. Roll call. AYES - Aldermen May, Bohler, Sarff,
Falcone, Zilly, Kovachevich. NAYS - None. Motion carried. 6 ayes
0 nays 2 absent.
CONI~NNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Cliff presented a
certificate to Tracie Skaggs from the Illinois Department of Trans-
portation. She attended a school on Surveying and a school on
Proportioning Asphalt. Cliff said that every year we have to hire an
outside consultant to proportio.n our ~:sphalt for any MFT expenditure.
Tracie received a perfect score on the final exam,
Cliff presented a plaque to Dave Dorgan who is leaving the City's
employment to move to Richton Park as Villa~;e Manager. The plaque

Cliff and Larry Dutton Wastewater Supt, attended a meeting with CM&T
the City's consulting engineers. The project that has been handled
by Garry Heinking, has now been turned over to about 4 engineers to
complete. It is in good hands, and is proceedin~ properly. The bid
letting date is scheduled for December 21st.

Also Cliff said he attended a meeting with the Glestern Illinois
Coalition of the Chamber of Commerce's, Three from Canton attended
the meeting. The Chamber of Commerce o~ ~'eoria, Canton, Quincy,
Ma.comb, and Carthage and several other communities have agreed to
try to receive road improvemen~s.
The notice was submitted to the local papers and it will be in
Wednesdays paper asking for construction work on the two sewer projects.

Steve Larsen said the bond market is the best its been in 6 years. Its
an excellent time to bring your bonds to market.

We applied for bond insurance, and we were not accepted, We
applied to one insurance company Ernbeck, there are three others,
they have minimal lev~lof $2 million. We weren't even able to
apply to them. Embeck did not qualify the issue. I recommended
to Dave Dorgan and Jim Malmgren that we go in non-rated rather then get
in a rating, I think that helped us also.
Mr, Larsen said its an excellent rate, and we have four good bidders.
Alderman Sarff was excused at 7:10 p.m.
Dave Dorgan said he sent a application for the Enterprise Zone Funds ~
that will be made available to our legislator thru DCCA, And that
was a$50,000 grant to the city, What we made application for was the
ability to use $20,000 of that on infastructual improvements in the
Enterprise Park, And $30,000 of that to be relent to available
business's that would locate in the Enterprise Zone.
Dave reported that he was instructed by the committee to check into
the Rushford Parking Lot and bring back a report. We are in a thirty
year agreement . The mayor and i feel we don't have any business owr~.ix~g
this lot. Thefigures I have received from Pat Wright City Treasure, we
have about $20,000 in the parking lot. To ~ate Dr. Rushford has paid
the city $6,500 in fees, It cost $65.00 a space for 25 parking spaces,
I tal.ked to Dr. Rushford and reported to him that we had slightly over
$20,000 in the lot. And if we were to get our money back out of it,
we would need $14,000.
It seemed to be an acceptable price to him. And he wants us to
consider taking thisunder a contract. Dave recommended what he con-
sidered a fair and equitable way to handle this is to allow him takin~;
this under a contract, with $4,000 down payment with a 5 year contract
at 5% annual interest. Under the lease arrangement we have now, we
have not kept up with certain provisions, such as stripeing, li~;hting
and landscaping of the 1ot.
This is to be sent back to the Mechanical Comm~:ttee meeting on
December 23rd.
Have been working on the B& K Foundry proposal. tae had approved a ,
loan of $1q0,000 to B& K contingent upon gettin~ bank financing and
state dollars. We have been moving right along on the bank financing
and we are coming close with putting togather a package.
Dave commented that he enjo~edworking for the City of Canton. T feel
like I've been associated with a very fine group of peopl.e such as
Dept, heads, City Council and all the elected officials. I've learned
a great deal here, I feel like always a great deal of what a person
does in life stays where you are, and i feel like a part of ine will
always be in Canton.
Alderman Kovachevich told Dave that its been a pleasure to work with
you, you've been a real assest to the City and were going to m,iss you.

to provide the labor to repair the roof of the Ma~soleum in Greenwood

Derenzy be allowed to construct a temporary enclosure for Gale'~s

Negotiations, Grievance & Personnel,
Council Action
Motion by Alderman Zilly, second by Alderman Kovachevich, the city
pay the $100 deductible for repairs to Dave Dorgan's car since he
was on city business at the time of the accident. Roll call, AYES-
Aldermen Kovachevich, Zilly, Falcone, Bohler, May, NAYS - None.
Motion carried. 5 AYES 0 NAYS 3 ABSENT.
Informational: The consideration of the life insurance offered to
the city employees by the committee was recommended at the December
~ lOth meeting to not offer the insurance ~o the employees at this time,
~ There was no guarantee that all applicants would be accepted into the
group plan.

Alderman Zilly complimented Dave Dorgan for the fine job that he has
done to get B& K Foundry into the community.
Legal & Ordinance.
Council Action
None.
The city clerk made a presentation for a different copy machine for
her office and the Public Safety Building. The copier for the city
clerk's office is a Xerox 1040 at a cost of $270.34 per month. The
Public Safety Building copier will be a Xerox 1025 at a cost of $84.69
a month.
Motion by Alderman Falcone, second by Alderman May, the approval for
the purchase of both of these machines. Roll ca11. AYES - Aldermen

RE: PARKING SPACES - 53 WEST ELM STREET
Recent comments by Council members and recent articles in
the Daily Ledger have prompted me to make this statement regarding
the two parking spaces at 53 Wes~ Elm Street in .front of the news-
paper office.
First of all permission was never granted .for the removal of
these spaces, I stated at a recent committee meeting that I onposed
this action at the time the Led~er placed the trees in these parking
places, However, I never had a chance to vote on this particular
item. The Traffic Committee took action and referred the plan back
to the City Council for action. As I recall, the plan was submitted
to the Council; however, the Council never acted on this plan.
The day the Ledger started work on the plan, I, acting as an
alderman, called the City Attorney, Bill Malmgren, at his office
and requested that he investigate the legals on this action. He
called Robert Fordyce, who was in charge at the Led~er, and requested
that he stop any work and come to the Council for permission.
The work was completed and the Council never took final action.

It is my opinion that the ground still belongs to the
City of Canton and that also the trees belong to the City.

Dear pon:
Please accept this as my letter of resignation from the Canton
City Council as alderman from Ward 2 effective Jan, l, 1986.
I apologize for this short notice, but I have taken a posi~ion
with the St. Louis Business Journal and it is imperative that
I begin employment on that day.
I have enjoyedmy short tenure on the City Council and hope I have
contributed to a small degree, to the betterment of our community.
The challenges are many in Canton, and I wish you continued good
luck in pursuing the redevelopment of this community. Thank you
for your leadership and energy in that pursuit.

Mayor Edwards said he was sorry to see him go, wished him the best for
~is family and himself, You've been a good alderman and you have
added a new spark to the City Council. You should be proud of your
term of alderman even as short as it was.
Motion by Alderman May, second by Alderman Bohler, to accept the
resignation of Pete Falcone to be effective January lst, 1986.
Discussion. Alderman May said we have had our differences about the
past. But I have nothing against you, T like you. I think your one

A few years ago we were looking for someone to replace our Community
Development Director and Cliff Sagaser was pushing very hard for Dave
Dorgan. He worked at Lewistown Illinois at that time. I met him at
different meetings, and the best thing I can say about him is he's
so easy to get acquainted with, Dave was hired and many many meetings
have been held with Dave, Cliff, Jim and myself, and anytime I have a
reall day to day problem I get these 4 people togather. That team is
going to be hard to replace.
Your greatest quality is your ability to communicate and work with
people. I'm proud your jumping ~o $10,000 in salary.
The B& K Foundry is alive because of the trust placed in Dave Dor~an. `
He possess extreme loyalty with the people he works for, He always
reserves final judgement until he can get back with the team or he
reports to the City Council.
Mayor Edwards presented a plaque to Da.ve from the City of Canton. It
reads...David M. Dorgan for service above and beyond the duty of office
with uncommon dedication, 1983-1985.

Dave said that Canton has been good to me and alot of ine will remain
here and I hope to continue with contacts of this city, and wish you
the best.
OLD BUSINESS:
ORDINANCE - GRANTING A SPECIALUSE PERMIT TO RALPH T. BOYD AND VERA L.
BOYD AT 510 WEST OLIVE STREET, Motion by Alderman Falcone, second by
Alderman May, the ordinance be placed on the agenda for second reading.
Discussion. Alderman Falcone said that its acceptable to both sides
of this i~ssue as the matter is turned over to the Planning & Zoning
Commission at this time to issue findings of fact and as they have been
asked to do and now have star~ed to do. Voice vote, motion carried.
Motion by Alderman Falcone, second by Alderman Kovachevich, Boyd's
~ request be referred back to the Planning & Zoning Commission for find-
~ ings of fact. Voice vote, motion carried.
The report from the Planning & Zoning Commission was 6 pages in length,
all council members received a copy of the report.

that he hoped in the future the City Council begins to take a little
better control of the special use permits that are issued and that
this type o.f fact finding be done. And that both representatives of
Planning & Zoning and the City Council would give details of findings
of fact so that we can start getting a little better control.

ORDINANCE - AUTHORIZING THE ISSUANCE OF $1.65 MILLION S~[aER BOND ISSUE.
First reading, read by ~i~le, Jim Malmgren City Attorney reported
because the bond sale must be made this evening, or yet sometime this
month in order to avoid a special meeting, it would be necessary to
suspend the rules, And recommend that you avoid the expense of a
special meeting, in fact suspend the rules and place this ordinance
on its passage at first reading.
Motion by Alderman Zilly, second by Alderman May, the suspension of
the rules for the purpose of passing the ordinance. Roll call.

Trust Co be granted the bid of $1,650,000 sewer bonds, Roll call.
