The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: Finance, Alderman Eric Schenck- Chairman Bills Motion and second were made by Aldermen Schenck/Sarff to accept the bills as presented. Treasurer's Report Treasurer Aaron Anderson reported that as of December 31, 2010 the total of City funds were 2.4 million. The general fund YTD surplus was $135,000.00. The Water and Sewer surplus was $641,602.00. Motion and second were made by Aldermen Schenck/Pickel to accept the Treasurer's Report as presented. The motion carried. Police Deaartment Police Car Purchase Alderman Schenck reported on the pressing need to purchase a new squad car for the police department. Chief Taylor explained that the Chief's car is a 2001 Ford Taurus. In the early part of 2010 problems started to occur with the vehicle. Chief Taylor explained that the vehicle would need a new engine and the price would be $4,732.00 with a 3 year warranty. Chief Taylor recommends purchasing the 2010 Chevy Impala from Art Hossler- which matches the state bid of $18,780.00. The capital fund currently has a balance of $15,046.00. This will be on next week's agenda for further discussion. The motion carried legal and Ordinance Dave Pickel-Chairman Communitv & Industrial-Alderman Jor~e Rivero. Chairman Nothing for Council Action Ne~otiations, Grievance & Personnel- Alderman Larrv Sarff. Chairman Nothing for Council Action COMMUNICATIONS FROM MAYOR KEVIN R. MEADE - Mailin~ Re~ardin~ Water Service Line The Mayor reported that people in the community are receiving a mailing from a water service line company from home service. This mailing is not associated with the City of Canton, and the City does not endorse a company that the City is not working with. Reco~nition to the Street Department The Mayor complimented the street department for the good job they do in keeping the streets clean. OLD BUSINESS: Canton Harvest Inn Redevelopment Agreement- TAX INCREMENT FINANCING DISTRICT PRE-DEVELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON FULTON COUNTY ILLINOIS AND CANTON HARVEST INN LLC AN INDIANA LIMITED LIABILITY COMPANY Alderman Scheck would like to postpone this agreement because he would like to discuss in more detail some of the other projects taking place. The various projects including the streetscape plan should be integrated into the agreement at the same time. Motion and second were made by Aldermen Schenck/Sarff to postpone action for two weeks. The motion carried. AN ORDINANCE RE-ZONING CERTAIN PROPERTY OF KUMER CONSTRUCTION INC IN AN R-2 ZONING CONFIGURATION (2ND READING) ORDINANCE # 2026 Motion and second were made by Aldermen Schenck/West to approve the ordinance and place it upon its passage. Discussion: Alderman Sarff asked if the zoning should be R-4 or R-2. The correction in the ordinance will be made to correct the zoning to R-2 and the motion was amended to reflect the change. NEW BUSINESS: Update from Mark Rothert Downtown/Former IH Site: • Scrapbook Dreams and Fuller's lewelry are remaining projects that will likely finish in the first quarter of 2011. • Drafting letter to IDOT for new signs that direct people to our downtown • Main Street meeting on 12/20 to discuss downtown issues. Special Events/Tourism: • Please see attached Tourism Report from Dana Smith. • Special event planning for Glacial Golf for Saturday, January 22, 2011, 12pm-5pm Business Development, Attraction and Support: The SRPED is working with the following business development opportunities. Please call me if you would like to talk privately about any of these: • Planning an entrepreneur workshop with Spoon River College to occur on Friday, Feb. 25, 2011. • Facilitated Ameren Enterprise Zone request for state sales tax exemption on $2.3 million in upgrades they plan to make next year at Duck Creek • Working with various local entrepreneurs about starting businesses and expanding • Meeting with Davenport, IA developers to talk about potential sites for retail expansion Grant Work: • Performed grant administration and reporting for DCEO, USDA, and Hotel/Motel tax grants. Other: • Working with Brinshore Development on an ongoing basis for their planned 42 unit affordable housing development. • 336 Corridor plan being produced by the Tri County Regional Planning Commission along with Fulton County • The SRPED board met on January 6, 2010. MARKETING UPDATE General Marketing • Began preliminary phone poll of "Goodie Bag" participants. Will complete first week of January, 2011. • Created outline of marketing plan for Canton tourism, for use with new marketing committee. Canton Main Street • Designed and distributed advertising to media for Old Fashioned Christmas Walk. • Composed and distributed news releases to media for Old Fashioned Christmas Walk. • Was a guest on WBYS/WCDD to promote the Old Fashioned Christmas Walk. ~ Coordinated with Main Street volunteers the solicitation and pick-up of donated items to the Big Red Stocking Contest. • Coordinated with Main Street volunteers to decoration of Jones Park. ~ Selected Carol Kohler, and Greg and Nancy White as judges for the window decoration contest. • Coordinated with Main Street volunteers the Old Fashioned Christmas Walk event, including entertainment, Big Red Stocking Contest and 50/50 drawing • Attended Canton Main Street Coffee at Crawford's. • Attended the Main Street Board meeting on Monday, December 20 at Palm Cafe. • Created "Save the Date" flyer for 2011 Sidewalk Sales & Open Air Markets ~ Designed flyer for Glacial Golf fundraiser in January. ~ Composed and distributed news releases to media for Glacial Golf Website • Continued to review websites for ideas on content and organization. • Contacted Diana Tucker regarding forms she wants added to City portion of the site. • Added Canton Harvester Inn to list of accommodations (with projected opening date of Fall 2011. • Uploaded photos and update on Old Fashioned Christmas Walk to home page. Alderman Schenck explained that a planning session is scheduled during the month of February and he would like to consider some funding options to move forward to some areas of the streetscape plan including the Jones Park component. Alderman Schenck would like to see private funding and some involvement with the partnership in exploring some possibilities for donations or grants. Alderman Schenck asked Mark to bring some ideas back to Council for some further discussion. Mark Rothert will discuss this with the board and will bring back some additional ideas. Alderman Schenck would like to see some additional ideas for the hotel/motel. A project that could possibly help provide activity for visitors to our community could be beneficial. A special tourism activity in our downtown area would give some additional resources and areas of interest for visitors. Teska Streetscape Presentation No Presentation occurred. The individual was not present during the meeting. A RESOLUTION APPROVING THE 2011 EMERGENCY OPERATIONS PLAN FOR THE CITY OF CANTON ILLINOIS AND AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK OF THE CITY OF CANTON TO EXECUTVE SAID PLAN ON BEHALF OF THE CITY OF CANTON Resolution # 3947 Motion and second were made by Hartford/Ellis to approve the resolution and place it upon its passage. The motion carried. Alderman Reed gave special thanks to Phil Fleming for the hard work in putting together the plan. Adjournment Motion and second were made by Alderman Pickel/West to adjourn to executive session for the purpose of personnel. The motion carried by voice vote and was unanimous.
