PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATIODT GIVEN BY MAYOR DONALD E. EDWARDS. Mayor Edwards asked for roll call at 6:30 p.m. Present: Aldermen Zilly, Steck, Sarff, Workman, Bohler, P~ay, Chapman. Absent: Alder- man Kovachvich. BILLS FOR JANUARY, Motion by Alderman Sarff, second by Alderman Zilly, all bills properly approved be paid. Roll call, AXES - Aldermen Chap~man, May, Bohler, Workman, Sarf~, Steck, Zilly. NAYS - None. Motion carried. 7 AYES 0 NAYS 1 ABSENT, Motion by Alderman Sarff, second by Alderman Zilly, to recess the council meeting to interview David Leeze~ for the position~of Community Development Director and B~dge~ Administrator. Voice vote, motion carried, Council recessed at 6:33 p.m, Motion by Alderman Sarff, second by Alderman taorkman, to reconvene in open session. Voice vote, motion carried, Council reconvened at 6:43 p.m. Mayor Edwards introduced David Leezer to the council members anc~ press, Mayor Edwards said David is originally from C~~.ha, Illinois. Went to Spoon River College and then on to Eastern Zllinois IIn~uersi:ty. He has a masters degree in Political Science with emphasis in public administration. Mayor Edwards appointed David Leezer as the Director of Community Development and Budget Adminstrator with a reduced salary from what was presently being paid to $25,000, This salary is reduced because of cuts ma.de in the department and David's willingness to work for this amount. He will be avail.able to begin work for the city on Ma.rch lOth. Motion by Alderman Zi~.ly, secon.d by Alderman Sarff, the appointment of David Leezer as Director of Community Development and Budget Adminstrator at a salary of $25,000 be confirmed. Roll call. And stated that it is a pleasure an honor to serve Fulton County and Canton. Arid will give my all, T'm ready for work, David gave the following as a review of his background. At present I'm employed by North Central Illino~.s Council of Governments, which is a multi service training agency, that serves four coun~Cies of Bureau, Marshall, Putman and Stark, Curren~C title is Comrnunity Development Planner, and I'm in charge of 12 Community Development Systems Program Grants for the 4 county areas, Have experience in. adr:iinistering of grants in Public Facilities, Housin~ Rehabilitation and Ad-Hoc Development. Mayor Edwards said the committee interviewed 8 applicants from 2l r~esumes, and those resumes came from the states of Illinois, Iowa and South Dakota. Several resumes were from local people, and out of the 22 resumes several were well Qualified. Mayor Edwards i~hanked the committee for their work. MINUTES OF FEBRUARY 4 MEETING. Voice vote, motion carried. ~'7 5 CO~TTIi3UE'L FE~RUARY 18 1986 COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. The project being made in honor of Astronaut Steve Nagel is 85% complete. The Department of Transportation, Division of Water Resources for the dar.1 gro~ect did not appear for the scheduled appointment. A bid letti.ng date on the up coming project for the road in front of the Canton State Bank will be established at the next council meeting. COMMITTEE REPORTS: Finance. Council Action Motion by Alderr,ian Sarff, second by Alderman Workman, to allow the (D Army Reserve Maintenance Unit repair the T~Iater Departments dozer at ~ a cost of $3~000 for parts and paid from the Lake Development Funds, ~ and no cost to the city for labor as it is for training purposes. Much discussion followed. Jim Ma.lmgren City Attorney said you have 2 problems associated with this. 1) A quot~ came in after the first 2 original quotes were released publicly: l~nd, it was a cheaper quote then those publicly released. Even though there is nothing wrong with this, it has an appearance of impropriety. 2) One or more of the original firms that gave quotes were under a mis-apprehension of fact as to some of the particulars, Our ordinance does no~ require we bid this out, especially at this price range. As a minimurn we contact the people in writing, and indicate the fact situation ta them and give ther_i an opportunity to at least amend their bid. Motion by Alderrnan Sarff, second by Alderman May, to follow the guide- lines outlined by the city attorney, Voice vote, motion carried. Motion by Alderman Zilly, secon d by Alderman Workman, that Jim Ma.lmgren City Attorney be allowed to attend a siminar on Tax Increment Financin~ and the newly appointed David Leezer Community Development Director and Budget Adminstrator be allowed to attend a siminar on General Municipal Finance with registration being $65.00 and paid by the city. Council Action Motion by Alderman Bohler, second by Alderman Workman, the Special Use Home Occupation Ordinance be sent back to the committee for far- ther discussion and clarification. Discussion, Alderrnan Bohler said he would appreciate any input from all of the aldermen. Mayor Edwards said he will get a copy of Morton's Home Occupational Use Ordinance, Voice vote, motion carried. Community Development. Action None, Informational: The nex~ regular committee meeting night is rZarch llth. The committee will be meeting in executive session beginning 6:00 p.m, for discussion on contractural wage opener's with the 3 unions. The regular rneeting will begin at 7:30 p.m, Jim Malmgren City Attorney gave a report on the [~Iest Central I1linois Water Commission. The co~nission made a presentation today to the Land Use Committee of the Peoria County Board. And the Land Use Committee unaminously recommended approval of resolution of support. Which will now Ue forwarded to the Peoria Coun~y Board. Hopefully the Peoria County Board will act positive on that. Because with the support of the County of Peoria we hope other ~.nits of government will be posi~ive. ti~Te hope by April 1 to have a complete package put togather in detail necessary to allow our le~islators so they can do what is necessary for supplying funds for a feasibility s tudy . The first funding came a week ago from individual donations. I committed the city to $100 funding from the Community Develoment Funds. We need money for postage. Brochures have been approved by i~s conunission and I'll see that they are made available for those who are interested, COMMUNCATIONS FROM MAYOR EDWARDS. B& K Specialty Casting will be filing for Chapter 11 reorganization, anc~ will have to resubmit with the S~ate of Illinois for the $250,000 grant. Mayor Edwards said he talked with the people who committed the money before, and they say there's a chance the money is still there. The SBA loan package looks good right now for IPR. They will be starting up production after receiving a state permit. A great deal of work has taken place on economic recovery. Mayor Edwards wants the ci~y to put forth the effort to become a"Certified City." There are 13 cities that are certified. In order to qualify you have to excel in 5 different categorys. The State of Illinois will be the one who certifys cities. What it means is, it tells people who are looking to locate, that were'unique.' The state will grade you. You have to re-certify every 3 years. OLD BUSINESS: ORDINANCE - PROVIDING FOR A STOP SIGN AT THE INTERSECTION OF EAST ELi~F STREET AND NORTH THIRTEENTH AVENUE. Second reading, read by title. ( CONT INUED FEB FJJA RY 1$ 19 8 6 NEW BUSINESS: RESOLUTION - ACCEPTING THE BIDS OF HILLYER EXCAVATING WITH RESPECT TO PROJECT N0. 1(WEST SIDE RELIEF SEWER), AND PROJECT N0. 2(SOUTH SIDE RELIEF SEWER AND PUMPING STATION). First reading, read by title. Crawford, Murphy & Tilly sent a letter recommending the acceptance of the low bid. Cliff Sagaser City Engineer said the start up date is April lst and the projects will run concurrently. Motion by Alderman Workman, second by Alderman May, the resolution be adopted. Roll call. Ordinance bein~ ~~1103, ORDINANCE - PROVIDING FOR THE PURCHASE OF TAX ANTICIPATION ~JARRANTS WITH MOTOR FUEL TAX FUNDS ON HAND. ORbINANCE - ANNEXING CANTON PARK DISTRICT PROPERTY. First reading~;, , read by title. Director Bob Ems had several questions asked of him about annexing this property. The park will not be releasing the park police. City sewer and water is at Lakeland since it opened with a 6 inch main, which is 2 inches larger then usual, in case the city wanted to use it, it would be available. Another question he had been asked was are they goinQ to subdivide the land? Bob ssid its a~ainst the la~a, the park district doesn't have the authority to sell. Do you plan to put camping in?
