PLEDGE OF ALLEGIANCE OPENED 'THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY MAYOR DONALD E. EDWARDS. Mayor Edwards asked for rol~ ca11 at 6:30 p.m, Present: Aldermen Kovachevich, Zilly, Falcone, Sarff, Workman, Bohler, May, Chapman. Absen~: None, Mayor Edwards said that a test run of this meeting will be held at 2:00 p.m. on channel 11 of cable tv. BILLS FOR JUNE. Alderman Kovachevich reported that the bill of Keith Electric in the amount of $12,199.46, the city will be reim- bursed $7,906.92 from~he Illinois Department of Transportation. Motion by Alderman Kovachevich, second by Alderman Sarff, all bills approved be paid. AYES - Aldermen Chapman, May, Bohler, Workman, ~ Sarff, Falcone, Zilly, Kovachevich. NAYS - none. COMMUNICATONS FROM CLIFF SAGASER - CITY ENGINEER. The street supt. of St. David has asked if they can use our sidewalk forms, We don't normally loan them out. They need to borrow 160 lineal feet of sidewalk forms, Mayor Edwards said he had no problems with loaning them to St. David, as long as they come back the same condition they left in. - 'Itao of our old garbage trucks are broke down. One of the old ones has transmission problems, The other one, the packard unit, the tailgate is shot. Were Currently looking into repairing it by rebuilding it. Cliff estimated the cost for repairing this truck at be~Cween $500 and $1,000 and cannot guarantee the cost. He also recommended we fix all trucks as you'll use them for back up. Mayor Edwards recommended fixing the 2 garbage trucks. Motion by Alderman Falcone, second by Alderrnan Sarff, to authorize the expenditure. Roll call. AYES - Aldermen Kovachevich, Zilly, Falcone, Sarff, Workman, Bohler, May, Chapman. NAYS - none. Motion carried. 8~iYES 0?~AYS 0 ABSENT . The pump and motor at the Water Department is broke down. Ray McKinney Water Supt, called a sub-contractor and received a rough idea of cost to take out and put back in. They charge $74 an hour for a 2 man crew and it weights 3,000 1bs or more. We don't know what the cost will be, as we don't know what the problem is. This is the main pump which has a 225 hp motor. Motion by Alderman Zilly, second by Alderman May, to authorize repairs to the pump. Discussion. Ray McKinney said if we have the company pull it, and to put it back in, it will probably be around $1,000. Any work over that could be $3,000 to $8,000, Roll call. The city never has had an over all city wide mosquito abatement program. The city has sprayed in low areas, especially wh.ere ~here is open sewers or water standing in areas where they can be infested. Motion by Alderman Sarff, second by Alderman Falcone, the mosquito abatement program be sent to the Building & Grounds Commit~Cee for discussion. Voice vote, motion carried. The MFT work, the latest scheduling of completion of the work will be the sand seal work and I-11. Which is the 12 to 2 inch layer of zss CONTINUED JULY 16th, 1985 asphalt which wi11 be put on Vine Street and a couple other locations. We should start priming these areas tomorrow. Then ten days to L weeks to complete the program. PUBLIC HEARING - PROPOSED USES OF REVENUE SHARING FUNDS 7:00 P.M. Motion by Alderman Workman, second by Alderman Kovachevich to go in~Co a Public Hearing. Voice vote, mo~ion carried, The purpose uses of ~he Federal Revenue Sharing Funds were read by the city clerk as follows: Total Revenue Sharing 178,015 EntitlemenC Period ~~16 146,605 Entitlement Period ~~15 37,500 To the General. Fund to ~e used as follows: Police Cars $22,000 Radio Base & Antenna $ 7,500 Garbage Truck $73,000 Gen. Admin - Salaries $75,605 Mayor Edwards asked if anyone from the audience had comments. No comments were received from the audience. Mayor Edwards asked if the council members had comments. Alderman Sarff stated that everyone here knowing what our financial situation is with the loss of these revenues, ~,rere going to have to take some action. Next year possibly, or before next year in anticipation of losing these funds. The police cars, where will the mone;r come from? Our garbage trucks are in pretty good shape. But $75,000 out of that money is salary, where will that money corne from? We need to contact our legislators to help retain Revenue Sharing. Alderman Falcone said the reason i voted against Revenue Sharing when it intially came before us, was exactly what Alderman Sarff is talking about. We are in a dangerous situation and I agree that next year we cannot, or hopefully we can, but we may not be able to pend down Revenue Sharing to supplement our general fund. Just as a word of caution, we must be careful not to dip in to these types of funds for the general operation of the city. Motion by Alderman Sarff, second by Alderma.n Falcone, to close the Public Hearing and re~urn to the re~ular scheduled council meeting. Voice vote, motion carried. The regular council meeting reconvened at 7:04 p.m, COMMUNICATIONS FROM DAVE DORGAN - COMMUNITY DEVELOPMENT DIRECTOR AND BUDGET ADMINISTRATOR, We still have a wage opener hanging in ~he Police Department. The representative of that union at the state level has requested more information. It's not settled and their still looking at our budgets. Been in contact with our bond counsel on our sewer bonds, and he will be in next week. I'l1 be talking to him about how quickly we can put togather bonds for our Water and Sewer Project. Met with the Chamber of Como.nerce's Industrial & Economic Development Committee, and we were looking at what might be some of the possible projects that could be done downtoTan. One of the area's I talked to them about was the 'Downtown Development Grant.' Received a letter on a house at 252 Howard Place. It was on the CDBG program and had $8,000 worth o£ work done on the property. There was approximately a$25,000 lien by the Canton Sta~e Bank. We have a second and a third mortgage. Frankly our value in terms of what we may receive from our particular liens is that of a nusiance zsg CONTINUED JULY 16th, 1985 value since we do not have a first mortgage; the State Bank will get their money firs~C. They are offering us $500 for ~he release of our mortgages on the property. Dave is asking that their offer be accepted. Jim Malmgren City Attorney said a number of these loans are secured by a mortgage and the mortgage provides that 2 or more notes might under the aggregate amount ~Co a stated dollar amount. So what I guess we have is really 2 notes secured by 1 mortgage. In either event the greater likelyhood is tha~ of m force sale. But ~Che holder of the lst mortgage would be likely ~ecognize that they have that, let alone a second. Based upon the assumption that the second mortgage is probably a lonel.y sum nuisance value, I would definitely recommend to you that if your offer $500 you give serious consideration to accepting that in exchange for ~he rel.ease of your second mortgage. Motion by Alderman Zilly, second by Alderman Chapman, to accept the $500 from the Canton State Bank for the release of the mortgage on ~ the Kinsel property. Discussion, Alderman Falcone asked how does ~ the city get into the position of issuing two promissary notes on a piece of property? Dave Dorgan answered that he can only assume that (U we worked on this property 2 different times as this pro~ram was here before my coming to work for the city. Ro11 call. The Illinois Department of Commerce & Community Affairs was here monitoring our loan to the Canton Corporation, we came away from that fairly well off. Met briefly with the Planning & Zoning Com~nission on the Comprehensive P~.an. A few additions were being made, after the consultant reviews the plan it should be coming before the council very soon. Council Action Motion by Alderman Bohler, second by Alderman Kovachevich, the liquor ordinance not be changed to allow grocery stores to sell beer and wine. Discussion, Alderman Falcone asked if this was a 4 to 0 vote against in committee? Chairman Bohler answered yes. COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards thanked the depart- ment heads and Cliff Sagaser City Engineer for the nice job in cleaning up the downtown for the 4th of July celebration. ~.70 CONTINUED JULY 16th, 1985 Joe Driscoll of the Canton Corporation expects to come to Canton in mid August and wil1, give the council an update. OLD BUSINESS: ORDINANCE - PROVIDING FOR THE LEVY OF SERVICE CHARGE TO BE COLLECTED FROM PERSONS, FTRMS AND CORPOR.ATIONS RECEIVING GARBAGE SERVICE IN THE CITY OF CANTON, ILLINOTS. Second reading, read by title. Motion by Alderman Kovachevich, second by Alderman Workman, the ordinance as amended be placed on its passage. Discussion. Jim Malmgren City Attorney stated this has been revised to which has been added the amendments that were discussed at the committee level. A para- graph has been added in numerical paragraph 4, commencing at the bottom of the lst page and continuing over to the top of the second page. In numerical paragraph 5, another paragraph has been added... paragraph 2. In numerical paragraph 7, a sentence was added, it reads...of revenues so received shall be used solely to defray the cost of operation, maintenance, and service of a depreciation fund of the City of Canton, Garbage Department. Cliff Sagaser City Engineer said he had looked at this ordinance and everything the committee discussed is in the ordinance. Jim Malmgren City Attorney saicl that numerical paragraph 8 is new. ORDINANCE - ANNUAL APPROPRIATION. Second reading, read by title. Motion by Alderman Kovachevich, second by Alderman Workman, the ordinance placed on it's passage. Roll call. NEW BUSINESS: Motion by Alderman Falcone, second by Alderman tiJorkman, authorization be given to advertise for a new garbage truck and payment to be paid from the Revenue Sharing Fund. Discussion. Cliff Sagaser City Engi- neer asked if you would include in the motion what specifications you want in the bid. Mayor Edwards said he would like to see the specs before ~hey go out. Cliff said they would like to gear it somewhat around the truck purchased last year without the extra frills. Voice vote, motion carried. Cliff is to bring the specs before Mayor Edwards and Al.derman Workman Chr. of the Committee, when they are ready. RESOLUTION - HOMECOMING PAR.ADE SPONSORED BY THE STUDENT COUNCIL. First reading, read by title. Mayor Edwards said the student council probably does not have insurance, and I would allow it, which makes the city accepting the responsibility. Motion by Alderman Workman, second by Alderman Sarff, that we contact the school board about the insurance coverage. Voice vote, motion carried. Motion by Alderman Workman, second by Alderman Sarff, the resolution beadopted on condition of approval of insurance. Roll cal.l. RESOLUTION - APPROVING A"STIPULATION AND AGREEMENT" BETWEEN THE CITY OF CANTON AND THE COUNTY OF FULTON PERTAINING TO THE PROPERTY LOCATED AT 54 WEST MAPLE. CONTINUED JULY 16th, 1985 RESOLUTION - APPROVING A"MEMORANDUM OF AGREEMENT" BETWEEN THE CITY AND INTERNATIONAL PLASTIC RECYCLING, INC. First reading, read by title. Jim Malmgren City Attorney said this is an agreement on a ft~rm provided by the Dept of Commerce & Community Affairs . The form in turn was provided to DCCA by the Feder~.l Government. This ~vould be similar to agreemen~s that we've used primarily with the Canton Industrial Corporation and others. In terms of the sul~sta~ce, it's similar with agreemen~s we've had for Public Works contracts in the past. Were using the DCCA fQrm primarily because it seems to be better tailored to meet the federal requirements then the agreements that we've been using from the HHS & OCS loan funds, even though those agreements are in turn approved by the Department of Health and Human Services. This is the last or next to ~he last hurdle that has to be passed ~ before were in a positionto actually receive and disperse not only a$150,000 DCCA Grant, but also our $99,O~J0 ].oan. ~ Alderman Falcone asked if we could have the blanks filled in? Dave (U said the term of the ~.oan is 10 years, there will be 42 jobs created W by this project and the interest rate will be 5%. They wi11 pay ~ $750 every month plus interest. Motion by Alderman Kovacehvich, second by Alderman Workman, to reconvene in open session. Voice vote, motion carried. Council reconvened in open session at 9:46 p.m. Motion by Alderman Falcone, second by Alderman Zilly to direct the staff to interview and hire one employee(for the Wastewater Treatment Plant)and direct the city attorney to draft a resolution.
