Edwards Way-50 North 4ih Avenue, Canton, Illinois 61520. The motion carried by voice vote and was unanimous. COMM/TTEE REPORTS: Public Safetv & Traffic - Alderman jim Har~f'ord, Chairman 1. Purchase of ID Machine (Police Dept) Chief Taylor reported that the original ID machine was purchased in 2002 in the amount of $2,790.00. The machine is now beginning to malfunction. The average life expectancy is 8-10 years. Replacement of the machine would be $1,592.46 which would be a better investment than repairing the current machine. All of the software on the current machine will transfer to the new machine. Motion and second were made by Aldermen Hartford/Rivero to approve the purchase of the ID Machine in the amount of $1,592.46. Public Works Water & Sewer - Alderman Gerald Ellis Chairman 1. City of Canton Structural Demotion No 1 project invoice # 227 from Accurate Site Specialist for $8,500.00 Motion and second were made by Aldermen Ellis/Pickel to approve the project from Accurate Site Specialist for the amount of $8,500.00 A$1500.00 balance will remain for final projects. Meade Negotiations will take place on March 7 at 5:30 at Attorney Beal's office for the police department. The Mayor thanked Graham Hospital for using the board room for a planning session. The Mayor read a letter of resignation from Alderman Reed effective May 4, 2011. Alderman Reed will be moving to Peoria to be closer to his work. Motion and second were made by Alderman Sarff/Rivero to accept the letter of resignation from Alderman Reed. The motion carried by voice vote and was unanimous. City Administrator Jim Snider distributed a copy of the general fund budget. The work session will be scheduled for next Tuesday night at 5:30 pm. The work session for the water/sewer fund and TIF will be distributed held the following week. Action will take place during the month of April. City Administrator Jim Snider gave a brief overview of the budget summary. The City did a good job at budgeting expenditures. The total surplus budgeted this year is $352,415.00. The total operating surplus is $154,538.00. City administrator Jim Snider explained that the budgeting job is not as difficult as last year. The City should continue to look at the budget process and review everything for efficiency and cost effectiveness. Several areas of the City are being looked at for efficiency. Revenues from the state of Illinois are still behind and the City will need to continue to move forward with efficiency and cost effectiveness. OLD BUSINESS: AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF DISTRICT PRE-DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON FULTON COUNTY ILLINOIS AND CANTON HARVEST INN LLC (2ND READING) ORDINANCE # 2027 Motion and second was made by Aldermen Hartford/West to approve the ordinance and place it upon its passage. NEW BUSINESS: A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE FULTON COUNTY AMATEUR RADIO CLUB AND THE CANTON EMERGENCY SERVICES AND DISASTER AGENCY RESOWTION # 3950 Motion and second were made by Aldermen Hartford/Reed to approve the resolution. The motion carried by voice vote and was unanimous. AN ORDINANCE REZONING PROPERTY ON CHESTNUT STREET FROM AN R-4 ZONING CLASSIFICATION TO A B-2 ZONING CLASSIFICATION, CONTIGENT UPON THE PROPERTY BEING PURCHASED BY TED J. RUMLER (1ST reading) A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CANTON AND AFSCME LOCAL 1372 AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON ILLINOIS RESOLUTION # 3951 Motion and second were made by Aldermen Sarff/Reed to approve the resolution.
