PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Nominations were received for a mayor pro-tem due to the absence of Mayor Edwards. Motion by Aldeman Bohler, second by Alderman Meade, that Alderman Vic Kovachevich serve as Mayor Pro-tem for tonight's meeting. Voice vote, motion carried. Mayor Pro-Tem Kovachevich asked for roll~call at 6:30 p.m. Present - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. Absent - None. MINUTES OF JANUARY 3, 1989. Motion by Alderman Sarff, second by Alderman Zilly the minutes of January 3rd, 1989 be accepted and placed on file. Voice vote, motion carried. Q BILLS FOR DECEMBER. Motion by Alderman Steck, second by ~ Alderman Sarff, the bills be approved for payment with ~ the added bills of Jim Malmgren for city election petition = objections $161; Gordon Weaver arbitration $332.50; Carrison m et al., v. Council Action Motion by Alderman Bohler, second by Alderman Zilly, the approval of pay estimate for Hillyer Excavating for Project 4 in the amount of $18,106.15. Roll call. Motion by Alderman Bohler, second by Alderman May, the approval of pay estimate for the south enterprise sewer for Slack Excavating in the amount of $18,583.02. Roll call. Motion by Alderman Bohler, second by Alderman May, the approval of pay estimate from Slack Excavating for the East Walnut Street water line in the amount of $3,100.50. Roll call. Motion by Alderman Bohler, second by Alderman May, approval to replace the sewer line on 20th Avenue at a cost of $800 for materials and the cost be split four ways with the city constructing the sewer line. Discussion. Those residents already hooked on to the line would have 4'70 CONTINUED : January 17, 1989 the tap fee waived, but the third resident would have to pay the tap fee if they desire to hook on to the line. Motion by Alderman Bohler, second by Alderman Sarff, to accept the recommendation of Cliff Sagaser and Robert Molleck for janitorial services of Klean Kare (Terry Edwards) at a cost of $690 per month for the cleaning of City Hall, Comfort Station and Public Safety Building. Discussion. Cliff said the next low bid was B& B Janitorial Services of Rick Bybee for $763. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. Motion by Alderman Bohler, second by Alderman Zilly, the approval of the expenditure of $1,500 for the repair of the spare transmission for the garbage truck. Roll call. Motion by Alderman Sarff, second by Alderman Zilly, the : retainage of $1,000 being held by the city of Rivercity Painting and Sandblasting be released. Discussion. Jim Malmgren reported that two of the three outstanding bills had never been filed. He said he filed two of the three : outstanding bills by certified mail, and the third is being disputed in court. Motion by Alderman Bohler, second by Alderman May, the approval of a$216 repair bill for the furnance be split between the fire and police departments and the cost of the new furnace to be paid from the Building & Grounds Department. Council Action None. 471 CONTINUED January 17, 1989 Motion by Alderman Sarff, second by Alderman Bohler the medical insurance of retiree Eldon Myers be handled under the agreement at the time of his retirement. Council Action O Motion by Alderman Bohle'r, second by Alderman Sarff, the ~ amount of $7,475.11 owed by Spoon River College for sewer useage due to a water main break be cancelled. Discussion. ~ Cliff Sagaser city engineer reported that the true figures = incurred by Spoon River College was $17,391.07. Of this ~ amount $9,539.12 was for water and paid by Spoon River a College. The difference was $7,851.95 for sewer useage. The water department averaged out the sewer bill which came to $376.84 and Spoon River College paid this amount. Alderman Bohler thanked Larry Dutton and Cliff Sagaser for their assistance in eliminating the odor problem in the south end of town. OLD BUSINESS: None. NEW BUSINESS:: ORDINANCE - ANNEXING CERTAIN TERRITORY TO THE CITY OF CANTON, BAR-MAC SUBDIVISION. First reading, read by title. Mayor Pro-Tem Kovachevich read the letter from Mayor Edwards requesting consideration for suspension of the rules for passage on one reading. The Planning & Zoning Commission at their meeting recommended the Annexation of Bar-Mac Subdivision into the City of Canton. Motion by Alderman Chapman, second by Alderman May, the suspension of the rules for purpose of passage of the ordinance. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion carried. Motion by Alderman Sarff, second by Alderman Bohler, the resolution be returned to the Negotiations, Grievance & Personnel Committee. Voice vote, motion carried. 472 CONTINUED January 17, 1989 BIDS - LOT LOCATED AT 559 E. ELM. Motion by Alderman Bohler, second by Alderman Sarff, the bids be opened. Voice vote, motion carried. Bidders are Louis Long in the amount of $800. Robert C. Fishburn in the amount of $3,000. Motion by Alderman Sarff, second by Alderman Steck, to accept the bid from Robert C. Fishburn. Roll call.
