The motion carried by voice vote and was unanimous. BILLS Motion and second were made by Alderman Schenck/Pickel to accept and pay the bills as presented. TREASURER'S REPORT City Tre~surer Aaron Anderson Reported: The total funds as of January 31, 2011 were 2.3 million. The total investments were 8.7 million. The total YTD surplus in the general fund is $287,676.00. The water and sewer surplus was $845,647.00. Motion and second were made by Alderman Ellis/Hartford to accept the Treasurer's Report as presented and be placed on file. The motion carried by voice vote and was unanimous. Finance Alderman Eric Schenck, Chairman legal & Ordinance Alderman Dave Pickel, Chairman REQUEST FOR EXTENSION OF FIREFIGHTING AGREEMENT WITH AVENTINE The agreement expired January 26th, 2011. The extension will be effective from the date the payment is received for two months forward Motion and second were made by Aldermen Pickel/Rlvero to approve the request for the extension of the firefighting agreement with Aventine. The motion carried. Community & Industrial Development Alderman Jorge Rivero, Chairman SPOON RIVER PARTNERSHIP UPDATE Mark Rothert reported: Downtown/Former IH Site: • Scrapbook Dreams and Fuller's Jewelry are remaining projects that will likely finish in the first quarter of 2011. Special Events/Tourism: • Please see attached Tourism Report.from Dana Smith • Byway board meeting • Glacial Golf tournament downtown Business Development, Attraction and Support: The SRPED is working with the following business development opportunities. Please call me if you would like to talk privately about any of these: • Planning an entrepreneur workshop with Spoon River College to occur on Friday, Feb. 25, 2011. • Working with various local entrepreneurs about starting businesses and loan financing • Made several site visits to local area businesses • Coordinating with Brinshore Development and their affordable housing project. • Talked with Chicago broker looking for 20 acres of land • Talked with owner of CVS/Kroger lot about improvements • Met with Ameren Illinois economic development officials Grant Work: • NEA Mura) grant • Applying for USDA Rural Business Enterprise Grant for more revolving loan funds • Performed grant administration and reporting for DCEO, USDA, and Hotel/Motel tax grants. Other: • Updated Fulton County Board on recent economic development activity in County • The SRPED board met on Feb. 3, 2011. General Marketing & Tourism • Drafted and mailed invitations to potential Marketing & Tourism Committee members, inviting them to the first meeting on January 25 at the Donaldson Center • Created a PowerPoint presentation for the Marketing & Tourism meeting. • Reviewed presentation and agenda with Mark Rothert. • Facilitated successful first Marketing & Tourism Committee meeting at the Donaldson Center on Tuesday, January 25, from 9:00-11:00 a.m. Fourteen attended the meeting, with others planning to attend future meetings. • Met with Dr. Greg Knott, Director of Corporate and Foundation Relations at Bradley University on Wednesday, January 26, to discuss opportunities to create a"working laboratory" in Canton for hospitality, marketing and business students. , Mark Rothert, Missy Towery and Emily Schoenfelder also participated. • Met with Cheryl Bockhold-Sloan, Tourism and Special Projects Manager, and Lelonie Luft, Membership and Advertising Sales Manager, for the Peoria Area Convention & Visitors Bureau on Thursday, January 27. Discussed opportunities to leverage Peoria visitors into Canton visitors during their stay in Central Illinois. Canton Main Street • Designed and distributed promotional materials for Glacial Golf, scheduled for Saturday, January 22. • Composed and distributed news releases to media for Glacial Golf. • Assisted Missy Towery with preparations for Glacial Golf. • Helped with registration and served as a course monitor from 10:00 a.m.-5:00 p.m. for the event, and assisted with awards presentations. • Attended Canton Main Street Coffee at Crawford's on January 11. • Attended the Main Street Board meeting on Monday, January 17 at Palm Cafe. Website • Met with Diana Tucker from the City of Canton to discuss creation of a page for the City Clerk within the City's site. • Responded to Nicole Hand, Vice President of the Friendship Festival, about details of their listing on cantonillinois.org. • Uploaded pictures of Canton Main Street's Glacial Golf to the home page. Negotiations, Grievance, & Personnel Alderman Larry Sarff, Chairman MAYOR'S COMMUNICATIONS MARCH 15T- PUBLIC ADDRESS SYSTEM The capability in our current siren system allows for actual messages to be announced over the system. The City will test this system for the first time on March 15t. This will simplv be a test of the svstem. COMPTROLLER APPOINTMENT Caitlyn Campbell will be appointed to the position of comptroller. Caitlyn will begin on March 7tn, 2011 Motion and second were made by Aldermen Sarff/Reed to accept the appointment of Catlin Campbell to the position of comptroller. The motion carried. SNOW REMOVAL The public works department did a fantastic job in taking care of the removal of the snow during our last snow storm. They Mayor congratulated the public works department for the work. OLD BUSINESS: NEW BUSINESS: A RESOLUTION ADOPTING A TECHNOLOGY POLICY FOR THE CITY OF CANTON ILLINOIS #3948 Motion and second were made by Aldermen Sarff/Hartford to approve the Resolution. ROLL CALL Yes No Absent Alderman West X Alderman Sarff X Alderman Reed X Alderman Schenck X Alderman Hartford X Alderman Pickel X Alderman Rivero X Alderman Ellis X The motion carried AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A TIF DISTRICT PRE- DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CNATON FULTON COUNTY ILLINOIS AND CANTON HARVEST INN LLC (15T READINGI Alderman Schenck would like to have a letter submitted to Bill Cook and have all of the aldermen sign the letter. This letter would express the appreciation and unanimous support of the project and the commitment of the City to work with him on the project. EXECUTIVE SESSION Motion and second were made by Aldermen Hartford/Pickel to adjourn into executive session for the purpose of police, fire, public works negotiations, personnel and pending litigation.
