PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY MAYOR DONALD E. EDWARDS, Mayor Edwards asked for roll call at 6:30 p,m. Present: Aldermen Kovachevich, Zil1y, Falcone, Sarff, Workman, Bohler, May, Chapman. Absent. None. COMNNNICATIONS FROM CLIFF SAGASER - CITY ENGINEER, The bid letting that was held at the last Streets & Garbage Committee, one of the bids was for a garbage truck, the bid was from Drake-Scruggs Equip, Inc, in the amount of $70,776, for a 1986 TH chasis with a Heil packer, The advertisement listed a 44,000 pound rear axle, that was in error, it should have read a 4~i,000 pound axle. The bia for Accelator repairs was from Pressure Concrete in the amount of $39,467; Wester Waterproofing bid was $65,700. ~ The thii~d bid was on roof repairs for the Comfort Station from Peoria ~ Roofing and Sheet Metal in the amount of $10,900. I since have N contacted them to see if the cost could be cut down.. Their bid was W for a 4 ply roof and they would be willing to take off $649 if we m eliminated one ply; if we would eliminate one ply and the gravel a but illuminize it then they would deduct $928. Cliff recommended we not award ~Chis work because of the cost and patch it up for a year until we see what were going to do with the building. The Pest Control Service was advertised ar~d Cliff talked ~o all 4 bidders and they all have insurance, and licenses from ~he State of Illinois. Powell's Pest Control and Spoon River Pest Control did not offer a price for yearly termite inspection, as they are willing to do it free . Cliff recommendation was to go with the lowest bidder if you can. Cliff said we will be placing the last part of the MFT work on the streets at lst Avenue at the R,R, crossing and Vine Street with the ~-11 ma.terial. At that time we will not be puttin~ the surfacing on Avenue B at the R.R, crossing, but ~he concrete work and the gravel work will probably be completed by Th~rsday. And the asphalt won't be put on itfor a few days after that. We mentioned at the committee we would be brin~ing this to you, because of the Accelator Repair bids, we want permission ~Co either buy a sandblaster outright, or receive bids on it, so that the city can perform a certain part o£ the work at the water plant. The sand- blaster's estimated cost is less then $2,500. We have to be able to perform our part of the work in the old Accel- ator whiel~? the water is down in it. The city employees will sand it down and paint it. Alderman Chapman wanted to know the make of it? Mayor Edwards said not to release the information and get several quo~es. Cliff said he would ge~ the quotes and bring back ta the comanittee. Alderman Chapman said you should have sandblasting sui~s for all city employees instead of face shields, because of being in a confined space it does get pre~Cty dusty. COMMUNICATIONS FROM DAVE DORGAN - BUDGET ADM. AND COMMUNITY DEVELOP- MENT DIRECTOR. On August 21st I attended a conference on Fair Labor Standard Act. I brought back several packets to digest. Will be talking to the city attorney and I will be taking it to the next Clerical Committee meeting. When you can, take a look at the Industrial Park, the IPR ~uilding is going up rapidly. It does look like a nice addition to the Industrial Park. Alderman Workman asked about the no charge fee given to IPR for their building permit? Dave Dorgan said tha~ was one of the incentives for our Enterprise Zone is tha~ a no cha~rge fee be given on a building permit. ~ ,~o CONTINUED SEPTEMBER 3rd, 1985 COMMITTEE REPORTS: Public Safety & Traffic. Council Action Motion by Alderman Falcone, second by Alderman Sarff, the fire chief ~ecommend to the Fire & Police Commission that a 60 day temporary appointment be made to fill a vacancy in the department, Roll call. AYES - Aldermen Chapman, May, Bohler, Workman, Sarff, Falcone, Zilly, Kovachevich. NAYS - none._ Motion carried. 8 AYES 0 NAYS 0 ABSENT. Alderman Workman said that the business of Star Deliver on Sam Scott Street and the house on the corner, facing 5th Avenue, the owner of the house has complained because the trucks swing way out into traffic on Sth Avenue into the north bound lane and this guy is afraid there will be a wreck, and the truck will wind up on his front porch. Mayor Edwards suggested to Alderman Workman that he get with Police Chief Bob Molleck. Cli~f Sagaser said it should be directed to the IDOT. Streets & Garbage. Council Action Motion by Alderman Workman, second by Alderman May, to accept the bid of Drake-Scrugg Equipmen~C Company for a garbage truck in the amount of $70,776. Discussion. Pat Wright City Treasurer said we had $73,000 set aside from Revenue Sharing for a garbage truck. The monies are to be paid from Revenue Sharing since their is enough money set aside. Roll call. AYES - Aldermen Kovachevich, Zilly, Falcone, Sarff, Workman, Bohler, May, Chapman. NAYS - none, Motion carried. 8 AYES 0 NAYS 0 ABSENT. Lake, Building & Grounds, Council Action Motion by Alderman Wo~kman, second by Alderman Chapman, to accept the bid of $10,900 from Peoria Sheet Metal to repair the roof on the comfort station, Discussion. Alderman Zilly felt the building is not used that much, an d feels we'd be better off selling it before we invest more money into. Alderman Falcone said he needed further information on options as to what could be done with ~he rnaintenance department and how much use the City ~omfort Station received. And the controversial 'what are we going to do with the museum.' And tonight we get a report from the city engineer to recomanend this lay over. And there's some other bid options that we have. So, I would vote against this motion to spend $11,000 on something were not sure of, Ray Hartle said the roof is in bad shape, it leaks all over. He said he wouldn't know where to begin to fix it, it would take thousands of gallons of ~~r. Alderman Falcone suggested someone meet with the Museum Board as to what options are available. Alderman May said that no company will patch a roof and give you a long term warranty on it. He suggested doing it right or don't do it at all. Roll call. AYES - Alderman Chapman, Workman. NAYS - Alderman May, Bohler, Sarff, Falcone, Zilly, Kovachevich. Motion defeated, 2 AYES 6 NAYS 0 ABSENT. Cliff Sagaser City Engineer said the aldermen should take a look at the roof on the Comfort Station. ~91 CONTINUED SEPTEMBER 3rd, 1985 Motion by Alderman Chapman, second by Alderman Falcone to accept the bicl from Pressure Concrete Construction Company in the amount of $39,467 with a unit pri~e of $45.00. Discussion. Alderman Sarff asked if this bid also included shot blasting? Cliff Sagaser City Engineer said shop blasting is in reference to the concre~e work, and yes that will be done under this contract. The sandblasting of the metal will not be done under this contract, the city will be doing it. Roll call. Motion by Alderman Falcone, second by Alderman Sarff, that we accept the bid of Powell's Pest Control in the amount of $516. Discussion. Jim Malmgren City Attorney recoirnnends the motion be amended to include the finding that the bid you are suggesting be approve is also the lowest and best bid. (D Mov~r and second agreed to amend the motion, it now reads,...to ~ accept the bid of Powell's Pest Control in the amount of $516 as N the lowest and best bid, W Alderman Chapman said he understood Cliff talked to each of them about m insurance, Cliff responded by saying most of the insurance they each had was not in effect when they were in the process of spraying. Q They have to have a separate policy for that. Cliff read a portion of a 1.etter from Ameri.can Pest, and it reads... One of the unique needs of the Pest Contro~ industry is in the area of insurance, Whi].e insurance is a requirement of licensing in structural pest control by the State of Illinois, the requirement does not go far enough in seeing that the special needs of insurance in the pest control industry are met. Most insurance policies contain what is known as a care and custody exclusion, which means that the coverage afforded by ~he policy does not apply to property while it is in the care and custody of the representative of the business. In the pest control industry it is essential that we do have coverage while we have care and custody of your groperty. Most incidence of damage that may occur as the result of pest control services will occur at the time of care and custody, therefore making care and custody coverage as essential need to the pest con~rol industry. Motion by Alderman Chapman, second by Alderman May to approve the bil'1 of Jarvis Welding to repair the boiler at city hall in the amount of $663.12, R.oll call, AYES - Aldermen Kovachevich, Zilly, Falcone, Sarff, Workman, Bohler, May, Chapman. NAYS - none. Motion carried. 8 AYES 0 NAYS 0 ABSENT, Jim Malmgren City Attorney stated that there are 6 or 7 unpaid Lake Lot leases, The committee has instructed that a notice be sent terminating the lease, but that the lease holder be given a period of time in which to reinstate the lease by paying the arrearage. I have this ready to go and would like council approval. The lowest price is $40.00 a year for a lease and the highest is $100. Jim Malmgren read from his notice to the Lake Lo~ Lease holders a portion of what he was wanting to know if the council wants left in the notice. It reads,.,Notice is hereby given to each of you as follows: The City of Canton has determine to terminate the Lake Lot Lease you hold in the City of Canton dated 19 respecting the following described real property to wit: Legal Description would be inserted Said Lake Lot Lease is hereby terminated effective immediately do to ~our nan-payment of rent as provided in said lease. However, you may reinstate sai:d Lake Lot Lease by not later then 5:00 o'clock p,m, ~ ~92 CONTINUED SEPTEMBER 3rd, 1985 local time on date of 19 , Paying into the City of Canton at the Water Department City B iu lding 210 E, Chestnut, Canton, Illinois 61520 the sum of dollars. Jim Malmgren said you may wish to leave most of that paragraph out as it relates to reinstatement of the lease. So that you simply have a termination of the lease for non-payment of rent. And if someone wants to reinstate ~Che lease it would be up to the conunittee to re-negotiate the terms and conditions of the lease, Ma.yor Edwards said he wants to leave the notice as it is. Motion by Alderman Workman, second by Alderman Zilly, to instruct the city attorney to send out the notice he has prepared. Roll call. Council Action riotion by Alderman May, second by Alderman Workman, the expenditure of $3,600 be approved to repair a 50 horse power motor at the Sewer plant. Roll call. AYES - Aldermen Chapman, May, Bohler, Workman, Sarff, Falcone, Zilly, Kovachevich. NAYS - none. Motion carried. 8 AYES 0 NAYS 0 ABSENT. Motion by Alderman May, secon d by Alderman Zi11y, the expenditure of $1,523 for a new crank to repair a tractor mower at the Sewer plant be approved. Discussion. OLD BUSINESS: ORDINANCE - AMENDING TITLE 3, CHAPTER 8, SECTIONS 9, 13, AND 20, RELATING TO CERTAIN INTOXICATTNG LIQUOR OFFENSES AND PENALTIES. Second reading, read by title. Motion by Al.derman Zilly, second by Alderman Falcone ~he ordinance be placed on its passage. Discussion. Alderman Zilly feels this is a good ordinance, and hopes the news media will give it plenty of publicity. NAYS - none. Motion carried. 8 AYES 0 NAYS 0 ABSENT, Ordinance being ~~1080. ~IEW BUSINESS: BIDS - I-11 AT ENTERPRISE PARK. Motion by Alderman Sarff, second by Alderman Zilly, to open the bids. Pschirrer Asphal~ in the amount of $56,424, the bid is secured with a bid bond in the amount of $2,$25. Cliff Sagaser City Engineer said the estimate was $60,000. Motion by Alderman Chapman, second by Alderman May, to accept the bid of Pschirrer Asphalt in the amount of $56,424 if it meets the specifications of the city engineer.
