PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Edwards asked for roll call at 6:30 p.m. Present - Aldermen Kovachevich, Zilly, Sarff, Meade, May, Chapman. Absent - Aldermen Steck, Bohler. BILLS FOR MONTH OF JUNE. Motion by Alderman Kovachevich, second by Alderman Zilly, all bills properly approved be paid. Roll call. AYES - Aldermen Chapman, May, Meade, Sarff, Zilly, Kovachevich. NAYS - None. 6 AYES 0 NAYS 2 ABSENT. Motion carried. COMMUNICATIONS FROM DAVID LEEZER - COMMUNITY DEVELOPMENT DIRECTOR AND BUDGET ADMINISTRATOR. He'l1 be attending a meeting on "Corridors of Opportunity." ~ COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. Bids ~ were received for tree work as directed by the mayor. The ~ work is proposed to be done on the last block of S. Avenue = C and at the E. entrance of the Wastewater Treatment Plant ~ on W. Hickory. Bidders are: R.L.T. Tree Service for work a on South Avenue C. they will fall trees and remove brush and wood for a total of $590; to fall trees only the cost is $380; for the area of W. Hickory they will trim all trees from the roadway back to the shoulder and clean up for a total of $1,080; not including clean up the total is $880; another bid from them list to remove trees back to the bank line for a total of $880.80; and excluding all cleanup the total is $780. Bull Tree Service bidding for the S. Avenue C property, cutting of trees and no cleanup the total is $525; cutting up and cleaning the area for a total of $685; in the W. Hickory area the bid is to trim back to the roadway for a cost of $920; and cutting to the ground to the slope of the street the cost is $1,160. Cliff inentioned that this project is not budgeted. Motion by Alderman Sarff, second by Alderman Meade the bids be referred to the Building & Grounds committee. Voice vote, motion carried. Cliff Sagaser recommended paying Rivercity Painting & Sandblasting a payment of $24,755.48. A cashier's check will be returned to them in the amount of $4,656 which is added into the amount of $24,755.48. Motion by Alderman Sarff, second by Alderman Meade, the approval to pay Rivercity Painting & Sandblasting the amount of $24,755.48. Roll call. Motion by Alderman May, second by Alderman Chapman, to give the mayor the authority to sign a contract with Capitol Development Board for the paying of the tap on fees after approval by Jim Malmgren and Cliff Sagaser and the authority for the mayor to sign the contracts awarding the bid to Slack's Excavating to lay the sewer to the prison site. Council Action Motion by Alderman Kovachevich, second by Alderman Sarff, the NIFT work for 1988 be awarded to the low bidder of Pschirrer Asphalt for the work of Asphalt - Seal and Chip, in the amount of $81,975 and Overlay work in the amount of $62,567.50. Motion by Alderman Kovachevich, second by Alderman Sarff, to approve the pay estimate of Hillyer Excavating for Project #4 in the amount of $87,062.97. Roll call. Motion by Alderman Kovachevich, second by Alderman Zilly approval of a change order from Hillyer Excavating for Project #4 which is an increase in the amount of $208.75. Roll call. Motion by Alderman Kovachevich, second by Alderman Sarff, the approval of the low bid for the filter gravel for the water plant to Wedron Silica Company for a total of $4,758. Roll call. Motion by Alderman Kovachevich, second by Alderman Sarff, to approve the quote from Crawford Printing for the printing of work orders for the maintenance department in the amount of $179.96. Motion by Alderman Kovachevich, second by Alderman Sarff, the approval to pay Mike Conklin $100 per month separate from the bills from July 1988 thru May 1, 1989. Roll call. Motion by Alderman Sarff, second by Alderman Zilly, a temporary policeman be hired for 4 weeks beginning August lst to replace Lt. Sherwood Gilpin during his military leave. Roll call. Motion by Alderman Sarff, second by Alderman Kovachevich, to amend the Personnel Policy to add that permanent part-time employees be given vacation time to be earned by taking their normal hours worked divided by 52 weeks, and after 5 years of service the vacation time would be doubled for those employees to receive 2 weeks vacation time. Council Action Motion by Alderman Zilly, second by Alderman Kovachevich, to not extend the enterprise zone to the area at the corner of 5th and Elm Street. Discussion. Alderman May asked that the enterprise zone be extended from Elm Street, down 5th Avenue to the railroad tracks. Alderman Sarff said he is not opposed to the business of Wilcoxen's coming into the enterprise zone, if we have a plan,,okay! I'm not in favor of one spot coming in now. David~ Leezer reported that if you do expand the zone I'm not recommending the East side of 5th Avenue be included. Q This would create more jagged edges then we have now, let's ~ clean up the lines. There is no limit on how many times ~ the zone can be expanded. = Alderman Zilly, remarked that all that was discussed at committee was the corner of Elm and Fifth Avenue for the m Wilcoxen's. Alderman Chapman said he was not opposed to going to the railroad tracks on Fifth Avenue, but would like to go to at least Anderson Place because of a potential developer on Maple Street. Mayor Edwards stated that we can go for a block at a time. David Leezer said this is a delay for the Wilcoxen's of at least six weeks. Motion by Alderman May, second by Alderman Chapman, the enterprise zone be extended from 4th Avenue to 5th Avenue on Elm Street and from Elm to Pine on 5th Avenue. Discussion. Alderman Zilly said it is not advantages to the city at this time to extend the enterprise zone. Roll call. AYES - Aldermen Chapman, May, Meade, Sarff. Motion by Alderman Chapman, second by Alderman May, the appointments of volunteer firefighters of Vernon Bundy, Clyde Ediger, Scott Voice, Michael Chase, Timothy Hendee, be confirmed. Voice vote, motion carried. The drought situation has caused weeds to grow. I'm asking that enforcement be increased to ask the owners to mow, or use U-Pick workers who use weed eaters. OLD BUSINESS: ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING MAY l, 1988 AND ENDING APRIL 30, 1989. Second reading, 388 CONTINUED July 19, 1988 read by title. Motion by Alderman Zilly, second by Alderman Kovachevich, the ordinance be placed on its passage. Roll call. AYES - Aldermen Kovachevich, Zilly, Sarff, Meade, May, Chapman. NEW BUSINESS: RESOLUTION - APPROVING AN "EASEMENT AGREEMENT" (SANITARY SEWER), BETWEEN THE CITY AND THE METROPOLITAN SANITARY DISTRICT OF GREATER CHICAGO. First reading, read by title. Motion by Alderman Sarff, second by Alderman Zilly, the resolution be adopted. Discussion. City Attorney Jim Malmgren said this resolution is similar to the first resolution issued to the district. ORDINANCE - PROVIDING FOR STOP SIGNS AT THE INTERSECTION OF EAST WALNUT STREET AND SOUTH SEVENTH AVENUE. First reading, r~~d by title. Mayor Edwards mentioned that because of the numerous violations at this intersection he is requesting suspension of the rules to pass the ordinance on first reading. Niotion by Alderman Chapman, second by Alderman May, to suspend the rules for passage of the ordinance. Discussion. Police Chief Robert Molleck provided the following information for this intersection. The stop signs were erected on Walnut Street at 7th Avenue in the morning of July 11, 1988. I allowed two days for motorists to realize tliat these signs were in place. On July 13, 1988 I began a study to ascertain the number of vehicle operators that ignored or failed to make a resemblance of a stop at this intersection. Only the vehicles approaching the intersection on Walnut Street were counted. During this study I made 10 visits to the area of approximately 30 minutes each. I observed 374 vehicles that traveled Walnut Street of which 57 or 15% violated these stop signs. I did not attempt to be on location during the heaviest traffic flow during this study, consequently, there was an average of 75 vehicles an hour traveling Walnut Street. It is obvious that a 15% violation rate is not acceptable and that this intesection will require close observation. Roll call. AYES - Aldermen Kovachevich, Zilly, Sarff, I~Ieade, May, Chapman. Ordinance being #120~. ~ City Treasurer Pat Wright asked the council when they wanted to hold a public hearing for the Tax Levy? Motion by Alderman Sarff, second by Alderman Chapman, Pat Wright City Treasurer be directed to advertise the legal notice for the Tax Levy as soon as possible. Voice vote, motion carried. Motion by Alderman Sarff, second by Alderman Meade, the 389 CONTINUED July 19, 1988 building permit fee be waived for the construction of a new building for the Salvation Army. Roll call.
