PLEDGE OF ALLEGIANCE OPEN THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY 4VHITES. Mayor Edwards asked for roll call at 6:30 P.N1. Present - Aldermen Kovchevich, Zilly, Steck, Sarff, Bohler, May, Chapman. Absent - Alderman Meade. MINUTES OF OCTOBER 3. Motion by Alderman Steck, second by Alderman Bohler, the minutes of October 3 be accepted and , placed on file. Voice vote, motion carried. BILLS FOR SEPTEMBER. Motion by Alderman Kovachevich, second by Alderman Zilly, all bills properly approved with the addition of a bill for the Street Department in the amount of $1,043.88 be paid. Roll call. AYES - Aldermen Chapman, Niay, Bohler, Sarff, Steck, Zilly, Kovachevich. NAYS - None. 7 AYES 0 NAYS 1 ABSENT. Motion carried. COMMITTEE REPORTS: Finance. Council Action Motion by Alderman Kovachevich, second by Alderman Sarff, to accept the quote from Luker Plumbing for the installation of a chimney vent for the city building at a cost of $953.26. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Bohler, May, Chapman. NAYS - None. 7 AYES 0 NAYS 1 ABSENT. Motion carried. Motion by Alderman Kovachevich, second by Alderman Sarff, the approval of a quote from Alexander Lumber for two 10'1" Corin countertops for the sewer plant at a cost of $74~.00. Roll call. Motion by Alderman Kovachevich, second by Alderman May, the approval for police officer John Harmon to attend a Youth Officer Training Course in the amount of $680. Discussion. The state will be making reimbursement of 500 of the cost of the course and wages in the amount of $725. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Bohler, May, Chapman. Motion by Alderman Kovachevich, second by Alderman Bohler, the approval to repair the backhoe and the city renting a backhoe for up to two weeks for no more than $600 per week and to go out for bids for a new or used backhoe. Motion by Alderman Kovachevich, second by Alderman May, the approval to purchase odor control equipment of a 5,600 gallon tank and including an extra half tank that prevents leakage into the ground at a cost of approximately $25,OOU. (This is part of Project 4 under the contractor of Hillyer Excavator and would be eligible for 65o grant funding if installed by j the contractor). Roll call. Council Action Motion by Alderman Bohler, second by Alderman May, the approval to pay the entire bill of $441.85 to the VFW for their problems with a sewer line and cost incurred by a plumber. Discussion. Alderman Chapman asked if there is anyway we can recoup the cost? Mayor Edwards felt it was to long of a time to go back on the contractor. Cliff Sagaser was asked to check with the city's insurance company for reimbursement. Roll call. AY~S - Aldermen Kovachevich, Zilly, Bohler, Niay. NAYS - Aldermen Steck, Sarff, Chapman. 4 AYES 3 NAYS 1 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR EDWARDS. Alderman Nleade is out ~ of town this evening, and the city attorney had another conflict but will be available if needed. The following two topics are to be noted by the appropriate committee's to take note of problems. The flagpole in Jones Park needs attention. Money is available in Tax Increment #2 for repairing the sidewalk in the area of Jerry Foreman's Video store on East Elm. Im asking for staff to look at this and bring back to the committee. The ordinance now in effect under stage 2 for the washing of non commercial vehicles is Sunday and Wednesday between 7:00 p.m and midnight. This is late now that winter is almost upon us, if you have no objections I will issue a notice adjusting the hours for the winter. No objections were raised. (Mayor Edwards issued the hours of 12 noon to 5:00 p.m. for the washing of non commercial vehicles for the winter months). Sharon VanMiddlesworth is requesting a change of address for Van-49est Inc. from 750 S. 5th Avenue to 580 E. Linn Street. Sharon did turn in siqnatures of several neighbors not objecting to a package liquor store occupying the former Westinghouse building. ~ Motion by Alderman Bohler, second by Alderman Chapman, ~ permission granted for Van-West to move their package liquor store from 750 S. 5th to 580 East Linn. Motion carried. 094 CONTINUED October 17, 1989 The Edmar Drive area continues to give the city problems. 4Ve will have to find a way to correct the problem on the sewer. It is a constant maintenance item besides of the aggreivation to the citizens. Several plackard notices went up on houses due to long investigations made by the police department. A house on South 4th Avenue has been purchased and the new owner needs until the first of the year to get it torn down. Motion by Alderman May, second by Alderman Chapman, approval for Walt Wheeler of E. Chestnut Street to act as his own contractor and tear down the house at 47 N. 8th Avenue and paying the city $1.00. I have agreed to serve on the Community 49ide committee, as well as police chief Robert Molleck. Will give more information later on. OLD BUSINESS: ORDINANCE - AMENDING ORDINANCE NUMBER 1254, BEING: AND - ORDINANCE AMENDING TITLE 8, CHAPTER 10, RELATING TO WATER RATES. Second reading, read by title. Motion by Alderman May, second by Alcierman Chapman, to place the ordinance on its passage. Roll call. AYES - Aldermen Chapman, May, Bohler, Sarff, Steck, Zilly, Kovachevich. ORDINANCE - CREATING TITLE 8, CHAPTER 19, RELATING TO THE USE OF PUBLIC AND PRIVATE SEWERS AND DRAINS, PRIVATE SEWAGE DISPOSAL, THE INSTALLATION AND CONNECTION OF BUILDING SEWERS, THE DISCHARGE OF WATERS AND WASTES INTO THE PUBLIC SEWER SYSTEM, PENALTIES FOR VIOLATIONS THEREOF AND, THE LEVYING OF CHARGES FOR WASTEWATER SERVICE. Second reading, read by title. Motion by Alderman Steck, second by Alderman Bohler the ordinance be held over until the next council meeting. Voice vote, motion carried. Unanimous. ORDINANCE - AUTHORIZING THE ISSUANCE OF UP TO $300,000 GENERAL OBLIGATION BONDS (ALTERNATE SOURCE), SERIES 1989, OF THE CITY OF CANTON, PROVIDING THE DETAILS OF SUCH BONDS AND FOR ALL ALTERNATE REVENUE SOURCE AND THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS, AND RELATED MATTERS. Second reading, read by title. Motion by Alderman Bohler, second by Alderman Sarff, the ordinance be held over until the next council meeting. Voice vote, motion carried. Unanimous. ORDINANCE - AMENDING TITLE 8, CHAPTER 10, BY REPEALING TITLE 8, CHAPTER 10, BY ADOPTING TITLE 8, CHAPTER 10 OF THE CITY CODE. Second reading, read by title. NAYS - None. 7 AYES 0 NAYS 1 ABSENT. Ordinance being #1263. NEWI BUSINESS: RESOLUTION - APPROVING A LEASE AGREEMENT BETWEEN BURLINGTON NORTHERN RAILROAD COMPANY AND THE CITY OF CANTON. First reading, read by title. Mayor Edwards stated the lease is contingent upon the City placing a fence along the property to prohibit access to and across the tracks. The rental will be set at $250 per year payable two years in advance, effective October 15, 1989. They will be willing to negotiate the sale of the property after the abandonment has taken place. ~95 CONTINUED October 17, 1989 I will be asking the railroad to consider leaving the tracks along the depot and setting passenger cars on the tracks. The rail cars can be used for novelty shops. Motion by Alderman Zilly, second by Alderman Kovachevich, the resolution be adopted. Voice vote, motion carried. Roll call. RESOLUTION - AUTHORIZING AND DIRECTING THE PURCHASE OF THE FORMER BURLINGTON NORTHERN RAILROAD STATION FOR THE SUM OF $1.00. First reading, read by title. NAYS - None. 7 AYES 0 NAYS 1 ABSENT. Motion carried. Resolution being #2085. ORDINANCE - PROVIDING FOR A STOP SIGN AT THE INTERSECTION OF VAN WINKLE DRIVE AND SOUTH AVENUE F IN THE CITY OF CANTON. First reading, read by title. ORDINANCE - PROHIBITING PARKING IN THE 400 BLOCK OF SOUTH AVENUE A ON THE WEST SIDE OF THE STREET. First reading, read by title. Motion by Alderman Sarff, second by Alderman May, to approve the increase of $110 for janitor services to Klean-Care for the aciclitions of cleaning the mayors of f ice and the city attorneys office twice a week and buffing the floors in the city building. Motion carried. ~ ~ Motion by Alderman Steck, second by Alderman May to accept the quote for salt from Cargill in the amount of $24.50 per ton. Discussion. Quotes were received by Robert Hurst assistant street superintendant from rilorton Salt in the amount of $26.00 per ton and Cargill in the amount of $24.50 per ton. Roll call. The contractor is waiting for the pump to arrive, and I anticipate the well contractor will be finished by the end of the month.
