PLEDGE OF ALLEGIANCE OPENED THE M~ETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayar Edwards asked for roll call at 6:30 p.m. Present - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. Absent - None. Mayor Edwards invited the Ingersoll School kids who placed lst in the State of Illinois in a Scholastic Bowl Team to this meeting to recognize them for their accomplishment. Helen Cosby, coach, introduced the children. They are Matt Child, captain, Heidi Carter, Josh Widmer, Jennie Bitner, Greg Dare, Ashley Morgan, Ben Swope, Brent Goldsberry, Jenni Morgan, Andrea Zaborac, Ray Grose. To participate, they only practice the rules, they have to come up with the knowledge, Ms. Cosby said. MINUTES OF APRIL 18. Motion by Alderman Steck, second by Alderman May, the minutes of April 18 be accepted and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. ~ Council Action Motion by Alderman Meade, second by Alderman Bohler, the Farmer's Market be allowed to use either the Bicentennial lot or the same south end of Jones Park lot they have been using, at their selection. Voice vote, motion carried. Motion by Alderman Meade, second by Alderman Chapman, a street light on Avenue A and Cedar be removed from the middle of the block and placed on the corner. Discussion. A resolution will be needed from C.I.P.S. for this to be possible, according to Mayor Edwards. Voice vote, motion carried. Lake, Building & Grounds. Council Action None. Informational: Bill and Maggie Vahle were hired for the campground. ; ~ Public Works, Water & Sewer. Council Action Motion by Alderman May, second by Alderman Sarff, approval for a change order from CMT on Project 3 for a heater for the grit chamber and a increase of $2,647.79. Roll call. AYES - Aldermen Chapman, May, Bohler, Meade, Sarff, Steck, Zilly, Kovachevich. NAYS None. 8 AYES 0 NAYS 0 ABSENT. Motion carried. ~ CONTINUED May 2, 1989 Motion by Alderman May, second by Alderman Chapman, the approval to change the garbage policy to have garbage service suspended only when the water service is shut off at the residence. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR EDWARDS. Don Highlighted his annual report. The Illinois River Correction Center is the largest project costing about 40 million dollars. The Canton Town Center, at the former Tempo lot, is about 3 million dollars. Emerald Estates, Heartland, Aldi's and many other smaller construction and homes were built. The industrial park has renewed interest. CIC and IPRI both are having problems in Chapter 11 bankruptcy court. IPRI has past the date for filing a plan with the court, which now leaves the possibility open for anyone to file a plan. Two separate,companies are talking to the City about filing plans. A total of $491,080.38 was collected ;from the Ut~.lity Tax. The City has made a decisi~n to create a baekup water supply at the Canton Lake. A tweive inch 1755 foot deep well has been drilled at Canton Lake. This well should supply about Z of the daily need and should be a good emergency backup to the Lake. The Fulton County Board has offered to have free landfill useage on May 6th. The city will be placing 4 garbage trucks at different locations within the city from 8:15 A.M. to 10:45 A.M. Mayor Edwards said he encouraged clean up crews picking up the alleys. We still do not have a permanent ambulance service. The ambulance is still being manned by volunteers. OI,D BUSINESS : ORDINANCE - AMENDING TITLE 8, CHAPTER 10, SECTION 5 RELATING TO THE WATER RATE SCHEDULE. Second reading, read by title. Motion by Alderman Chapman, second by Alderman Bohler, the ordinance be amended to change the fee to .15 cents per unit. Roll call. AYES - Aldermen Chapman, May, Bohler, Meade, Sarff, Steck, ' Zilly, Kovachevich. NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion carried. Ordinance being #1240. Motion by Alderman Zilly, second by Alderman Sarff, the ordinance be placed on its passage as amended. Roll call. AYES - Aldermen Kovachevich, Zilly, Steck, Sarff, Meade, Bohler, May, Chapman. NAYS - None. Motion carried. 8 AYES 0 NAYS 0 ABSENT. Ordinance-being #1240. ORDINANCE - AMENDING TITLE 6, CHAPTER l, SECTION 1 RELATING TO THE SIZE OF THE CANTON POLICE DEPARTMENT. Second reading, read by title. Motion by Alderman Sarff, second by Alderman May, the ordinance be placed on its passage. Roll call. AYES - Aldermen Chapman, May, Bohler, Meade, Sarff, Steck, Zilly,Kovachevich. i NAYS - None. 8 AYES 0 NAYS 0 ABSENT. Motion carried. Ordinance being #1241. ~11 CONTINUED May 2, 1989 ORDINANCE - AUTHORIZING THE ISSUANCE OF UP TO $300,000 , WATERWORKS ALTERNATE REVENUE SOURCE BONDS OF THE CITY OF CANTON, FOR THE PURPOSE OF DEFRAYING THE COSTS OF IMPROVING AND EXTENDING ITS EXISTING WATERWORRS FACILITIES. Second reading, read by title. Motion by Alderman Bohler, second by Alderman Sarff, the ordinance be laid over to the meeting of May 16th. Voice vote, motion carried. P~ Mayor Edwards then administered the oath of office to newly elected City Clerk Nancy Whites. ADJOURNMENT: Motion by Alderman Meade, second by Alderman Chapman, the meeting adjourned Sine Die.
